This letter confirms on April 26, 2017 the Historic Preservation Commission approved with
conditions #CAI 7-41 for the property addressed 512 Estill Street, legally described as Block:
102 Lot: 4R & 5R, College Heights Addition, Grapevine Texas. The following was approved
on this Certificate of Appropriateness. -
1. to construct a new addition to the existing 1946 Higgins -Hilliard House;
2. to add a detached garage in the rear;
3, the plans as presented, but with the three clerestory windows removed from the
west side of the front elevation and replaced with one 30" x 60" window, for
symmetry on the front elevation; and
all exterior materials including, roofing, siding and trim, exterior doors and door hardware,
windows, light fixtures and paint colors be staff approved under a separate Certificate(s) of
Appropriateness; and a building permit be obtained from the Building Department.

Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA1 7-41 for the property located at 512 Estill Street,
legally described as Block 102, Lot 4R, 5R, College Heights Addition, City of Grapevine, to
the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended for the following items:
1 Construct a new addition to the existing Higgins -Hilliard house, c. 1946 and
construct a new two -car detached garage as per attached plans with the conditions:
Certificate of Appropriateness application #CA17-41 was submitted on March 22, 2017 by
the applicant Dan Proctor for construction of a new addition to the original Higgins -Hilliard
house c. 1946 and a new detached two -car garage. The 1050 square foot minimal
traditional style house is rectangular in plan with a projecting front porch. This house was
identified in 1998 by the Texas Historical Commission as a contributing structure to the
College Heights Neighborhood of the Historic Grapevine Township District. The house is
not landmarked. Plans for the new addition and outbuilding were developed to follow the
updated 2013-23 updates to the Preservation ordinance for non-landmarked buildings.
The existing house contains 1,056 square feet. The front half of the original house woulle
receive a new 2 -story addition to the rear of the house. The existing house combined with
the new addition would contain 3,400 square feet of living area which is the maximurr
square feet allowed by the Preservation Ordinance. A new 2 -car 498 square foot detached
garage would be constructed to the rear.
The cabana shown on the site plan is not a part of this application since no plans for the
structure have been submitted for approval. The lot size is 21,000 square feet and the
building coverage is 18.5% which is less than the maximum coverage of 40%.
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA1 7-41 for construction of the new addition to the
Higgins -Hilliard house and a new two -car detached garage with the condition a permit is
obtained from the building department.
