The Planning and zoning Commission of the City of Grapevine, Texas, met
in Special Quarterly Workshop Session on Tuesday, March 29, 1988, at
7:30 PM in the Council Chambers /Municipal court Room, #205, 307 West
Dallas Road, with the following members present, to wit:

Chairman Ron Cook called the Quarterly Workshop Session to order at
7:30 PM.
The Invocation was delivered by Commissioner Rodney Smith.

The first item of old business for the Commission to consider was Tree
Removal Permit TR87-02.
Mr. Varnell Roberts presented graphic renderings noting the numbers of
trees and locations of those which would be removed and/or saved
because of the chosen drainage plan necessary to incorporate the design
of a storm water detention system. He then fielded questions from
Commissioners as did Doug Eberhart, Assistant Manager of Engineering
Development.
Then Commissioner Cathy Martin made a motion to grant TR87-02; and
Commissioner Rodney Smith offered a second, which prevailed by the
following vote:
Ayes: Cook, Oliver, Engholm, Meyer, Martin and Smith
Nays: None
Absent: Atchley
Abstain: Meyer

Next the commission was to hear a presentation from Mr. Fred Joyce
relative to the plat of High Country Estates, Section III.
Mr. Fred Joyce advised that the 26.88 acre "R-12.5" development planned
consisted of approximately fifty-four (54) lots, with only one, being
less than 14,000 square feet and the typical lot size being 100 X 140
feet.

PROPOSED AMENDMENT TO GRAPEVINE ZONING ORDINANCE 82-73, SECTION 49
AND TO SECTION 12, DEFINITIONS
The Commission next was to consider a proposed amendment to Grapevine
Zoning Ordinance 82-73, Section 49, and to Section 12, Definitions,
relative to considering adding helistops and heliports as a Special Use
permitted in Section 49, and defining helistops and heliports.
The Commission was advised that Mr. Art Hohenburger, Administrator for
Baylor Medical Center, Grapevine, had submitted a request with plans to
construct a pad, a helistop, located near the emergency entrance to the
hospital in order to discontinue use of a portion of the parking lot
for emergency medical helicopter transport.
The Commission was advised that the Ordinance does not presently
provide for helistops or heliports; and there being little discussion
or deliberation, vice Chairman Larry Oliver made a motion to reccmTend
that the City Council establish a resolution to set a public hearing to
consider the proposed amendment; and a second was offered from Rodney
Smith, with the prevailing vote as follows:
Ayes: Cook, Oliver, Engholm, Martin, Meyer and Smith
Nays: None
Absent: Atchley
QUARTERLY MEETING FOR DISCUSSION OF THE MASTER PLAN AND THOROUGHFARE
PLAN
Next, the Commission heard a Staff presentation relative to the
Official Zoning Map, Master Plan and Thorofare Plan updates. The 1988
revisions were relative to Zoning Application Z87-02, Henry S. Miller
and to Z88-03, for the Bear Run Development to change a present "R-TH"
frontage to "CC" and a "CC" zoned area to "R-TH".
There being little discussion and no deliberation, the motion from
Cathy Martin and second from Rodney Smith was to recommend that the
City Council establish a resolution to set a public hearing to amend
the. Master Land Use Plan, and the prevailing vote was as follows:
Ayes: Cook, Oliver, Engholm, Martin, Meyer and Smith
Nays: None
Absent: Atchley

The final item for the Commission's consideration was the Minutes of
the meetings of March 15 and February 1, 1988.
There being no discussion, a motion from Ery Meyer and a second from
Cathy Martin was to approve the Minutes of March 15, 1988, as published
with the prevailing vote as follows:
Ayes: Cook, Oliver, Engholm, Martin and Meyer
Nays: None
Absent: Atchley
Abstain: Smith
A motion to approve the Minutes of February 1, 1988, was from Rodney
Smith and a second from Cathy Martin, and the prevailing vote was as
follows:
