The Planning and Zoning Commission for the City of Grapevine, Texas met in
a joint public hearing with the City Council in Council Chambers at 307
West Dallas Road, Grapevine, Texas on Tuesday, September 15, 1987 at
approximately 7:30 P.M. After the public hearing Council adjourned to Room
204 while the Planning and Zoning Commission remained in Council Chambers
for their regular session, with the following members present, to wit:

constituting a quorum with no absences, and with the following City Staff
present to wit:

Doug Eberhart Assist. Mgr. Engineering/Development
Mary Peddycoart Secretary
H. T. (Tommy) Hardy, Director of Community Development was not present at
this meeting.
The Planning and Zoning Commission net this date in Council Chambers, as
Council was in Executive Session in Room 204. Chairman Cook called the
meeting to order at approximately 8:00 P.M., and explained the purposes of
same.
NEW BUSINESS:
Z87-17 - GRANDY"S INC.
The first item of business for consideration by the Planning and Zoning
Commission was for a zoning change from PO, Professional Office to CC,
Community Commercial requested by Grandy's Inc. for a 4.5941 acre parcel of
land located on the S.H. 114 frontage road adjacent to McDonalds. There
followed a period of questioning and discussion with regard to drives as
shown on the Concept Plan. After this period of discussion, Chairman Cook
stated that there could be further discussion regarding these driveways at
the time of Preliminary Platting and then asked for a motion. A motion was
made by Larry Atchley to recommend that Council approve this zoning change
request. A second to this motion was made by Rodney Smith, and the motion
prevailed as follows:
Ayes: Atchley, Smith, Cook, Oliver, Engholm.
Martin and Meyer
Nays: None

Next for consideration were the amendments as outlined above. After
discussion of these amendments, a motion was made by Catherine Martin to
recommend approval of sections, 26, 42-(C.3. only), 47, and 51 as amended.
This motion was seconded by Ervin Meyer and the vote was as follows:
Ayes: Martin, Meyer, Cook, Oliver, Engholm

CONSIDERATION OF THE MINUTES
Minutes from the meetings held June 16, 1987, July 14, 1987, July 21, 1987
and August 18, 1987 were considered and voted on together. Ervin Meyer
referred to the Minutes of June 16, 1987, specifically to page 3, under
Z87-09, the word across should read "access". This change being noted, and
as there were no other amendments and/or changes, a motion to accept all
the above listed minutes, with the amendment to the June 16 set was made by
Larry Atchley and seconded by Larry Oliver. The vote was as follows:
Ayes: Atchley, Oliver, Cook, Engholm, Martin,
Meyer and Smith
Nays: None
The Planning and Zoning Corrynission and City Staff discussed briefly the
date for a workshop meeting for review of amended language on Sections 56,
58 and Section 11-12. October 13th at 7:00 P.M. was the date and time
chosen. This will give Staff ample time to prepare the amended language to
the aforementioned sections.

As there was no further business for consideration by the Planning and
Zoning Commission, a motion to adjourn was made by Catherine Martin and
seconded by Peggy Engholm. The vote follows:
Ayes: Martin, Engholm, Cook, Oliver, Atchley,
Meyer and Smith

The meeting was adjourned at approximately 9:00 P.M..
