CALL TO ORDER
The special meeting of the Planning and Zoning Commission was called to
order by Chairman Ron Cook at 7 PM.
CONSIDERATION OF A REVISED PLANNING AND ZONING COMMISSION POLICY AS TO
PROPORTIONS OF "R-20"SINGLE-FAMILY ZONING TO MAINTAIN
First for the Commission's consideration was the a proposal to
investigate the need to revise or further establish a policy relative
to "R-20", Single -Family zoning in Grapevine.
Director of Community Development, Mr. H.T.(Tommy)Hardy advised those
present that there remains approximately six hundred. and forty acres
(640) in Grapevine zoned "R-20", Single Family for a minimum 20,000
square foot lot as indicated by a 1"=200' map prepared by Staff colored
to provide an overview of existing zoning districts. Mr. Hardy further
indicated that plans to annex the Stone property would provide
additional single-family zoned land. Vice Chairman Oliver noted that
it was felt that no one would request "R-20" zoning for newly annexed
land; therefore, it would be up to a developer to accept the "R-20" or
prove that "R-12.5" or "R -7.5"s acceptability by way of zoning
request. Mr. Hardy further advised that during the 1984 City rezoning
process, the consultant, Mr. Tony Wiles' advise was to zone property as
the development trends of given areas dictate as nearly as possible;
and it was reiterated that during the 1984 public hearings concerns
were expressed that a provision be made to retain half acre lots and
achieve the balance prescribed by the Master Plan. Further reasons
were given as to why zoning decisions for South Grapevine had become
difficult as follows: the rezoning of the Meadows, Yorkshire Meadows,
the plans for a middle school and the extension of Cheek Sparger with
the commercial and multi -family zoning adjacent. It was generally felt
that each case submitted south of Hall Johnson, would require
consideration on a case by case basis.
Then the Commission agreed to view revised plans for the Crane zoning
request, Z87-21. Mr. George Fields discussed the mixed zoning plan and
advised that the average lots were about 9,000 square feet and that as
the Commission had requested during the December meeting, Sumnerfield
Drive be extended through to Roberts Road. The proposed park was also
discussed. Commissioner Engholm reminded Mr. Fields that the
Commission's consensus had been for a minimum of "R-12.5" lot sizes.
After viewing the revised concept plan, Commissioner's comments were
generally that Summerfield Drive should not be extended. Joe Wright
and Bill Deacon, local developers discussed development and roadways in
