The Planning and Zoning Commission of the City of Grapevine, Texas, met
in Regular Joint Public Hearing Session on Tuesday, April 19, 1988, at
7:30 PM in the Council Chambers /Municipal court Room, #205, 307 West
Dallas Road, with the following members present, to wit:

Chairman Ron Cook called the Planning and Zoning Commission's
deliberation Session to order at approximately 10:30 PM.

Commissioner Rodney Smith offered the public hearing Invocation .
The first item for consideration by the Planning and Zoning Commission
was Zoning Application Z88-02, submitted by Mary Stone Meyers, in order
to make a recommendation to the City Council.
In the public hearing Mx. H.T. (Tomuy) Hardy introduced the case with a
slide presentation advising that the 26,8791 acre tract, presently
zoned "R-20", Single Family is located west of Parr Road, East of Druid
Hills, south of the remaining unannexed Stone property and north of
High Country Estates. Mr. Hardy further advised that the tract was
subject to recent annexation proceedings which automatically bring
property into the city zoned "R-20", Single Family, and the applicant's
request is to rezone to "R-12.5". Mr. Hardy then introduced Mr. Fred
Joyce, the applicant's representative, who advised that the density for
High Country, Phase I was 3.07, Phase II was 2.78 and Phase III, the
subject tract, will be 2.04, basically the size lots required in
"R-20", with only one lot being less than 14,000 square feet.
There was little discussion

to allowing the tract to remain
"R-20"; and Mr. Norman Brown
of 2907

Court, owner of ten (10)
acres of adjoining property,
spoke in favor
of the proposed zoning,
expressly the Masonry wall planned to
screen
the development from Parr
Road.
Those expressing objections to the proposed zoning change were:
Mr. Jerry Brandt of 2947 Parr Road expressed desire to maintain country
feeling and also objected to the large homes and that the added density
would overload the roads as developed.
Dr. Terry Walker noted that the tracts to the south were remaining
"R-20" and preferred the Myers tract to remain the same.
In the Commission's deliberation session there was discussion relative
to tying deed restrictions to the zoning of the property and
Commissioner Martin expressed a preference to allow Lot 1, Block 5 to
remain "R-20", since lot size would conform.

Mr. Doug Eberhart, Assistant Manager of Engineering, addressed the
Commission noting that the primary reason for the plat submittal at
this time is for road dedication and construction and drainage
construction purposes. It was also noted that the developer is
awaiting detention pond criteria which is scheduled for the May 17,
1988, meeting. Mr. Eberhart then then advised that the perifial
street fees would be due at the time the building permit is issued.
There being no further discussion, Commissioner Smith made a motion to
recommend that the City Council approve the plat; and Larry Atchley
seconded the motion. It prevailed by the following vote:
Ayes: Cook, Engholm, Martin, Atchley and Smith
Nays: None
Absent: Oliver and Meyer
PRELIMINARY PIAT OF HIGH COUNTRY, PHASE III
Next the commission was to consider the preliminary plat of High
Country., Phase III, to make a recommendation to the City Council.
The "R-12.5" zoning and subject plat being the same tract, the 26.88
acres north of the present High Country II Subdivison and west of Parr
Road, there was little further discussion prior to a motion being
offered from Commissioner Atchley, followed by a second from
Commissioner Smith, with the prevailing vote as follows:
Ayes: Cook, Engholm, Martin, Atchley & Smith
Nays: None
Absent: Oliver & Meyer
Next the Commission was to consider the Final Plat of Stonegate, Phase
I, in order to make a recommendation to the City Council.
Mr. Eberhart advised that no problems had been encountered, and that
Lots 14 and 15 of Block 1 are included in the rezoning request for
Stonegate, Phase II. Should the rezoning not be approved, neither may
be plat be approved.
There being no deliberation and little discussion, then Rodney Smith
made a motion to recommend that the City Council approve the final plat
of Stonegate, Phase I. Cathy Martin offered a second which prevailed
by the following vote:
Ayes: Cook, Engholm, Martin, Atchley and Smith
Nays: None
Absent: Oliver & Meyer
PRELIMINARY AND FINAL PIAT OF STaiEGATE ADDITION, PHASE II
The next item for the Commission's consideration was the preliminary
and final plat of Stonegate Addition, Phase II.
The approval of the subject request, Mr. Eberhart advised, is
contingent upon the zoning approval.- and engineering has no objection
to approval of both plats at the same time.
There being no discussion, a motion from Rodney Smith and second from
Larry Atchley was to approve the preliminary plat as requested, with
the prevailing vote as follows:
Ayes: Cook, Engholm, Martin, Atchley & Smith
Nays: None
Absent: Oliver & Meyer
Then Cathy Martin offered a motion to table the final plat of
Stonegate, Phase II, with a second from Peggy Engholm, and the
prevailing vote as follows:
Ayes: Cook, Engholm, Martin, Atchley & Smith
Nays: None
