The Planning and Zoning Commission of the City of Grapevine, Texas, met in
Regular Joint Public Hearing Session on Tuesday, November 15, 1988, at 7:30
P.M. in the Council Chambers /Municipal Court Room, #205, 307 West Dallas
Road, with the following members present, to wit:

Chairman Ron Cook called the Planning and Zoning Commission's deliberation
Session to order at approximately 8:20 P.M.
The item of old business for the Planning and Zoning Commission to consider
and make recommendation to the City Council was Zoning Application Z88-07,
submitted by Mr. Stephen Stolte whose case was tabled at the October 18,
1988, meting in order for the Commission to have the opportunity to review
the new airport maps concerning noise level of the area in question for
rezoning. Mr. Stolte is requesting that 14.046 acres, presently zoned
11R-3.5"JI Duplex, and 3.510 acres, presently zoned "CC", Community
Commercial, which is located at the corner of Heritage Drive and Mustang,
be rezoned to "R-5.0", Zero Lot Line District Regulations.
Tommy Hardy explained that the revised conceptual plan shows that no
portion beyond the dotted line, shown on the map, can be used for the
habitable area of the house. Tommy also explained that Staff had worked
with the applicant in establishing the buildable line in accordance with
the airport noise zone map.
Bud Smith stated that his applicant does not plan on developing the
property to the north and east of these lots that is zoned "CC", Community
Commercial.
Tommy Hardy stated that the City will receive cash -in -lieu -of from this
development which could be used for park development in the Parkwood
Addition, that has not been developed because of the lack of funds. Mr.
Hardy also stated that there is an avigation release from the airport for
the east side but one is not required.
Tommy Hardy advised Cathy Martin, who was concerned
about
there
being
enough buildable area on Lot 37, that the lot was wide
enough
but a
house
would have to be designed to fit that particular lot.
Bud Smith assured the Commission that this development
would
be built

setback on the other side which exceeds the minimum of
the "R-5.0",

After further discussion, Robert Hinson made a motion to recommend to the
City Council approval for Z88-07, Mr. Stephen Stolte. John Price seconded
the motion which prevailed by the following vote:

Mr. Millard Dilg, owner of "CBD", Central Business District, property along
Main Street, was concerned about the decision of the zoning of his property
and the time frame involved.
Mr. Hardy explained that the decision would be up to the Planning and
Zoning Commission and City Council.
AMKNU= PROPOSAL TO SECTION 60, SIGN STANDARDS
The next item for consideration was Section 60, Sign Regulations, relevant
to allowing banners, flags, and balloons to be displayed each calendar
quarter instead of once a year, for a period not exceeding two weeks in
each quarter.
There was little discussion from the Commission other than everyone was in
agreement with the amendmnt that banners, flags, and balloons will be
allowed to be displayed each calendar quarter for a period not exceeding
two weeks in each quarter.
AMNEMU PROPOSAL TO SECTION 64, CERTIFICATE OF OCCUPANCY
The last amendment for consideration was Section 64 which requires a
Certificate of Occupancy for buildings, and not use of land. The amendment
will enable the Staff to enforce the ordinance by citing a violation to
Section 64 as opposed to citing multiple violations to district design
requirements.
There was no discussion or questions from the Commission concerning Section

ZONING APPLICATION Z88-08, DAVID BAG4ELL
Chairman, Ron Cook, noted that Zoning Application Z88-08, submitted by
David Bagwell had been tabled.
ZONING APPLICATION Z88-09, CITY OF GRAPEVINE
The next item of business for the Planning and Zoning Commission to make
recommndation to the City Council was Zoning Application Z88-09, submitted
by the City of Grapevine, at the request of owner's of property zoned "HC",
Highway Conmercial, located south of Northwest Highway fronting Main
Street. City Council had instructed Staff to advertise the rezoning from
"HC", Highway Commercial to "CBD", Central Business District, or a newly
created "CRD", Central Retail District.
The proposed Section 28.A. Central Retail District, was considered at the
Comission's workshop on November 7, 1988. The new zoning district would
be to provide regulations of both land use and design regulations which
would be suitable for any area in the vicinity of the Central Business

The next item of New Business for the Planning and Zoning Comission to
consider making recommendation to the City Council was Zoning Application
Z88-11, submitted by Crown Hill Trust for the Terra Annexation property,
74+ acres located in the northeast city limit. The property is presently
zoned. "R-20", Single Family, and the applicant is requesting "PID", Planned
Industrial Development, and "CC", Community Commercial.
There was question, from the Commission, that if the property developed,
and through legal action the property was considered part of Coppell's city
limits, would there be a problem? Adrienne Leonard explained that if the
property was in Coppell's city limits, then Coppell would have to deal with
the existing development.
Larry Atchley made a motion to recommend for approval, Case Z88-11. John
Price seconded the motion which prevailed by the following vote:
Ayes: Cook, Martin, Atchley, Hinson, Price
Nays: None
Abstain: Meyer
Absent: Oliver
The next item was for the Commission to make a recommendation to the City
Council concerning a preliminary plat of the Town Park Addition, Phase II,
which was tabled at the October 18, 1988, meting, due to Zoning
Application Z88-07 being tabled earlier in that meeting.
Mark Pacheco, explained that an additional 12 1/2 feet of right-of-way will
be dedicated along Mustang Drive in compliance with the thoroughfare plan,
and adequate sewer and water is available in Heritage Avenue to service the
subdivision. He also stated that the lots are consistently larger than
what is required by the Zoning Ordinance.
Robert Hinson made a motion to recommend to City Council the approval of

REPEAT OF MADE LANE ADDITION
The last item of business for the Planning and Zoning Commission to
consider making a recommendation to the City Council concerning a replat of
the Glade Lane Addition which is located north of Glade Road, east of Baze
Road, west of Euless -Main Road, and south of Glade Crossing 1-B.
Mark Pacheco explained that this was the first phase of the Glade Lane
Addition that was approved in July, 1988. He explained that in order for
the developer to have Glade Lane Phase II work out properly, lots 18 and 19
of the first phase would need to be reduced to the minimun lot width, but
still be in compliance with the Zoning Ordinance. Also due to TU Electric
redesigning some of their street lighting, some easements will need to be
relocated which are shown revised on the plat.
After further discussion, Robert Hinson made a motion recommending to City
Council the approval of the replat of Glade Lane Addition. Larry Atchley
seconded the motion which prevailed by the following vote:
Ayes: Cook, Martin, Atchley, Meyer, Hinson, Price

The Commission discussed setting up a workshop on reducing the front yard
setbacks and relaxing the open space requirements for the "HC", Highway
Commercial District.

TomiTy Hardy also explained that Section 60, Signs, pertaining to the
"MODH", Mobile Hcme District, needed to be discussed in the workshop. He
stated a sign had been requested for a mobile horre park and there were no
sign restrictions pertaining to the "M-0DH", Mobile Hom District.
The Cormnission agreed on having a workshop scheduled for December 12, 1988,
at 6:30 P.M.
Marcy Ratcliff announced the APA Conference will be held in April, 1989,
and the MeniDers need to be discussing on who will attend the Conference.
Marcy also let the inewbers know they had received, with their packet, a
copy of the Developers Guide from the Comminity Development Department
which will be sold to developers for $10.00.
