The Planning and Zoning Commission of the City of Grapevine, Texas, met in Regular Joint Public Hearing Session on Tuesday, November 15, 1988, at 7:30 P.M. in the Council Chambers /Municipal Court Room, #205, 307 West Dallas Road, with the following members present, to wit: Pon Cook Chairman Cathy Martin Member Larry Atchley Member Ery Meyer Member Robert Hinson Member John Price Member constituting a quorum, with Vice -Chairman Larry Oliver absent, and the following City Staff to wit: H. T. (Tommy) Hardy Director of Community Development Marcy Ratcliff Planner Adrienne Leonard Attorney, City Attorney's Office Mark Pacheco Assistant Manager, Engineering Gerrie Taylor Administrative Secretary WAIMM Chairman Ron Cook called the Planning and Zoning Commission's deliberation Session to order at approximately 8:20 P.M. The item of old business for the Planning and Zoning Commission to consider and make recommendation to the City Council was Zoning Application Z88-07, submitted by Mr. Stephen Stolte whose case was tabled at the October 18, 1988, meting in order for the Commission to have the opportunity to review the new airport maps concerning noise level of the area in question for rezoning. Mr. Stolte is requesting that 14.046 acres, presently zoned 11R-3.5"JI Duplex, and 3.510 acres, presently zoned "CC", Community Commercial, which is located at the corner of Heritage Drive and Mustang, be rezoned to "R-5.0", Zero Lot Line District Regulations. Tommy Hardy explained that the revised conceptual plan shows that no portion beyond the dotted line, shown on the map, can be used for the habitable area of the house. Tommy also explained that Staff had worked with the applicant in establishing the buildable line in accordance with the airport noise zone map. Bud Smith stated that his applicant does not plan on developing the property to the north and east of these lots that is zoned "CC", Community Commercial. Tommy Hardy stated that the City will receive cash -in -lieu -of from this development which could be used for park development in the Parkwood Addition, that has not been developed because of the lack of funds. Mr. Hardy also stated that there is an avigation release from the airport for the east side but one is not required. Tommy Hardy advised Cathy Martin, who was concerned about there being enough buildable area on Lot 37, that the lot was wide enough but a house would have to be designed to fit that particular lot. Bud Smith assured the Commission that this development would be built a s zero lot line homes with an 11 foot setback on one side and a 3 ' foot setback on the other side which exceeds the minimum of the "R-5.0", Zero Lot Line Zoning Regulations. After further discussion, Robert Hinson made a motion to recommend to the City Council approval for Z88-07, Mr. Stephen Stolte. John Price seconded the motion which prevailed by the following vote: Ayes: Cook, Martin, Atchley, Meyer, Hinson, Price Nays: None Absent: Oliver -5UTAT5SXUeLjL -7a'4jP app @LF4 -[-F-4un saaaq -6u-YTT@s qJ-e-4s -40U pu-e do -as 04 step (OH A-4aOJ MOTTIe 04 P;D;D-TBP UO-rSSTLaUOZ) aLT4 aue-jj auT-4 ;Dq-4 bu-ru-Tw-,xoo uoTssnosTp xapanj a94_;v -paipbai sT aaj P pu-2 Aouedn000 jo aqPDTjT4J0D p aoj A-fdde o-4 aA-e-q AOq4 qDTLIM UT s-4u-eLjo-Tau -1-eoo-[ @qq ueq4 SUOT,43TX4Sa-T ajau @A -eq scop xopu-,DA Axe-Toduoq -2 -4-2-LF4 dn -4LIBrioaq sem quTod ;DLU, -JP@A aLJ-4 BUTanp -4T U10a.; SGATG;DOLC aq allo;DU-I A-LUO @LR -4nOC[12 ST LIOTTqM S@01-4 SPU4ST-TqD JO ;DTps aqq aoj pasn sT 'TTOs oq alqeun uaaq s -eq aq q;DTLIA lqol qu23PA s-r.q -[ (I xel-1-1 -4-eLR pau-rp-Edx-,:) pu-e a3iods bT P W 'aw --4Tjo-Td -e ;0 UrOq4 BUTATad;Dp req pue s@Tes uO Bu-TlUx23 ;0 SUOT41eZTUIebx0 ssauTsnq BUT-4Tq-Fqo-id Aq -4Tnsm-eT le aOJ -;-E@s-4T-4;D@Eclns pTnoD k4TD *N4 -4-eq4 p@ -4P -4S P-Te',10arj DUU9T-TPV -4nq 'SUOT-4PZTUebaO GTqe4-F-TeT-jo pu-e soijo-TnT4z) o-4 S@a-T-4 -TO TTE)s GLI -4 bUT-4TUF-[ A -[UO ' P@-4sa5-6ns 3[000 uO-d -Bu-rATbs-4u-eLU a-To;aq s@a.z4 bUTT-las pu-e du bUT-.44 as G-Edoad TITY, ura-[qojd -e aq p -[nom @,x9q4 qvqq pau-pe-Edxa APxpH Aluml 4buFATBs3gwin jo-4_;e rep ;Dq:; -[T-4un pTos ;E)q o-4 saax-4 -BuTmOT-[-e -40U -4,nq 'step (pt,) f,4aOj JC) aII2aj alIT-4 @q4 bUTAPLI UO UOTSSnoSTP Spm @-T;DLtL se peax aq -Tz)q4TG o-4 °9®S japun a -Bed uO L[Oaa@ Vearqd-eabodk4 -e pa-4ou uT-4-Tr-W req e0 Z uo-rqo@S jo_; uo-ussas uoT exaqT utuoD n Tap s,uo-cssT aq .6u -r -T Ci -ssauTsnq joj sqol dnqas pue ijmoq o4uT @mo qpLF4 saopu@A aq-L spw4s-ca-qD -4su-rpbdWOO BuTA-eq S-4u0401OUI TPDOT Gq4 JO-; P0Ux@DUO;D SPA aLf PO -40U '@X2M paLL 'UPU-LTDMOD 'E)aq4 buTan(i -aaeds uado pue Bu-cAL>d sp i4ons squairaiTribaa uf:)TS@P •,s--4noLI4-Fm asn A-m-Todura-4 -e s -e -4;:)T-T-4s-cp -[-e-c-4u@pTsa-T-uou Aue UT sqOT aq-P SPLu4s-r-TLO aAOJdd-P- 0-4 -;,-,-2-4S '4Tuu@d TTTM -41-1a]'PuGuIe POSOdOJd OtU -Sqo-[ a;D-T:4 Spul4sia-40 0-4 @AT-4PT;D-T SUOT41eInbad -4;D-1a4S-CG -[-eq7Uaua-[ddris 'v*ZV uo-c'4o@s sem '-[T;DMOZ) 0-4 uOT-4PPuamODaa JOJ uO-1-4L-aOPTSuOD -TOJ urD-4T -4x-au OLLL --40T-T-4sTCI TUT31awlOD A-emLjbT,H `,,3H.. @144 buTue-490S PULI '-4Q-c-T4s-FCI ssau-rsng TPI-4u9D '(RDi9q4 '-4PT4mal.TOs 'bu-UPUG-4xG JO -TOA-2_; UT ST -4nq (a-Tn-4ng aq4 ur s-uia-Lqojd axom a4-pajD pTnom 40T-TqSTP ,,CrdZ),. m@u gtP TeLR 'dOT4SX-TOM '886T 'L -xaqm0AON @q4 uIO-T; -'-4T0j TTT-4s N -4-eqq paqp4s K@-[LjD-4V Aaxeq luo-cssas uor-4-ea@qTTDp bu-cUOZ pUe -OU'CUU2Td @q4 buTanc -PGPGau 9T -490a-4S UT -2W BUOTP PO - aq PTnOD -4;D-1a-4S-1CI SsauTsnq T-ea4u@D ',,CIU;D,, @T4q -4-[;Dff A9L" -4D-I 4S P UO PP u -e qdope oq pa@u -2 -4ou sL-m aaaq4 -4-a L _j uo-issTumo @tU 886T 'L -i9quraAcN x-caq4 -4L- UOTSSTaLUOD bUTUOZ PUP f)UTLRle-[d aq4- aio_;aq -4T4bno-Tq S12M 140-CLIM '-43T-T4STCj -j-eaqUaZ) "J'8Z UO-C-40aS S-eM UOT-4-e-TaPTSUOD aO_; U10 -4-F -49-nj ;DLlq -4PLF4 PaUT-e-Edxa A -pa -2H AuiuqL 'BUT -T2011 DT-Eqnd quToE aq4 BuTm-u *g UOT40@s Pup log U0,40as X. The property is presently zoned. "R-20", Single Family, and the applicant is requesting "PID", Planned Industrial Development, and "CC", Community Commercial. There was question, from the Commission, that if the property developed, and through legal action the property was considered part of Coppell's city limits, would there be a problem? Adrienne Leonard explained that if the property was in Coppell's city limits, then Coppell would have to deal with the existing development. Mark Pacheco, explained that an additional 12 1/2 feet of right-of-way will be dedicated along Mustang Drive in compliance with the thoroughfare plan, and adequate sewer and water is available in Heritage Avenue to service the subdivision. He also stated that the lots are consistently larger than what is required by the Zoning Ordinance. Mark Pacheco explained that this was the first phase of the Glade Lane Addition that was approved in July, 1988. He explained that in order for the developer to have Glade Lane Phase II work out properly, lots 18 and 19 of the first phase would need to be reduced to the minimun lot width, but still be in compliance with the Zoning Ordinance. Also due to TU Electric redesigning some of their street lighting, some easements will need to be relocated which are shown revised on the plat. After further discussion, Robert Hinson made a motion recommending to City Council the approval of the replat of Glade Lane Addition.
