The Planning and Zoning Commission for the City of Grapevine, Texas met in
a Public Hearing with the City Council on Tuesday, August 18, 1987 at 7:30
P.M. in Council Chambers, 307 West Dallas Road and later in Regular Session
in Room 204, 307 West Dallas Road, Grapevine, Texas with the following
members present, to wit:

The meeting was moved from Room 204 to Council Chambers, in order for the
Council to meet in Executive Session in Room 204. Chairman Cook called
this session of the Planning and Zoning Commission to order at
approximately 8:00 P.M., and explained the purposes thereof.
Z87-16 - WASHINGTON & ASSOCIATES
The first item of business for deliberation was a requested zoning change
from PO, Professional Office and R-TH, Townhanne to R-5.0, Zero Lot Line,
Single Family, and CC, Community Commercial. These two tracts are located
East of Wm. D. Tate and to the north of the proposed Bloomingfield I
Addition. After discussion regarding front set backs as shown on the
concept plan, a motion to recommend that Council approve this zoning change
request was made by Larry Atchley and seconded by Catherine Martin. The
motion prevailed by the following vote:
Ayes: Atchley, Martin, Cook, Oliver, Engholm,
Meyer and Smith
Nays: None
CU87-04 - WALTER P. MOORE & ASSOCIATES
The next item for consideration was a Conditional Use Application for a Day
Care Center in the R -MF -2 District. Applicant is asking for a minimum lot
size of one (1) acre as a Conditional Use in this district. After a period
of discussion, a motion was made by Rodney Smith to recommend that Council
approve this Conditional Use Application. To this motion a second was
offered by Ervin Meyer, and the motion prevailed as follows:
Ayes: Smith, Meyer, Cook, Oliver, Engholm,
Martin and Atchley

PRELIMINARY PLAT —BIOU4INGFIELD, PHASE II
The next item for consideration was the preliminary plat of BlocnLingfield
Addition, Phase II. There was little discussion of this preliminary plat,
as it was discussed earlier in the meeting as a part of the zoning change
request. A motion was made by Larry Atchley to recommend that Council
approve this preliminary plat. A second to this motion was made by Ron
Cook, and the vote follows:
Ayes: Atchley, Cook, Oliver, Engholm, Martin,
Smith, and Meyer
Nays: None
There was a short period of discussion with regard to page 2 of the Plat
Check List, #11. Following this discussion a motion was made by Ervin
Meyer to recommend that Council approve this final plat. A second was made
by Rodney Smith. The vote was as follows:
Ayes: Meyer, Smith, Cook, Oliver, Engholm,
Martin and Atchley
Nays: None
The next item for discussion was the final plat of Crystal Butte Addition.
Doug Eberhart advised all the members that the Park Fees for this
development have been paid. There followed a very short period of
discussion after which a motion was made by Catherine Martin to recommend
that Council approve this final plat. A second to this motion was made by
Ervin Meyer. The vote was as follows:
Ayes: Martin, Meyer, Cook, Oliver, Engholm,
Atchley and Smith
Nays: None

The question of POW and additional ROW was brought up by Doug Eberhart with
regard to this subdivision. He stated that the developer may have lost
three (3) lots already due to additional ROW. The concept plan may need to
be revised. There was further discussion, at the end of which a motion was
made by Rodney Smith to recommend that Council approve this preliminary
plat. A second to this motion was made by Larry Atchley, and the motion
prevailed as follows:
Ayes: Smith, Atchley, Cook, Oliver, Engholm,
Meyer and Martin
Nays: None
There was some discussion with regard to ponds on this site and with regard
to drainage. Following this discussion, a motion was made by Rodney Smith
to recommend that Council approve this preliminary plat. A second was made
