HomeMy WebLinkAbout1988-06-07The Planning and Zoning Con -mission of the City of Grapevine, Texas, met in a Special Quarterly Workshop session on the 7th Day of June, 1988, at 7:30 PM in the City Council Chamber, Room #205 and the Conference Room, Room #204, 307 West Dallas Road, with the following member of the Planning Zoning Commission present, to wit: Ron Cook Larry Oliver Cathy Martin Peggy Engholm. TOM POWERS Mr. Tom Powers, Publicity Chairman of the Grapevine Follies, asked the City Council to mark their calendars for the First Annual Grapevine Follies to be held October 28 and 29, 1988. REPORT ON DOWNSTREAM DRAINAGE - BANYAN PLACE First for joint consideration by the Council and Commission was a report by the Director of Public Works, Jerry Hodge, relative to the downstream drainage plan for Banyan Place submitted by Belmont Homes. Mr. Hodge informed those present that Belmont Homes had been meting with Mr. James Lilly to reach an agreement in an attempt to correct the erosion problem on the Lilly property prior to constructing the proposed Banyan "R-5.0" Subdivision. Mr. Hodge noted that a plan to carry the drainage underground further downstream on the Lily property was the proposed solution and agreeable to all parties. Next the City Council and Planning and Zoning Commission was to consider proposed amendments to Sections 26, "HC", Highway Commercial Zoning District Regulations The proposed amendment to "HC", Highway Commercial District Regulations, Section 26, was relative to Dr. Curtis Ratliff's request to allow chiropractor clinics or offices in the "HC",, Highway Commercial Zoning District. Assistant City Attorney Chris Caso discussed amendments to State Law relating to regulation of subdivisions. He advised those present that a General Law City could require subdividing of land for purposes of developmnt and allow division of land for the purpose of dividing an estate, by gift or bequest, by order of court or for dividing into smaller tracts all of which do not exceed a predetermined minimum acreage, without stipulating that the same platting requirements should be met, ie. participation fees, etc. The Ccmissioners' consensus was to incorporate into the subdivision ordinance a distinction between those subdivisions for purposes other than development and those for purposes of development that must meet the usual platting requirements. Further discussion was relative to the City's ability to require platting in ETJ areas for purposes of joining City utilities so that if incorporated later, utilities and streets will have met City Standards. OF THE =ING OF MAY 17, 1988 The next item for the Commission's consideration was the Minutes of the May 17, 1988, Meeting. Chairman Ron Cook requested that the word "tree" be correctly spelled in the final paragraph on Page 6, after which the motion from Vice Chairman Oliver was to approve, with Cathy Martin offering the second, and the prevailing vote was as follows: Ayes: Cook, Oliver, Engholm, Martin, Atchley, Meyer and Smith Nays: None Absent: None ENOWSAINN61542i'di There being no further business, Chairman Cook declared that the meting should be adjourned.
