The Planning and Zoning Commission of the City of Grapevine, Texas, met in
a Special Workshop Meeting at approximately 7:00 P.M. on Tuesday, July 14,
1987 in the Conference Room, #204, 307 W. Dallas Road, with the following
persons present, to wit:

The Session began with a presentation to Richard Atkins by the Mayor,
expressing his and the Council's gratitude for his work on the Planning and
Zoning Commission.
Tormy Hardy announced that Tan Powers is now the Council Representative for
the Planning and Zoning Commission meetings.

The Planning and Zoning Commission and City Staff reviewed and discussed
the final revisions to Zoning Ordinance Amendments as follows:
1. Section 11-12.A.332, Page 11 - Defines a Planned Commercial Center.
2. Sections 13.A.7, Page 1, Section 14.A.6, Page 1 and Section 15.A.6,
Page 1 - Establish model hares and model home parking lots as
permitted uses in the R-20, R-12.5 and R-7.5 Single Family Districts.
3. Section 16.A.6, Page 1, Establishes model homes and model home parking
lots as permitted temporary uses in the R-5.0 Single Family District.
4. Section 16.G.4, Page 4 - Reduces the width of reverse frontage lots
from 95' to 751 in the R-5.0 Single Family District.
5. Section 20.A.6, Page 1 - Establishes model homes and model have
parking lots as permitted temporary uses in the R-TH Townhouse
District.
It was noted by Marcy that Sections 13 through 20 will all be for public
hearing on the July 21, 1987 meeting.
6. Section 22.C.5, Page 2, R -M7-2 Multi -Family - Instructions for Day
care centers listed as a conditional use to see the design
requirements of Section 22.N.
7. Section 22.F.2, Page 3, R -MF -2 Multi -Family - States the minimum lot
size is reduced to 1 acre for Day care centers permitted as a
conditional use.

25. Section 25.N.3, Page 6, Community Commercial - Establishes that the
minimum 20% open space shall apply to the total site area.
26. Section 25.N.4, Page 6, Community Commercial - States the building
elevations shall be submitted with the Site Plan as required by
Section 48.D.7.
27. Section 26.C.13, Page 3, Highway Commercial - Planned Commercial
Centers are listed as a conditional use.
28. Section 26.F.3, Page 5, Highway Commercial - Planned Commercial
Centers shall meet the requirements of Section 26.N.3. which requires
20% open space for the entire site area.
29. Section 26.N.1, Page 7, Highway Commercial - The side and rear yard
requirements of Section 26.G.4 and 5 shall be required around the
outside perimeter of the Center, but interior lots with minimum side
and rear yards may not be required if deemed necessary by City
Council.
30. Section 26.N.2, Page 7, Highway Commercial - States the 10® minimum
landscaping requirements of Section 53.H.2.b shall be applicable
around the outside perimeter of a Center, but interior landscaping may
not be required if deemed necessary by City Council.
31. Section 26.N.3, Page 7, Highway Commercial - Establishes that the
minimum 20% open space shall apply to the total site area.
32. Section 26.N.4, Page 7, Highway Commercial - States the building
elevations shall be submitted with the Site Plan as required by
Section 48.D.7.
33. Section 53.H.1.c, Page 4, Landscaping - Establishes for parking rows
containing 10 or less parking spaces shall not be required to place
planter islands at the terminus of those rows of parking.
34. Section 53.H.2.a, Page 4, Landscaping - Establishes that a 151
perimeter landscape area is not required when an off-street parking or
vehicular use area abuts a public alley.
35. Section 53.H.2.b, Page 5, Landscaping - Accessways between lots may be
permitted through all perimeter landscape areas. The maximum width
for the accessways shall be 25'.
36. Section 60.H.2.b, Page 12, and Section 60.J.2.b, Page 16 Signs - The
City Council after receipt of a recommendation from the P&Z may
authorize and approve 1 or more additional ground or pole signs within
a platted subdivision by the issuance of a conditional use permit if
it is an approved Planned Commercial Center or on property zoned CC,
PCD or HC if a need exists to adequately inform the public of the
commercial activities being conducted within the platted subdivision.
37. Section 67.B.5, Page 3, Amendments - Establishes that any changes made
to a zoning or conditional use application, including changes to
concept plans or site plans by an applicant that the Council or P&Z in
their sole judgement to be significant shall not be considered unless
filed with the City at least 14 days prior to the scheduled public
hearing. If filed less than 14 days prior to the scheduled public
hearing, the P&Z or Council may decline to consider the proposed
changes or may continue the public hearing at a date certain that is
at least 14 days from the date said proposed change was filed. The
section does not apply to any changes proposed by the P&Z or Council.
There was considerable amount of discussion of Section 67.B.5, relative to
the changing of concept plans.
