HomeMy WebLinkAbout1988-02-16I 4* The Planning and Zoning Commission of the City of Grapevine, Texas, met with the City Council for the Regular Joint Public Hearing on the 16th day of February, 1988, at 7:30 PM in the Council Chambers, Municipal Court Room, #205, and in room #204, the Conference Room, 307 West Dallas Road, with the following members of the Planning Zoning Commission present, to wit: Ron Cook Chairman Tarry Oliver Vice Chairman Rodney Smith Member Peggy Engholm Member Larry Atchley Member Ervin Meyer Member constituting a quorum, with Member Cathy Martin absent. Also present was the following City Staff: H.T.(Tamny)Hardy Director of Community Development Marcy Ratcliff Planner Joy Carroll Planning Aide Chris Casa Attorney, City Attorney's Office Doug Eberhart Assistant Manager, Development The Planning and Zoning Commission deliberation session was called to order by Chairman Ron Cook. GRAPEVINE ZONING ORDINANCE AMENDMENT: SECTION 38, "GU", GOVERNM=AL USE DISTRICT REGULATIONS The first item for the Commission's consideration was the proposed amendment to Grapevine Zoning Ordinance 82-73, Section 38, "GU", Governmental Use District Regulations. In the earlier public hearing, Mr. Hardy advised those present that Section 38, Governmental Use District, does not currently allow alcoholic beverages as a conditional use; and in order for the marinas at Grapevine Lake or the Grape -vine Convention Center to serve beer, wine or mixed drinks, such an amendment must be approved. Mr. Hardy's response to questions concerning each case being viewed individually was affirmative -the public hearing would be required on a case by case basis. There being no discussion or deliberation in the Planning and Zoning Commission's portion of the meeting, a motion to approve was offered by Commissioner Rodney Smith, and a second from Larry Atchley, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Atchley, Meyer, and Smith Nays: None Absent: Martin The Commission was next to consider Zoning Application Z88-01, submitted by the David Bagwell Company and make a recommendation to the City Council on the request for "R-7.5" instead of the existing "R-20", Single -Family Residential Zoning. In the public hearing session, Mr. Hardy advised that the subject zoning application was first submitted by Dale Crane in December of 1987. The revised plan should reflect concerns of the Commission and City Council expressed at the December public hearing and the January 12, 1988, workshop, with fewer and wider lots. In the public hearing session Mx. Hardy noted that the Grapevine Convention Center, 1209 South Main Street would be -able to serve alcoholic beverages in conjunction with full banquet and party facilities if the conditional use request is approved. No public comments were offered in response to Mayor Powers invitation; however, one letter of opposition was read into the record by. -Linda Huff, City Secretary. The letter from Sue Jones basically -SU='sed that liquor stores should also be allowed in Grapevine. Commissioners, in the deliberation session, offered no comments or opposition, so Chairman Cook called for a motion to recommend that the City Council approve Conditional Use Application CU88-01. Larry Atchley so moved and Rodney Smith seconded, with the following prevailing vote: Ayes: Cook, Oliver, Engholm, Meyer, Atchley and Smith Nays: None Absent: Martin Next the Commission was to consider the Concept Plan of DEW Industrial Park for requesting a conditional use for a freight forwarding warehouse. Marcy Ratcliff, Planner, advised that the concept plan had been revised to add a third building with 68,000 square feet of floor area, making the total area of all the buildings 200,000 square feet; and 260 of the tract is in open space. There being no comments, a motion from Commissioner Smith and second from Vice Chairman Oliver was to approve the revised plan, and the prevailing vote was as follows: Ayes: Cook, Oliver, Engholm, Meyer, Atchley and Smith Nays: None Absent: Martin Next for consideration by the Commission was the replat of Lot 1, Block 1 of the Grant Pittard Addition. Fronting Wall Street where it intersects Ridge Road, the existing "R-7.511, Single -Fan -Lily zoned tract is being proposed for platting, a residence. Those present were advised that adjacent water is available; however the property owner must tie into sewer service 300 feet away or install a septic system.
