HomeMy WebLinkAbout1987-03-17The Planning and Zoning Commission of the City of Grapevine, Texas, met in a Regular Session at approximately 7:30 P.M. on Tuesday, March 17, 1987 in the Joint Public Hearing Session, with the City Council in the Municipal Court Rom #205, 307 W. Dallas Road. Then the Planning and Zoning Commission held their portion of the meeting following the closing of the Joint Public Hearing Session, at approximately 8:00 P.M. in the Conference Roan #204, with the following persons present, to wit: Richard Atkins Chairman Catherine Martin Member Peggy Engholm Member Larry Atchley Member Gil Traverse Member Ervin Meyer Member constituting a quorum, with Vice -Chairman Cook absent, and the following City Staff, to wit: Doug Eberhart Engineer Marcy Ratcliff Planning Technician Sue Martinez Secretary Adrienne Leonard Attorney - City Attorney's Office R%0939*311 It was noted that this zoning application is a City initiated case, which is a part of the negotiations of the Right -of -Way acquisition for the College and Ball Street Improvements project. The requested zoning of "R-7.5", Single -Family is so that a house can be built on the property. Following a brief discussion, Larry Atchley made a motion to recommend approval of the zoning application and Peggy Engholm seconded the motion, which prevailed by the following vote: Ayes: Atkins, Martin, Engholm, Atchley, Traverse and Meyer Nays: None Absent: Cook 82-73 SECTION 52 (TREE PRESERVATION) There was discussion of pre -notifying developers of the restrictions of the Tree Preservation Ordinance. It was noted that it would be helpful to have the Department of Community Development give copies of the Tree Preservation Ordinance to the Engineering Department as hand out information available to developers at the time of platting, which would help eliminate the problems or confusion of where trees may or may not be removed. Then there was discussion of the interpretation of the language of Item C. 5. of Section 52. Tree Preservation. Then it was suggested to change wording on Item G. 1. a. to read: The tree is located in a utility or drainage easement or public street right-of-way as recorded on a plat approved by City Council. There was a correction made in the attendance to show member Ervin Meyer present for the meeting, and a correction in the vote on the Tree Removal Permit 86-04 Aspen Oaks Subdivision, with Commissioner Meyer voting in favor of the permit. There being no other corrections to the Minutes, a motion was made by Gil Traverse to approve the Minutes with these corrections and Catherine Martin seconded the motion, which prevailed as follows: Ayes: Martin, Enghohn, Atchley, Traverse and Meyer Nays: None Abstain: Atkins Absent: Cook 1.) Chairman Atkins reaffirmed the action by the Commission on the Henry S. Miller Zoning Application, which was denial 4-3 and the action on the Thoroughfare Plan, which was approval 5-2, at the meeting of March 2, 1987. 2.) The Commission made the Staff aware that they were not pleased with the arrangement of the agenda packets. They noted that the packets were more convenient to follow when the colored sheets were inserted and were easier to read when not in a reduced form. The Commission instructed Staff to prepare a mem, to be signed by the Chairman, to the City Manager, requesting an explanation of why they were not notified of the drastic change. The Commission also is requesting that the Council agenda and Planning and Zoning Commission agenda be arranged separately. Following a brief discussion of the packet, a motion was made by Peggy Engholm to have agenda packet revert back to the way it was previously prepared, with color coded sheets and in an unreduced form, and Ervin Meyer seconded the motion, which prevailed as follows: Ayes: Atkins, Martin, Engholm, Atchley, Traverse and Meyer Nays: None Absent: Cook 3.) Then there was discussion of Nash Phillips/Copus, who had recently filed for Chapter 11 Bankruptcy. The Staff has been informed by Mr. John Landon of NPC, that he is not sure of the status of the development of the park in Shadow Glen IA. Therefore, until more information is obtained on the status, all permits in Shadow Glen IIB are put on hold. The Commission asked questions during the meeting of Adrienne Leonard with the City Attorney's office relative to the contract to the park and also of the tree removal permit and its tie with the property.
