CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met
with the City Council for the Regular Joint Public Hearing on the 17th
day of November, 1987, at 7:30 PM in the Council Chambers, Municipal
Court Room, #205, and in room #204, the Conference Roam, 307 West
Dallas Road, with the following member of the Planning Zoning
Commission present, to wit:

The Planning and Zoning Com Ession deliberation session was called to
order by Chairman Ron Cook.

In the earlier public hearing session, held jointly with the City
Council, those present were advised that the subject zoning application
was initiated by the City of Grapevine on October 13, 1987. The
subject tract is located east of the library facility, south of Nash
and east of Main Street. Mr. Hardy advised that the property recently
purchased by the City of Grapevine is for the future city hall
facility, a recreation center and library expansion. If approved, the
request will change the present "PO", Professional Office zoning
district regulations to "GU", Governmental Use and will require an
update of the Master Land Use Plan.
There being no discussion or deliberation in the Planning and zoning
ccomission's portion of the meeting, a motion to approve was offered by
Vice Chairman Larry Oliver, and a second from Cathy Martin, with the
prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Atchley, Meyer and Engholm
Nays: None
Absent: Smith

COMMERCIAL, SECTION 26, HIGHWAY CaMMERCIAL ZONING DISTRICT
The Commission was next to consider proposed amendments to Section 12,
Definitions, Section 25, Community Camnercial, Section 26, Highway
Cam-ercial for the purpose of allowing body shops/automotive repair
shops as a conditional use.
In the public hearing session, Mr. Hardy explained the proposed
amendments to the zoning ordinance designed to allow automobile body
shops as a conditional use in the CC and HC zoning districts as well as
adding a definition of same to Section 12, Definitions.
In response to Mayor Powers invitation for public response, Mr. Fred
Tomlin spoke at length in opposition to allowing the use in the "CC",
Community Commercial zoning district. Mr. Tomlin offered photographs
depicting ordinance and code violations by local body shops.

Mr. Gene De Bose, Attorney for Mx. Lindley, requested that the
Com-nission consider recommending approval of the Conditional Use with
the recommended changes to the site plan. After further lengthy
discussion relative to the meting dates involved for the Board of
Zoning Adjustment and City Council to further consider the case,
ComTtissioner Larry Atchley made a motion to rescind Peggy Engholm's
motion to table the case; and Larry Oliver offered a second, with the
prevailing vote as follows:
Ayes: -Cock, Oliver, Martin, Atchley and Meyer
Nays: Engholxn
Absent: Smith
Then Commissioner Atchley made a motion to recommend that the City
Council approve CU87-08 with site plan revisions and conditions of the
conditional use to be recamiended as follows (1) indicate the
dumpster's screening; (2) indicate front landscaping (an ability to
provide 14.59 or 14.69 %); (3) An alternate 5 screening fence to be
indicated in "U" -shape around the rear portion of the lot; (4) paved
parking down west side front corner to back corner of building; (5)
parking on west side of building to be marked with wheel stops; (6)
eliminate front wall and add. parking space in its location; (8)
indicate no outdoor screening; (9) all vehicles being repaired or
waiting to be repaired to be stored indoors. Cathy Martin seconded the
motion which prevailed by the following vote:
Ayes: Cook, Oliver, Martin, Atchley and Meyer
Nays: Enghohn

Next the Commission was to consider the Final Plat of Glade Crossing 4.
Mr. Hardy advised that there is a problem with the name, Glade Crossing
4. There are presently several Glade Crossing Subdivisions north of
Glade Road and east of William D. Tate (SH 121). After a brief
discussion relative to appropriate names a motion by Larry Atchley was
to recommend that the City Council approve the plat as submitted with
an amendment to rename the plat Glade Woods. Ervin Meyer offered a
second to the motion which prevailed by the following vote:
Ayes: Cook, Oliver, Engholm., Martin, Meyer and Atchley
Nays: None
Absent: Smith
FINAL PLAT OF THE GRAPEVINE DAY CARE CENTER
Next for consideration by the Commission was the final plat of
Grapevine Day Care Center.
Located south of Hall Johnson road approximately 650 feet west of
William D. Tate (SH 121), Mr. Eberhart advised that the engineers on
the project are working on the sewer plan for the project and that the
Yancy Camp, the developer, is providing the utilities. There being no
further discussion, a motion from Cathy Martin and a second from Peggy
Engholm, was to recommend that the Council approve the plat, with the
prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Engholm, Meyer, and Atchley
Nays: None
CONSIDERATION OF TREE REMOVAL PERMIT TR87-02-WATSON AND TAYLOR,
HERITAGE, INDUSTRIAL PAW
Taking the agenda out of order the Commission next considered a report
by Mr. Varnell Roberts relative to Watson and Taylor's Tree Removal
Permit 87-0, and the progress toward submittal of a proposal.
Cathy Martin then made a motion to table the case; and Peggy Engholm
seconded the motion which prevailed by the following vote:
