HomeMy WebLinkAbout1989-02-21STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The, Planning and Zoning Commission of the City of Grapevine,, Texas, -met jointly with the City Council in Regular Public Hearing Session on the 21th day of February, 1989, at 7:30 P.M. in the Council Chambers/Municipal Court Room, #205, and in Room #204, the Conference Room., for the Commission's deliberations session, 307 West Dallas Road, with the following members of the Planning and Zoning Commission present, to wit: Ron Cook Larry Oliver Cathy Martin Larry Atchley Ervin Meyer Robert Hinson John Price Chairman Vice -Chairman Member Member Member Member Member constituting a quorum. NEW BUSINESS L*6111 a a a a g —Pa M gn) =11 V ?J a towy a Lei warm -ca tow -ml, ka I RM a I W -"V uIg The first item for the Commission' s consideration to make a reccnvendation to the City Council was CU88-10, submitted by Rand Theatres of Texas to request an amendment to an approved conditional use to revise the landscaping plan for 1301 William D. Tate Avenue. Earlier, in the joint public hearing, Tommy Hardy explained when Rand Theatre was ready to open, Staff recognized the change in the landscaping plan from what they had originally submitted. David Brisky, of Rand Theatres, noted their new landscaping plan did meet the City requirements but wanted more of a low maintenance landscaping, and explained during construction, a new plan did not get submitted because of losing contractors due to bankruptcy problems. During the Commissions deliberation, most of the Members were in agreement with the new landscaping plan since it did meet the City requirements. Cathy Martin expressed she would like to see more color in the landscaping by the entrance on William D. Tate Ave. Larry Atchley then made a motion recommending to the City Council the approval of CU88-10 for an amendment to an approved conditional use to revise the landscaping plan for Rand Theatres. John Price seconded the motion. Before a vote was taken, Larry Oliver stated he was in favor of the motion but felt the intent of the Tree Preservation Ordinance was to maintain trees on residential lots and not place them in groves. Larry Atchley commented that he felt the trees would be more of an impact by planting them in the park than on a few scattered lots. With no further discussion, Chairman Ron Cook asked for a vote to the notion. Ayes: Cook, Oliver, Martin, Atchley, Meyer, Hinson, Price Nays: None Absent: None CONSENT AGENDA - CONSIDERATION OF THE REPLAT OF STONE GATE PHASE I - CONSIDERATION OF THE REPEAT OF THE CHARTER HOSPITAL ADDITION - CONSIDERATION OF THE REPLAT OF THE STONEWOOD ADDITION - CONSIDERATION OF MINUTES OF THE NOVEMBER 7, DECEMBER 12 AND 20, 1988, AND JANUARY 17, 1989 MEETINGS. REPEAT OF STONE GATE PHASE I The first item of the Consent Agenda was for the Planning and Zoning Commission to consider and make recommendation to the City Council, the replat of Stone Gate Phase I. Mark Pacheco explained the developer wanted to replat the subdivision in order to rename two streets; Birch Street to Birch Avenue, and Peachtree In. to Halh*nont Drive. Larry Oliver asked the reason the developer was wanting to change the street names. Mr. Pacheco explained originally the developer wanted to change Birch Street to Birch Avenue for marketing reasons, and when doing further planning wanted to change Peachtree Lane to Hallmont Drive. With no further discussion, Robert Hinson made a motion recommending approval to the City Council the replat of Stone Gate Phase I. John Price seconded the motion which prevailed by the following vote: Ayes: Cook, Oliver, Martin, Atchley, Meyer, Hinson, Price Nays: None Absent: None The Commission voted on the next two item together. REPEAT OF CHARTER HOSPITAL ADDITION The next item of the Consent Agenda was for the Planning and Zoning Commission consider and make recommendation to the City Council the replat of the Charter Hospital Addition. Charter Medical Corporation is requesting a replat of the Charter Hospital Addition because of a revision of utility easements. There was little discussion from the Commission and everyone was in agreement of the replat of the Charter Hospital Addition. The next item for the Planning and Zoning Commission to consider and make recomnendation to the City Council was the replat of the Stonewood Addition, previously platted as High Country III. Fred Joyce, developer of the property, explained that several builders have asked the name be changed from High Country III to Stonewood because there will be an increase of square footage of the houses in the new section and would like this addition to be separate from High Country I and II. Larry Oliver made a motion to reconymend to the City Council approval of the Replat of Charter Hospital and the Replat of the Stonewood Addition. Chairman, Cook explained to Mr. Good what prompted the ordinance was neighbors complaining about boats and recreational vehicles parked in the front yard being eyesores. Mr. Cook stated that most members agree with the ordinance and because there was a problem in the past, that is why the ordinance was written.
