The Planning and Zoning Camdssion for the City of Grapevine, Texas met in
Regular Session at approximately 7:30 P.M. on Tuesday, January 20, 1987 in
a Joint Public Hearing with the City Council in Roan 205, Council Chambers
at 307 West Dallas, Road and at approximately 9:45 P.M. in the Conference
Roan. 204 for the Planning and Zoning Commission Meeting with the following
persons present, to wit:

constituting a quorum, with no absences and with the following City Staff
present, to wit:

Chairman Atkins called the meeting to order at approximately 9:45 P.M. and
explained the purposes thereof.

The first item for consideration by the Planning and Zoning Commission was
the above captioned replat. Stan Laster explained the purpose of this
replat. After a brief period of questioning by the Commission Members a
motion was made by Catherine Martin to recommend that Council approve this
replat. This motion was seconded by Gil Traverse, and the vote was as
follows:
Ayes: Martin, Traverse, Atkins, Cook, Engholm, Meyer and
Atchley
Nays: None
The purpose of this final plat is to receive a building permit. Tammy
Hardy presented the concept plan for review by the Commission Members.
After a short period of discussion a motion was made by Peggy Engholm to
recommend that Council approve this final plat with a second from Gil
Traverse. Prior to the vote, Chairman Atkins noted that the final
statement on the plat information sheet should read, "This amount shall be
paid prior to the issuance of the building permit". The motion prevailed by
the following vote:
Ayes: Engholm, Traverse, Atkins, Cook, Engholm, Atchley
and Meyer
Nays: None
DFW NORTH BUSINESS PARK - PRELIMINARY PLAT
The next item for consideration by the Planning and Zoning Commission was
the Preliminary Plat of the D/FW North Business Park. Per Stan Laster -
the owners are starting the platting process specifically to get the tree
removal permit. This tract is adjacent to the Northport tract which was
perviously platted. Questions arose with regard to the drainage channel on
this property. Per City Staff - approval has been received from FEMA and
Planning & Zoning

construction plans have been approved by Staff. Staff feels that the
channel is adequate using the City Drainage Ordinance and HEC II analysis.
At this time, there were questions addressed to erosion control to the
channel itself. "Does our ordinance cover erosion?" Chairman Atkins then
asked if the Drainage Ordinance was a part of the Zoning Ordinance. Per
Chris Caso of the City Attorney's Off ice, the City's Engineering Department
is currently reviewing wording for erosion control as part of the Drainage
Ordinance, and is believed to be ready to adopt this wording. The present
ordinance does have wording specifying that sides of channels must be
sodded to help prevent erosion. After further discussion relating to the
channel, a motion was made by Larry Atchley to recomend that Council
approve this preliminary plat. To this motion a second was received by
Catherine Martin, and the motion prevailed by the following vote:
Ayes: Atchley, Martin, Atkins, Cook, Engholm, Traverse
and Meyer
Nays: None
The final item for discussion was the proposed amendments to the 1980
Ccmprehensive Master Plan. Tommy Hardy referred to "red" area as Budgens
Street between in Street and Dooley Street. All of this area is
presently zoned R-7.5, single fan -Lily. Staff feels that this area should
not have been zoned R-7.5 in the first place as it is more suited for
commercial. One of the lots is already zoned commercial. This was done
prior to the 1984 rezoning. There is therefore a direct conflict with the
zoning now in place. There followed a short period of discussion with
regard to the various sections of the City that are actually in a flood
plain. Two areas in particular were mentioned, ie., areas near Los Robles
subdivision and areas near the proposed S.H 360. As this item was for
discussion only, no vote was taken.
Updated Thor )ughLaLe Plan - Tommy Hardy reminded the Commission that they
must make a recommendation with regard to the Thoroughfare Plan at the
February 17th joint meeting with City Council. There followed more
discussion with regard to Dove Road East and Pool Road. One of the
questions raised to be asked Freese & Nichols was, "What is the maximum
amount of right-of-way needed for Northwest Highway - for four lanes and
possibly more lanes and is that right-of-way available at this time." Also
with the maximum number of lanes on Northwest Highway, will it carry the
traffic without the Dove Road extension? There was also discussion with
regard to Dove Road East as it relates to the Corps of Engineers property.
It was then mentioned that perhaps City Council needs to formally request
the Corps of Engineers' ruling on any possible extension of Dove Road to
the east across their property. It was suggested that this, too, be added
to questions for Freese & Nichols - Having the City make a formal request
to the Corps of Engineers for possible use of their property for the Dove
Road East extension before making this a part of the updated Thoroughfare
Plan.

with variances. After discussing all
three, the consensus
seemed to favor
going with scenario
number 2. No vote was taken as this was more for
information only.
American Planning Association - Tommy Hardy spoke with regard to an
American Planning Association Conference to be held on April 25th through
the 29th in New York City. He advised that there is enough money budgeted

for one member of the Planning and Zoning Commission to go to this
conference. Mr. Hardy needs a decision on who will be attending as he
would like to book the flights at least three (3) days in advance. One
Staff person will also attend. The members will discuss this conference
and will advise Mr. Hardy as to which one will attend.

As there was no further business for discussion or consideration by the
Planning and Zoning Conraission, a ration was made by Ron Cook to adjourn.
This motion was seconded by Larry Atchley and prevailed as follows:
Ayes: Cook, Atchley, Atkins, Engholm, Martin. Traverse
and Meyer
Nays: None
The meeting was adjourned at approximately 10:00 P.M.
