A variance of thirty two (32) feet and if approved by the Board would allow a lot width of sixty three (63) feet for an existing lot. Requesting a Special Exception for the existing structure in relation to current building setback. Current structure was built in 1944. The existing front build line is 17' and the side building line is 16'-5". Requesting a Lot Width Variance. Reverse frontage lot minimum with for R-7.5 lots is 95'. The existing lot width is 63.65'. Difference of 31.35'. Requesting a Building Setback Variance for the Detached Garage from 30' to 20'. 5. Both the special exemption for the building setback and the lot width variance requests are due to the current structure being built in 1944. Plans are included to add on to the rear of the existing structure. Because of the age of the structure and existing lot configuration, it cannot meet the current zoning standards. Moving the detached garage building setback from 30' to 20' would allow the garage to be more closely aligned with the main home structure, making for a more architecturally pleasing layout while maintaining the minimum 20' driveway depth. It would also reduce the impervious lot coverage and create a more functional back yard. Having the additional space in the back yard, would improve drainage for this property and the adjacent properties. SPECIAL CONDITION: Staff finds that special conditions exist for the requested variance and special exception. Specifically, the subject site was originally platted in 1913 predating the City's first zoning ordinance adopted in 1955. Developed property and right-of-way exist to the north and south respectively, eliminating the possibility to expand the site to meet the width requirements. The existing dwelling was built in 1944 predating the City's first zoning ordinance adopted in 1955. The Historic Preservation Commission on December 14, 2016 approved Certificate of Appropriateness (CA16-108) on the subject site to remove an existing garage (previously converted to living space) and construct a new 1 1/2 story addition to the existing dwelling 0:\BZA\2017\Cases\BZA 17-08.4 and a detached garage. It is the applicant's intent to expand the existing dwelling into a 1 1/2 story 3,069 square foot dwelling to include the existing living areas, a new master bedroom on the ground floor, two new bedrooms and a loft upstairs, an existing covered front porch along the east elevation, covered and uncovered patios along the south elevation and a new 499 square foot garage west of the dwelling in the rear yard. The existing driveway along East College Street will be removed and replaced with a new driveway to the west for the proposed garage. To reduce the amount of impervious coverage and increase the amount of open space on the subject site, a driveway 20 -foot in depth from the property line is proposed. The applicant was requesting a variance of thirty two (32) feet allowing a lot width of sixty three (63) feet for an existing lot. Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning 5 Board of Zoning Adjustment 080717 Adjustment to approve the remodeling and/or enlargement of a nonconforming use. The applicant was requesting a special exception to allow the existing residential structure to remain as developed along with an expansion as shown on the plot plan. Staff found that special conditions exist for the requested variances. Specifically, the subject site was originally platted in 1913 predating the City's first zoning ordinance adopted in 1955. Developed and platted property exist to the south and north respectively eliminating the possibility to expand the site to meet the area and width requirements. The existing driveway along East College Street will be removed and replaced with a new driveway to the west for the proposed garage. To reduce the amount of impervious coverage and increase the amount of open space on the subject site, a driveway 20 -foot in depth from the property line is proposed.
