HomeMy WebLinkAbout1987-11-10The Planning and zoning Commission of the City of Grapevine, Texas, met in special workshop session on Tuesday, the tenth day of November, 1987, at 7:00 PM in the Conference Room, #204, 307 West Dallas Road, with the following member of the Planning Zoning Commission present, to wit: Ron Cook Larry Oliver Cathy Martin Larry Atchley Rodney Smith Chairman Vice Chairman Member Member Member constituting a quorum, with Members Peggy Engholm and Ervin Meyer absent, with Council Member Sharron Spencer also present, and the following City Staff: H.T.(Tonmy)Hardy Director of Community Development Marcy Ratcliff Planner Joy Carroll Planning Aide Chris Caso Attorney, City Attorney's Office Doug Eberhart Assistant Manager, Development WMEIM40,00301 The special meting of the Planning and Zoning Commission was called to order by Chairman Pon Cook. Marcy Ratcliff advised that the subject request involves Lots 1-5 of Block 1 of the Hayley Addition, at the southwest corner of Tate and 114 and further introduced the applicant's representative, Mr. John Evans. Mr. Evans requested that the Commission approve the removal of the Mesquite trees indicated by a drawing, explaining that the particular type of tree was not part of the landscape plan for the Haley Addition. Following minimal discussion, Commissioner Cathy Martin made a motion to approve the removal of the trees as requested, and Commissioner Rodney Smith seconded the motion which prevailed by the following vote: Ayes: Cook, Oliver, Martin, Atchley and Smith Nays: None Absent: Engholm and Meyer Next for consideration by the Commission was Tree Removal Permit 87-04 submitted by Bloomingfield I. Marcy Ratcliff, Planner, advised that the subject request was tabled at a previous meting so that the applicant could provide further information relative to the number of trees outside of the buildable area, the caliper of each tree, and a proposal for tree replacement. Mr. Darrel Perry advised that the sixty three (63) trees had a combined caliper of 449 inches, and the proposal included plans to replace those with 103 nursery grown three (3) to four (4) inch trees and 12-6 eight foot (8) trees in the median of Hall Johnson Road. Then the Commission questioned Mr. Perry about the caliper and the type of trees planned for the median. The consensus of the Commission was to eliminate the trees planned for the median of Hall Johnson Road due to inability to supply water to the young trees. After further discussion, Larry Atchley made a motion to require replacement with a minimum of 4 inches per lot in the required front yard and a minimum of two trees for a total of 449 inches to be placed on the 103 lots without trees. It was noted that Grapevine's requirements for nursing homes are similar to other cities in the area. In addition to revisions discussed and approved at previous workshops, Mr. Hardy noted that further revisions are now in place relative to Hotel Motel requirements, specifically, 1.5 spaces per unit required instead of the one per unit. Following a discussion relative to allowing applicants to submit studies requesting a reduction in city parking requirements, a consensus vote of 5-0 was to eliminate same provision from the proposed amendments. Ron Cook noted that Section 56, Page 3, carry -out food should read 100 square feet of gross floor area. Staff agreed to make the correction and to honor the request of Ms. Spencer and require one parking space per bed "design capacity" for nursing homes. [WORRONMA' li5 115i` 1'J!
