HomeMy WebLinkAbout1988-07-19'41TJ TkA•V�-11 Z4 The Planning and Zoning Commission of the City of Grapevine, Texas, met jointly with the City Council in Regular Public Hearing Session on the 19th day of July, 1988, at 7:30 PM in the Council Chambers, Municipal Court Roan, #205, and in Room #204, the Conference Rom for the Commission's deliberations session, 307 West Dallas Road, with the following member of the Planning Zoning Commission present, to wit: Larry Oliver Vice Chairman Cathy Martin Member Ervin Meyer Member John Price Member Robert Hinson Member constituting a quorum, with Chairman 'Ron Cook and Member Larry Atchley absent, with Council Representative Jim Glynn also present and the following City Staff: H.T.(Tcmy)Hardy Director of Community Development Marcy Ratcliff Planner Joy Carroll Planning Aide Adrienne Leonard Assistant City Attorney Chris Caso Assistant City Attorney Doug Eberhart Asst.Mgr.Engineering Development al. The workshop portion of the meeting was called to order by Vice Chairman Oliver at approximately 6:30 PM and the deliberation session at approximately 7:30 PM. The first item for the Commission's consideration was to consider revisions to Comprehensive Zoning Ordinance No. 82-73, Section 12, Definitions and to Section 26, "BC", Highway Commercial Zoning District, relative to an automobile impound as a conditional use, and take any necessary action. Tommy Hardy, Director of Community Development, noted that on. June 7, 1988, a public hearing was held to consider amendments to Section 26, and was subsequently tabled to clarify the language to insure that the storage yard was screened and paved and that the use would not become a junk yard. Mr. Hardy further noted that perhaps the auto impounds would be more appropriately located in the "LI", Light Industrial Zoning District, Section 31 of Comprehensive Zoning Ordinance 82-73. The Commission's discussion achieved a general consensus that "Li" would more appropriately house the use; and screening requirements, for outdoor storage even in the "LI" District were also discussed. There were further comments to clarify that the non -conforming uses existing in the "HC" district would be able to continue to operate. Then Commissioner John Price made a motion to not accept auto impound in Section 26, "HC", Highway Commercial; and to instruct the City Staff to instigate placing the use in Section 31, "LI", Light Industrial Zoning. A second was offered from Cathy Martin who then added to the motion a request that City Staff incorporate into the language that outdoor screen should be required for auto impounds as a conditional use (Type A or Type E Fencing). Ayes: Oliver, Martin, Meyer, Price and Hinson Nays: None Absent: Cook and Atchley L�,2, SUPPLEMENTARY DISTRICT REGULATIONS The second item for consideration by the Commission was proposed revisions to Comprehensive Zoning Ordinance 82-73, Section 42, Supplementary District Regulations, relative to covered patios, porches and der-kR and tnkp nry nr-F4nn- Planning & Zoning Ccmission Minutes - July 19, 1988 Page 2 Mr. Hardy advised the Commission that the item had been tabled at the March 29, 1988 Workshop Meeting to clarify language to prohibit second story balconies from extending into the required rear yard. He noted that the proposed amendment addresses unenclosed covered patios used only for outdoor, recreational purposes and not as carports, garages, storage rooms or habitable room, with the setback requirement being 6 feet for the single family and torae districts and one and eleven feet for side property lines for the "R-5.0" District. The height limitation would be set at 15 feet which is established at the finished floor elevation, of the residence. Following a brief discussion, it was the consensus of the Comnission to add the language "finished first floor elevation" for further clarification. Then following further brief discussion, Ery Meyer made a motion to recommend that the City Council approve the amendment as written with the one change adding the word "first"; and a second from Robert Vinson preceded the prevailing vote as follows: Ayes: Oliver, Martin, Meyer, Price and Hinson Nays: None Absent: Cook and Atchley DISCUSSION RELATIVE TO ESTABLISHING AN "R-10", SINGLE-FAMILY DISTRICT The next item for public hearing was to consider the possibility of adding an "R-10", Single Family Zoning District. Marcy Ratcliff, Planner submitted a drawing of a typical "R-10" lot with the maximum buildable area shown. It was noted that at the meting of June 21, 1988, Chairman Ron Cook introduced for consideration the proposed zoning district. The worksheet which provided space for suggestions to lot size and set -back requirements was discussed briefly. Mr. Hardy noted that more variety in district size requirements would contribute to eliminating the need for City participation in deed restrictions. There was little further discussion, with the consensus being a preference to keep the districts we now have. A motion from Robert Hinson and a second from Ery Meyer was to take no further action on the item and make no reconraendation to the City Council to set a public hearing, with the prevailing vote as follows: Ayes: Oliver, Martin, Meyer, Price and Hinson Nays: None Absent: Cook and Atchley PRoposm AMENDMENT To GRAPEVINE Z ORDINANCE 82-73, SECTION 21 RELATING TO "R- -1", MULTI -FAMILY DISTRICT TO REDUCE THE LUT SIZE WIDTH AND DEPTH FOR DAY CARE CENTER Next for the Commission's consideration was the proposed amendment to Grapevine Zoning Ordinance 82-73, Section 21, Multi-Farrd-ly Zoning District to schedule a public hearing. It was noted that several developers had shown an interest in developing day care centers in the "R -MF -1, Multi -Family zoning District, and because of the lot size requirements, it was not feasible to do so. Staff clarified that the front setback requiremnt was 40 feet in "R -MF -2" and 30 feet in "R -MF -1" Zoning District. A motion from Corwdssicner Ery Meyer and a second from Cathy Martin was to schedule a public hearing to amend Section 21, with the prevailing vote as follows: Ayes: Oliver, Martin, Meyer, Price and Hinson Nays: None Absent: Cook and Atchley JOINT PUBLIC HEARING ITEM CONSIDER AMENDING SECTION 31, ""LI°", LT USTRiAL DISTRICT OF GRAPEVINE CXMREHENSIVE ZONING ORDINANCE 82-73 Next the Cmmission was to consider the public hearing for Grapevins, Planning & Zoning Ccmmission Minutes - July 19, 1988 Page 3 Zoning Ordinance 82-73, Section 31, Light Industrial, relative to providing accessory use and conditional use of bulk storage of flmniable liquids. In the public hearing, Mr. Hardy clarified that bulk storage incidental to a principal use such as a trucking ccupany with its own gas pumps or even as exists at the police complex constitutes an accessory and should not require a conditional use; but the facility such as the tank farm that fronts Ira E. Woods Avenue, would constitute the "bulk storage facility" that was intended for public hearing and allowed as a conditional use. In the Commission's deliberation session, Robert Hinson made a motion to table the item to add language for the auto impound use and John Price seconded the motion, with the prevailing vote as follow: Ayes: Oliver, Martin, Meyer, Price and Hinson Nays: None Absent: Cook and Atchley FINAL PLAT OF GLADE LANE (MADE LANDING II) Next the Commission was to consider the final plat of Glade Landing submitted by the David Bagwell Company. The preliminary plat also heard recently, was the subject subdivision just north of Glade Road, east of Baze and west of Euless -Main. Doug Eberhart introduced Mr. George Fields who fielded questions from the Commission and discussed the amenities of the subdivision. There being no further discussion, Cathy Martin made a motion to reconmiend that the City Council approve the plat; and Robert Hinson seconded the motion which prevailed by the following vote: Ayes: Oliver, Martin, Meyer, Price and Hinson Nays: None Absent: Cook and Atchley Marcy Ratcliff discussed the October American Planning Association Conference scheduled for October 5 through 8, 1988, in Houston and asked the Ccmmissioners; to check their calendars to decide who would go. MINUTES OF THE MEETING OF JUNE 7 and 21, 1988 The Planning and Zoning Commission was finally to consider the minutes of the June 7 and 21 Meetings. Several typographical corrections were made to Page 2 (June 7) paragraph 2 "to Sections" and paragraph 5 ("the") ; and Robert Hinson noted that he had nominated Larry Oliver for chairman and the minutes did not reflect same (Page I of the June 21 Minutes). Then Robert Hinson made a motion to approve the minutes as corrected; and Cathy Martin offered the second, which prevailed by the following vote: Ayes: Oliver, Martin, Meyer, Price and Hinson Nays: None Absent: Cook and Atchley There being no further business for consideration by the Commission, Vice Chairman Cook declared that the meeting was adjourned at approximately 8 PM.
