SPECIAL CONDITION: Staff finds that special conditions exist for the requested variances. Specifically, the subject site was originally platted in 1913 predating the City's first zoning ordinance adopted in 1955. Developed and platted property exist to the south and north respectively eliminating the possibility to expand the site to meet the area and width requirements. BACKGROUND INFORMATION: The Historic Preservation Commission on May 24, 2017 approved Certificate of Appropriateness (CA17-67) on the subject site to demolish the existing dwelling and detached garage and construct a new 1 1/2 story period style house and a detached two car garage. It is the applicant intent to build a new 1 1/2 story 2,507 square foot dwelling which includes a covered porch and a 495 square foot detached garage west of the dwelling in the rear yard. PUBLIC HEARING The first item for the Board of Zoning Adjustment to consider was BZA17-07 submitted by Shon Bauer for property located at 330 South Church Street and platted as Lot 1C, Block 11, City of Grapevine. Section 15.F.2., "R-7.5" Single Family District, Density Requirements, requires a minimum lot area of 7,500 square feet. The applicant was requesting a variance of 1,020 -square feet allowing a lot area of 6,480 square feet for an existing lot. Section 15.G.4., "R-7.5" Single Family District, Area Regulations, requires a minimum lot width of sixty-five (65) feet. The applicant was requesting a variance of eleven (11) feet allowing a lot width of fifty four (54) feet for an existing lot. Staff found that special conditions exist for the requested variances. Specifically, the subject site was originally platted in 1913 predating the City's first zoning ordinance adopted in 1955. Developed and platted property exist to the south and north respectively eliminating the possibility to expand the site to meet the area and width requirements. Mr. Triplett stated that the Historic Preservation Commission approved a Certificate of Appropriateness to demolish the existing dwelling and detached garage and construct a new 1 1/2 story period style house and a detached two car garage. It is the applicant's intent to build a new 1 1/2 story 2,507 square foot dwelling which includes a covered porch and a 495 square foot detached garage west of the dwelling in the rear yard. 4 Board of Zoning Adjustment 080717 With no questions for Mr. Triplett, Shon Bauer of 3986 Sword Dancer Way, Grand Prairie, Texas, took the Oath of Truth; he gave a brief presentation to the Board and requested favorable consideration of his request and offered to answer any questions of the Board. Section 15.G.4., "R-7.5" Single Family District, Area Regulations, requires a minimum lot width of ninety-five (95) feet. The applicant was requesting a variance of thirty two (32) feet allowing a lot width of sixty three (63) feet for an existing lot. Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning 5 Board of Zoning Adjustment 080717 Adjustment to approve the remodeling and/or enlargement of a nonconforming use. The applicant was requesting a special exception to allow the existing residential structure to remain as developed along with an expansion as shown on the plot plan. Staff found that special conditions exist for the requested variances. Specifically, the subject site was originally platted in 1913 predating the City's first zoning ordinance adopted in 1955. Developed and platted property exist to the south and north respectively eliminating the possibility to expand the site to meet the area and width requirements. The existing driveway along East College Street will be removed and replaced with a new driveway to the west for the proposed garage. To reduce the amount of impervious coverage and increase the amount of open space on the subject site, a driveway 20 -foot in depth from the property line is proposed.
