CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met
jointly with the City Council for a Special Public Hearing on the 20th
day of October, 1987, at 7:30 PM in the Council Chambers, Municipal
Court Roam, #205, and in roam #204, the Conference Roan, 307 West
Dallas Road, with the following member of the Planning Zoning

The meeting was called to order and the deliberation session opened by
Chairman Ron Cook.
ZONING APPLICATION Z87-18 -AND CONDITIONAL USE APPLICATION CU87-06

In the earlier public hearing session, held jointly with the City
Council, those present were advised that the subject zoning application
was filed September 2, 1987, by Mr. Robert E. Murphy for 1.118 acres
locat-a at 351 East Hudgins, presently zoned "R-7.5", Single Family
Resi - 1, with the requested zoning for "CC", Community Commercial
and nditional use for retail/wholesale steel sales facility. Mr.
Hardy further advised that the zoning on the tract was changed from
"C-2", Commercial to "R-7.5" in the 1984 City rezoning; however, in
January, 1987, the Master Land Use Plan was amended to reflect
commercial for the tract. Then Mr. Hardy introduced Mr. Robert Murphy
who advised that he had purchased the property in 1984, before the City
rezoning, not realizing until January, 1987, that the tract was
rezoned, after the 12,530 square foot office building was constructed
and approved by the building inspection department. Following a brief
deliberation session, Mr. Hardy advised that Staff's opinion was that
the "R-7.5" was a mistake,
During the deliberation session of the Commission, following a brief
discussion, Larry Oliver made a motion that the Planning
Commission recommend that the City Council approve the
conditional use as requested, and Rodney Smith seconded
which prevailed by the following vote:

CONDITIONAL USE APPLICATION CU87-07 - BALL STREET/SH 114 J.V.
The second item for consideration was the request for a conditional use
to allow a planned shopping center submitted by Ball Street and State
Highway 114 Joint Venture.
In the public hearing session, Mr. Hardy advised those present that the
request was relative to a 13.514 acre tract at the southeast corner of

Next for the Commission's consideration was the final plat of Grandy's
Addition.
Located east of McDonald's and fronting the west -bound service road of
State Highway 114, Mr. Eberhart fielded questions relative to the drive
cut on the easement area. Mr. Hardy advised that the concept plan
approved for the zoning case of September, 1987, approved the cuts.
There being little further discussion, Larry Atchley made a motion to
recommend that the City Council approve the plat, and Rodney Smith
seconded the motion which prevailed by the following vote:
REPLAT OF PARK CENTRAL GARDEN HOMES
Next the Commission was to consider the replat of Park Central Garden
Homes.
Doug Eberhart advised that the replat is on the agenda because the park
(open space) foe is now required at the time of construction plan
approval, and indicated that the drainage is tying into the Park Place
Subdivision to the north. There being no further discussion, Cathy
Martin made a motion to recommend that the City Council approve the
replat and Larry Oliver offered a second, with the prevailing vote as
follows:
Ayes: Cook, Oliver, Engholm, Martin, Atchley, Meyer, & Smith
Nays: None

The Planning and Zoning Commission was finally to approve the minutes
of the October 5, 1987, Special Public Hearing.
There being no discussion, Rodney Smith offered the motion and Ervin
Meyer the second to approve the minutes as published, with the
prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Atchley, Meyer & Smith
Nays: None
Abstain: Engholm
MISCELLANEOUS DISCUSSION & REPORTS
Marcy Ratcliff discussed briefly the Planning and Zoning and Eminent
Domain Workshops to be offered November 18 - 20, 1987.
