CITY OF GRAPEVINE
The Planning and Zoning Commission for the City of Grapevine, Texas met
in a Special Workshop Session on Monday, June 15, 1987 at 7:00 P.M. in
Room 204, 307 West Dallas Road, Grapevine, Texas with the following
members present, to wit:

representing a quorum, with Larry Atchley and Rodney Smith absent, and
with the following City Staff present:

Also in attendance was Sharron Spencer as a representative of the City
Council.
Acting Chairman Cook called this workshop session to order at
approximately 7:25 P.M.
Election of Officers
The first item on the agenda was the election of officers for the
Planning and Zoning Commission. Acting Chairman Cook suggested that this
item be tabled until all members were present. Catherine Martin made a
motion to table until the meeting of June 16, 1987. A second to this
motion was made by Ervin Meyer and the vote was as follows:
Ayes: Martin, Meyer, Cook, Engholm, Oliver
Nays: None
Absent: Atchley and Smith
Planned Commercial Center
Marcy Ratcliff spoke to all about Planned Commercial Centers. A Planned
Commercial Center is for purposes of workshop discussion defined as a
development of at least five (5) acres that may be a Conditional Use in a
CC, CN or HC zoning districts. The Planned Commercial Center will be
designed to help both City Staff and the Developers. The PCC should help
eliminate the need for Developers to request variances to many of the
Zoning Ordinances in the CN, CC and HC districts.
During an ensuing discussion between Staff and the Planning and Zoning
Commission it was suggested that there be strong guidelines for the
Planning and Zoning Commission to follow for these Planned Commercial
Centers. A question was raised about an architectural review being
necessary for the Planned Commercial Center in particular. It was
mentioned that a requirement could be plugged in that the final building
elevations be shown on the submittal of the site plan. The Skaggs tract
was used as an example of buildings being the same.
There will be further discussion between Staff and the City Attorney's
Office with regard to exact wording and guidelines for Planned Commercial
Centers being used as Conditional Uses in the previously mentioned zoning
districts. As a conditional use the P.C.C. must follow exacting
guidelines for each particular district where allowed.
Amending Section 53 - Landscaping: The discussion centered around
Parking Lot Island Requirements. In particular parking lots where there
are less than 10 spaces. The Planning and Zoning Commission and Staff
discussed adding language indicating that such islands shall not be
required for parking rows containing ten (10) or less parking spaces.
There was also discussion with regard to exempting perimeter landscaping
in public alley ways as well as allowing accessways through the required
10 foot lot line buffer areas.
