The Planning and Zoning Commission of the City of Grapevine, Texas, met
jointly with the City Council in Regular- Public Hearing Session on the
17th Day of January, 1989, at 7:30 PM in the Council Chambers/
Municipal Court Room, #205, and in Room #204, the Conference Room for
the Commission's deliberations session, 307 West Dallas Road, with the
following members of the Planning Zoning Commission present, to wit:

constituting a quorum, with Chairman Ron Cook and Member John Price
absent. Also present were the following City Staff:

The Public Hearing portion of the meting was called to order at
approximately 7:30 PM by Mayor Bill Tate and the deliberation session
at approximately 8:00 PM by Vice Chairman Larry Oliver

Commissioner Robert Hinson delivered the invocation.
The first item for the Commission's consideration to make a
recommendation to the City Council was Zoning Application Z88-08, to
make a recommendation to the City Council.
In the earlier public hearing session, held jointly with the City
Council, Mr. H.T.(Torrmy) Hardy advised those present that the subject
zoning application had been first submitted on September 12, 1988, with
the public hearing having been tabled since the October 18, 1988,
meeting. He described the location as being north and adjacent to the
future extension of Hall -Johnson Road 400 feet east of William D. Tate
Avenue, (SH 121). It was noted that the 33.34 acre tract was presently
zoned "R-5.0", Zero Lot Line; and the requested zoning is "R-7.5",
Zoning.
Mr. Hardy then introduced Mr. George Field who noted that some of the
lots are 9,000 square feet; however, the majority of the lots are in
the 8,000 square foot range. Mr. Field described the lot lay -out, the
"buffer" street on the western boundary, the large number of trees,
particularly at the eastern perimeter in the area of the proposed
park. It was noted that the park plan was preliminarily approved by
the Open Space Committee. Then Mx. Field requested exemption from the
pedestrian easement that City Staff had required be shown on the plat.
Mr. Stan Laster, Assistant Director of Public Works noted that Mark
Pacheco had advised that the Planning and Zoning Commission may require
the easements if the blocks are 800 feet in length or more. ---
There being no letters or petitions and no one present to speak, the
public hearing was then closed.
In the Commission's deliberations session following a brief discussion,
the Commission determined that there was no visible need for pedestrian
easeimnts. Robert Hinson then made a motion to recommend that the City

Council approve Z88-08 and remove the pedestrian easements. Cathy
Martin seconded the motion which prevailed by the following vote:

ZONING APPLICATION Z88 -14 -DAVID BAGM311 CUNTANY-1.5 ACRES STCNEGATE II
The next item for the Conmission's consideration in order to make a
reconvendation to the City Council was Zoning Application Z88-14
submitted by the David Bagwell CcxTany.
In the public hearing Mr. Hardy noted that the applicant had requested
that the subject public hearing be tabled further to finalize

development agreements.
Mr. Hardy discussed the 1.5 acre tract lying between Countryside East
and Roberts Road, no of Stonegate I and south of Hall Johnson Road,
presently zoned "R-20", part of the original Stonegate II subdivision,
for which the City Council denied the "R-7.5" zoning in April of 1988.
At the December 20, 1988, Council Meeting the City Council approved
Z88-13, twelve (12) acres of Stonegate II and instructed Staff to
initiate a zoning case on the remaining 1.5 acres. Then Mr. Hardy
introduced George Field representing the David Bagwell Company who
noted that 25 of the 41 lot Stonegate II Subdivision would be 12,500
square feet or larger and 1.5 acres would consist of six (6) lots.
City Secretary, Linda Huff, noted that no correspondence or petitions
had been received relative to the case; and no guests requested to be
heard.
There was no discussion in the Commission's session. Adrienne Leonard
noted that deed restrictions had been received agreeing to stipulations
of the the approval of Zoning Application 88-13 (Minutes of the Meeting
of Decenber 20, 1988).
With no further discussion or questions, Commissioner Larry Atchley
made a motion to recomiiend that the City Council approve Z88-14; and
Ery Meyer seconded the motion which prevailed by the following vote:
Ayes: Oliver, Atchley, Meyer, and Hinson
Nays: Martin
Absent: Cook and Price
PROPOSED MooDENTS To GWEVINE ZONING ORDINANCE 82-73, SECTIONS 60,
SIGN STANDARDS, 14, R-12.5, SINGLE-FAMILY AND 15, R-7.5, SIN=
FAMILY
Mr. Hardy advised that amendments to Section 60, related to including
Sign Standards for R-5.0, R-3.5, R -Mobile Home and R - Modular Home
districts which are presently included in the other residential
districts. Other amendments to Section 60 would allow wall signs on
each wall of a lease space rather than per street frontage.
Further, it was noted that amendments proposed to Section 15.8.4 and
14.B.4 of the "R-7.5" and "R-12.5" Single Family Zoning Districts would
allow accessory structures to be larger than 120 square feet, not to
exceed the maximu-n lot coverage of 40 percent.
The public hearing was closed since there were none present in the
audience wishing to speak. The City Secretary advised that no
correspondence had been received relative to the proposed amendments.
Greg Wheeler, Assistant Building Official, and Marcy Ratcliff, Planner,
clarified the proposed amendments to Section 60 and to the
single-family zoning districts to allow accessory buildings to be
larger than presently allowed. It was noted that if an accessory
structure was higher than 16 feet, two (2) addition feet of setback for
each foot higher than 16 is required, with a maxinqxn of 35 feet height.
Then Vice Chairman Oliver called for further discussion or a motion and
Larry Atchley moved to recommend that the City Council approve the
Planning & Zoning Ccomission.

amendments as proposed; and Robert Hinson offered a second which
prevailed by the following vote:
Ayes: Oliver, Martin, Atchley, Meyer, and Hinson
Nays: None

The Commission's next item to consider and make a recommendation to the
City Council was the proposed Preliminary Replat of the Hillwood
Addition.
No public hearing was required; and in the Commission's deliberation
session, this request for 33.34 acres on the north side of the proposed
Hall -Johnson extension, east of W.D. Tate Avenue( SH 121), the area of
Zoning Application Z88-08, heard in the earlier public hearing session,
was discussed by Mr. Pacheco who responded to questions relative to
requiring a pedestrian walkway.
There was no correspondence or none present to speak for or against the
requested. replat.
In the Commission's deliberation session, discussion was relative to
the lay -out of the park; and Marcy Ratcliff noted that the northern
portion of the tract will need to be replatted because of rezoning to
"R-7.5.
There being no further discussion, Cathy Martin made a notion to
approve the Preliminary Replat of the Hillwood Addition and eliminate
the pedestrian crossway; and Robert Hinson seconded the notion, with
the prevailing vote as follows:
Ayes: Oliver, Martin, Atchley, Meyer and Hinson
Nays: None
Absent: Price and Cook
Next the Conmission was to consider the proposed Preliminary Plat of
the Stonegate Addition, Phase II, to make a recommendation to the City
Council.
The location of the tract is north of Stonegate, Phase I, east of
Countryside East,west of Roberts and south of Hall -Johnson Road. Mr.
Mark Pacheco, Engineer, noted that the applicant David Bagwell had
submitted the application to replat Stone Addition, Phase II for 12.31
acres. There was discussion relative to the 35 lots with a minimum
12,500 square foot size and the 10,000 square foot minimum size deed
restricted "R-7.5" lots.
A motion was offered from Larry Atchley and a second from Ery Meyer to
recommend that the City Council approve the Preliminary Plat of the
Stonegate II Addition with the prevailing vote as follows:
Ayes: Oliver, Hinson, Meyer and Atchley
Nays: Martin
Absent: Cook and Price
Next the Planning and Zoning Ccm-nission was to consider the Final Plat
of the HFOC Addition to wake a recommendation to the City Council.
Located on the east side of Minters Chapel Road south of Dallas Road,
the two (2) acres had not been previously platted, Mr. Pacheco noted
that one was needed for a connercial building permit.
There being no further discussion, Robert Hinson made a motion to
recommend that the City Council approve the plat, and Larry Atchley
seconded the motion which prevailed by the following vote:

DISTRICT IONS
Next the Commission was to consider a request from Marcy Willet to
amend Section 31, "LI", Light Industrial to allow convenience stores as
a permitted use.
Mrs. Willet noted that since the existing convenience store located at
the corner of East Dallas Road and Business 114, was nonconforming,
upgrading the structure was prohibited if it would extend the life of
the use. It was discussed that the corner would be appropriately zone�i
for a comnercial-retail use. The Conmission's discussion reached a
consensus that a convenience store would most appropriately be allowed
as a conditional use of the Light Industrial District; and Adrienne
Leonard explained the conditional use permitting process to Mrs. Willet.
C-ollowing further discussion, Cathy Martin made a motion to instruct
Staff to authorize a public hearing to consider an amendment to Section
31, "LI", Light Industrial Zoning District to allow convenience stores
as a conditional use. A second was offered from Larry Atchley, with
the prevailing vote as follows:
Ayes: Oliver, Martin, Meyer, Atchley and Hinson

The Commission was next to consider the minutes of the meting of
November 15, 1988.
Cathy Martin indicated that a correction was needed relative to the
vote on Page 5, showing John Price voting both in favor and against.
Then Ery Meyer made a motion to approve the Minutes as amended; and
Robert Hinson. seconded the motion which. prevailed by the following vote:
Ayes: Martin, Meyer, Atchley and Hinson
Nays: None
Abstain: Oliver
Absent: Cook and Price
Mr. Hardy presented a bar chart indicated the number of Board of Zoning
Adjustment cases held from 1984 through 1988, which indicated 30 cases
in 1984, 75 in 1985, 79 in 1986, 62 in 1987 and 34 in 1988. Then Mr.
Hardy reported on City Council action relative to Section 26,
Highway Commercial and other action relative to Zoning Application
88-09 initiated by the City of Grapevine. The Commission's
recommendation was to deny the request for "CBD" zoning for tracts at
NW Hwy and Main. The City Council approved "CBD" for the Millard Dilg
tract, leaving "HC" for those tracts fronting NW Hwy and approving a
reduction in the "HC" landscaped setback requirements, lot depth, the
25 foot front yard could be reduced to 10 feet and have structures such
as parking and drives except for the principal structure and other
requirements for tracts fronting NW Hwy between Jenkins and Dooley
Streets.

Then Vice Chairman Oliver called for a motion to adjourn the meting
at 8:45 PM. CoTmissioner Larry Atchley so moved, with a second from
Robert Hinson and the prevailing vote as follows:
