SUBJECT: APPROVAL TO RENEW AN ANNUAL INTERLOCAL
AGREEMENT FOR HOUSEHOLD HAZARDOUS WASTE
PROGRAM
RECOMMENDATION:
City Council consider approval of a self-renewing Interlocal Agreement (ILA) with the City
of Fort Worth for continued participation in their Environmental Collection Center (ECC)
and Household Hazardous Waste (HHW) Program, authorize the City Manager to execute
said agreement and take any necessary action.
FUNDING SOURCE:
Funds are budgeted in the FY18 Budget account 100-44540-415-5; Professional Services
in an amount of$51,500.
BACKGROUND:
Grapevine has participated with Fort Worth in providing a HHW collection program for the
past several years. The ILA with the City of Fort Worth provides residents with a local
collection event and an ECC drop off facility for disposal of hazardous waste. The contract
agreement is self-renewing infinitely; or, terminates 45 days after termination notification.
The cost charged for each household that utilized the service is currently $47/household
for FY 2017 and will increase to $50/household for FY 2018. In Grapevine, 904 households
have participated in the program so far through three quarters in FY 2017 at a disposal
cost of$42,488. Funds have been earmarked for FY 2018 to provide for 1,030 households.
The HHW program provides our citizens with an environmentally sound method of
disposal. Without this alternative, hazardous waste could be illegally disposed of in the
solid waste collection system, stormwater drainage system, or the wastewater collection
and treatment system. The United States and the State of Texas have promulgated rules
that require cities to manage pollution in stormwater runoff. The HHW Program is utilized
as a component of the comprehensive Stormwater Quality Management Program.
Staff recommends approval of the ILA that will continue Grapevine's participation in Fort
Worth's ECC and HHW Program.
