The Planning and Zoning Commission of the City of Grapevine, Texas, met
with the city council for the Regular Joint Public Hearing on the 15th
day of December, 1987, at 7:30 PM in the Council Chambers, Municipal
Court Rom, #205, and in roan #204, the Conference Rom, 307 West
Dallas Road, with the following member of the Planning Zoning
Commission present, to wit:

The Planning and Zoning Commission deliberation session was called to
order by chairman Ron Cook at 8:30 PM.
The Planning and Zoning Commission was first to consider Zoning
Application Z87-21 submitted by Mr. Dale Crane and make a
recommendation to the City Council.
In the earlier public hearing session, held jointly with the City
Council, those present were advised that the subject zoning application
was for approximately twenty acres of land south of Hall Johnson and
west of Roberts Road, and is presently "R-20", Single Family
Residential with the request for "R-7.5", Single Family Residential.
Mr. Tommy Hardy introduced Mr. George Field who spoke for the
applicant, Mr. Dale Crane. Mr. Field noted that associates Mr. David
Bagwell, Mike Foster and Bill Deacon were involved with the subject
case. A slide presentation depicted typical area developments after
which the subject "Stonegate" project will be similarly patterned.
Those present were also advised that the project will be 3.8 per cent
less dense than the Countryside Addition and the average lot will be
8,700 square feet, with the natural topography being maintained and,
trees preserved as much as possible. There were no questions from the
Planning and zoning Commission; and Councilman Shane Wilbanks asked why
the drawings did not depict an extension of Summerfield Drive, In
answer to Councilwoman Neidermeyer's question concerning builders for
the subdivision, Mr. Field indicated that Drees and David Weekly Homes
were interested and the average sale price would be approximately
$125,000. Other concernns noted by Councilwoman Spencer stressed a
need toASuunerfield Drive to Roberts Road.

In response to Mayor Powers' invitation for public input, Mr. Windham
of 2813 O'Dell Ct., offered support of the request; and the following
persons expressed objection:

During the P&Z deliberation Commissioner Ervin Meyer expressed concerns
that the tract could be developed "R-20" and that there could possibly
be a problem with drainage. In response, Mr. Field noted that studies

PRELIMINARY PLAT OF THE MODSIDE ADDITION
Next the commission was to consider the preliminary plat of the
Woodside Addition to make a recommendation to the City Council.
The request is for property located south of Hall Johnson Road, west of
Roberts and is the tract considered earlier in the evening as Zoning
Application Z87-21.
It was noted that no action could be taken on the plat since rezoning
was not approved.
A motion from Peggy Engholm and second from Ervin Meyer was to
recommend that the City Council deny the plat, with the vote being as
follows:
Ayes: Cook, Oliver, Engholm, Martin, Meyer, and Smith
Nays: None
Absent: Atchley
CONSIDER ADOPTION OF THE REVISED MASTER. PLAN
Next, the Commission was to consider a recommendation to the City
Council relative to adopting a Master Plan revision.
Those present were advised that the zoning revisions since the February
17, 1987, Master Plan Update were incorporated into the present
proposed amendments, as follows:
Z87-01 rezoned "CN" to "CC"; Staff recommendation -Low Intensity
Commercial to Commercial;
Z87 -04A rezoned "R-TH" to "R-7.5"; Staff recommendation -Residential
Medium Density to Residential Low Density;
Z87-05 rezoned "R-3.5" to "R -MF -2"; Staff recommendation -Residential
Medium Density to Residential High Density;
Z87-06 rezoned "CN" to "CC"; Staff recommendation -Low Intensity
Commercial to Commercial;
Z87-09 rezoned "PCD" to "PO"; Staff recommendation -Commercial to Low
Intensity Commercial;
Z87-11 rezoned "R7.5" to "GU"; Staff recommendation -Residential Low
Density to Governmental Use;
Z87-16 rezoned "PO" to "CC"; Staff recommendation- Low Intensity
Commercial to Commercial;
Z87=17 rezoned "PO" to "CC"; Staff recommendation -Low Intensity

Z87-20 rezoned "PO" to "GU"; Staff recommendation -Low Intensity
Commercial to Governmental Use.
Following a slide presentation and brief discussion, Cathy Martin made
a motion to adopt the Land Use Map, and Ervin Meyer offered the
second. It prevailed by the following vote:
Ayes: Cook, Oliver, Engholm, Martin, Meyer and Smith
Nays: None
Absent: Atchley

Next the commission was to consider the minutes of the meetings of
October 13, November 10 and November 17, 1987.
A motion from Rodney Smith and second from Cathy Martin was to approve
the minutes of October 13, 1987, with the prevailing vote as follows:
