a Regular Session at approximately 7:30 P.M. on Tuesday, July 21, 1987 in
the Joint Public Hearing Session with the City Council in the Board Room of
the Grapevine/Colleyville Independent School District Offices, 3051 West
Highway 26. The Planning and Zoning Commission held their portion of the
meting following the closing of the Joint Public Hearings at
approximately 8:00 P.M. with the following persons present, to wit:

CONSIDERATION OF ZONING APPLICATION Z87-12 (K=R)
Discussion of this zoning application was relative to an '84-'85 traffic
study and how it applies to this zoning case. Also, there was discussion
of the development of the remainder of the property that is not included in
the zoning change.
Following discussion, a motion was rendered by Rodney Smith to recommend
approval of the zoning case from "R-5.0" to "CN" and Larry Atchley seconded
the motion, which failed as follows:
Ayes: Smith and Atchley
Nays: Oliver, Martin, Engholm, Meyer and Cook
Then another motion was made, by Peggy Engholm, to recommend denial of the
zoning case because the present zoning is the best use of this property,
and Catherine Martin seconded the motion, which prevailed as follows:
Ayes: Oliver, Martin, Engholm, Meyer and Cook
Nays: Smith and Atchley

This zoning application is for 7.0414 acres of property located South of
and adjacent to Pickering Park and Kimball. The present zoning is "R-TH",
Townhome District and the requested zoning is "R-5.0", Zero Lot Line
District.
There being no discussion, a motion was made by Peggy Engholm to recommend
approval of the zoning application and Ervin Meyer seconded the motion,
which prevailed by the following vote:
Ayes: Atchley, Oliver, Martin, Engholm, Meyer, Smith and Cook
Nays: None
It was noted by the Chairman, that this zoning application was withdrawn.

There being no discussion, a motion was rendered by Larry Atchley to

which prevailed as follows:

It was noted that the Staff's recommendation of this plat is denial, due to
TU Electric easements have not been shown on the final plat.
Following a brief discussion, a motion was made by Catherine Martin to
recommend denial of the final plat and Larry Oliver seconded the motion,
which prevailed as follows:
Ayes: Atchley, Oliver, Martin, Engholm, Meyer, Smith and Cook
Nays: None
There being no discussion, a motion was made by Larry Atchley to recomrbend
approval and Rodney Smith seconded the motion, which prevailed as follows:
Ayes: Atchley, Oliver, Martin, Engholm, Meyer, Smith and Cook
Nays: None
Mr. Hardy informed the Ccumission that they will be going before the
Council to request a resolution to set for public hearing, amendments to
the off street parking regulations.
Mr. Hardy also noted that they will be looking at amending Site Plan
District requirements.
There was discussion of the Commission's decision on who would be attending
the State APA Seminar and also the National Seminar.

There being no questions or corrections to the minutes, a motion was
rendered by Catherine Martin to approve the minutes as written and Rodney
Smith seconded the motion, which prevailed as follows:
Ayes: Atchley, Oliver, Martin, Engholm, Meyer and Smith
Nays: None
Abstain: Cook
There being no further business to consider or discuss, a motion was made
by Larry Atchley to adjourn the evening's meeting at approximately 9:35
p.m. and Larry Oliver seconded the motion, which prevailed as follows:
