Staff recommends the Historic Preservation Commission approve with condiotnions
Certificate of Appropriateness #CA1 7-25 for the property located at 600 West College
Street, legally described as Block 44R, Lot 1 R, Original Town of Grapevine, City of
Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G —
Grapevine -Ordinances), as amended
1 . Remove non-contributing wood deck built in the 1990s;
2. Construct a new 1 1/2 -story addition on the west end of the house;
3. A variance be granted for the projecting gable on the south elevation,
as per attached plans following the design guidelines established for the College
Street residential Historic District property, with the conditions a building permit is
obtained from the building department and all exterior materials, windows, doors ano
hardware, light fixtures and paint colors be approved under a separate Certificate
of ppro
Certificate of Appropriateness application #CA17-39 was submitted by the applicant Neal
Cooper on March 20, 2017 to remove the non-contributing wood deck ant to construct a new
1 Y2 -story addition on the west end of the house. The W. R. Buckner House was built in
1902. The house is located within the boundary of the College Street Residential Historic
District and is a contributing structure. The plans for the new addition with two -car garage
were developed by Architect Scott Buchanan following the Design Guidelines and the
provisions of the 2013-23 update to the Preservation Ordinance, The owner's design concept
is to connect the original W. R. Buckner house to the new 1 Y2 story addition by using a 1 -
story link. This treatment helps to reduce the mass and scale of the addition and to blend it
with the original house, the wooded site and setting. The impact to the streetscape is thereby

On the front elevation, the original house is visible to the right and a new gabled addition is
shown to the left. The existing house contains 1,068 squareexisting house
garage is attached to the house, it is considered a part of the maximum floor area per the
Preservation Ordinance.
The projecting gable on the south elevation of the new addition extends beyond the line of
the side yard setback requirement. The CVB Director, Historic Preservation Officer and
Building Official have reviewed the plans and recommend a variance be granted for the
projecting gable of the new addition on the south side elevation.
11ew rooms in the addon include dining room, family room, laundry room, 1/2 bath and 2 -
car garage on the first floor and a new master bedroom and bath on the second floor.
The lot size is 16,917 square feet and the building coverage is 16.7% which is less than the
maximum coverage of 40%.
Staff recommends approval of #CA1 7-39 for plans to remove the non-contributing wood deck
and to construct a new 1 Y2 -story addition on the west end of the house as per attached
plans, with the conditions that a variance be granted for the projecting gable on the south
elevation; a building permit 'is obtained from the Building Department and all ex

I am putting in for the permit on 600 W College. I have attached the version that I am submitting to Manda. There are
three differences from the HPC approved version.
On the Right Elevation, the second story window which is for the master bedroom was increased from a single 3050 to ar
double 3050 to bring in more light.
Also on the right elevation the slider door in the dining room to the back porch was changed from a two panel to a three
panel door.
Lastly on the rear elevation the two windows beside the back door were changed to be the same size and also a little
taller so her dogs could see outside.
These were all at the request of the home owner.
