Dallas Road, with the following persons present, to wit: Ron Cook Chairman Larry Oliver Vice -Chairman Rodney Smith Member Catherine Martin Member Peggy Engholm Member Ervin Meyer Member Larry Atchley Member constituting a quorum with no absences, and the following City Staff, to wit: Marcy Ratcliff Planner Joy Carroll Administrative Assistant Sue Martinez Secretary Sharron Spencer Council Representative OLD BUSINESS CONSIDERATION OF A RECOYMMATION RELATIVE TO THE REPIAT OF PARK CENTRAL DEVELOPMENT TABLED AUGUST 18, 1987 It was noted that this replat was tabled from the August 18, 1987 Planning and Zoning Commission Meeting. Discussion was relative to the funds for cash -in -lieu of park land. Following a brief discussion, a motion was made by Peggy Engholm to recommend denial of the replat relative to the 30 -day rule and Catherine Martin seconded the motion, which prevailed as follows: Ayes: Cook, Oliver, Smith, Martin, Engholm and Meyer Nays: None Absent: Atchley NEW BUSINESS 1 z 151a V i I a FT I M Mr. Varnell Roberts of Watson & Taylor was present to represent this request for a Tree Removal Permit. Mr. Roberts reviewed with the Commission, the locations of the proposed tree removal and discussed improvements to the existing creek channel as indicated with aerial photos and graphic material. There was discussion of reasons for concrete lining the creek channel. There was much discussion by the Commission and the applicant, of the channel design and how many trees will need to be taken out if this particular design is allowed. RESIDENTIAL Use, there was discussion of changing the number of off -street parking spaces from 2-12 down to 2. After discussing the possibility of residents owning boats, it was then the consensus of the Commission to amend that number from 2 to 24 off-street parking spaces required for each dwelling unit in residential. Motels or Hotel Use, there was discussion of the changing of number of parking spaces from 21 to 1, not being adequate for motels or hotels. Then the Commission made a request of Staff to have a rundown on numbers using 1 and 22' parking spaces, using the Hilton Hotel as a model for the calculations. 2. INSTITUTIONAL The word Community was deleted from Public, Community, Health Center. It was noted that 1,200 sq. ft. of gross floor area should read 200 sq. ft.. Nursing, convalescent home or institutional home for elderly Use, it was discussed that having 1 parking space for each 4 beds, did not take into account the parking spaces for staff members. Then it was decided to change 4 beds back to 5 beds. Governmental Office Buildings Use, should read 200 sq. ft. of gross floor area. School, Junior High Use, & Middle School was added to this use. 15 Students (Design Cap.) was changed to 12 Students (Design Cap.}. 4. OFFICE, PROFESSIONAL OR FINANCIAL USES Medical or dental Use, 150 sq. ft. of gross floor area was changed to 125 sq. ft. . 5. PERSONAL SERVICE, RETAIL USES Personal service establishment Use, the words, excluding Barber & Beauty Salons was added. 175 sq. ft. gross floor area was changed to 100 sq. ft. Barber & Beauty Salons Use, was added, with a 200 sq. ft. gross floor area. Automotive retail sales & service (except automotive parts or accessory sales) Use, the words of site area was added after 2000 sq. ft. Automotive Repair Garages Use, 350 sq. ft. was changed to 125 sq. ft. Marine retail sales & services (except recreational marinas, commercial moorage & sale of boat parts or accessories) Use, the words of site area was sq. rt. Marine repair Use, was added, with I parking space required for each 175 sq. ft. gross floor area. Retail establishments in buildings Use, 200 sq. ft. gross floor area was changed to 175 sq. ft. 7.
