CALL TO ORDER The joint meeting of the City Council and Planning and Zoning Commission was called to order at approximately 7:30 PM by Mayor William Tate, and the deliberation session at approximately 8:30 PM by Chairman Ron Cook. CITIZEN'S REQUEST - DOVE EUakMITARY FIRST GRADES Those present enjoyed a presentation by members of MIs. Bell Reincke's and Ms. Patty Jo Schaufhausen's first grade classes of Dove Elen-entary School which was to enlighten the City Council as to the desires of the students relative to recycling garbage. Mayor Tate then proposed that the Council direct City Staff to investigate a recycling program. MayorTate noted that he must abstain from voting or participating in the public hearing relative to Zoning Application 89-04 as in 89-01 due to his ownership of property within 200 feet; and Mayor Pro Tem then opened the public hearing. The first item for the Planning and Zoning Commission to consider and make a recom-nendation to the City Council was Zoning Application 89-04 submitted by the David Bagwell Company. Marcy Ratcliff, Planner, presented slides informing those present that the public hearing for Z89-04 was scheduled to include the 8.83 acre tract with the 16+ acres of Zoning Application 89-01 (that public hearing being heard March 21, 1989), being commonly known as the eastern portion of the Jess Hall tract. A map depicting the surrounding zoning was presented. The zoning history was described, noting that the neighboring property owners had requested that "R-12.5", deed restricted zoning be applied to the entire development instead of just the interior lots, resulting in Zoning Application 89-04, for the perimeter lots. Marcy Ratcliff introduced George Field, who submitted pictures and the lot lay -out of the preliminary plat for the development planned comparing it to several developments in the City of Colleyville. (SAMIR'S RESTAURANT Next for the Commission's consideration to make a recommendation to the City Council was Conditional Use Application CU89-05, submitted by Fran West, Inc. for Samir's Restaurant to make a recommendation to the City Council. With the slide presentation, Marcy Ratcliff introduced the case for the subject request for the sale, storage and on premise consumption of alcoholic beverages (beer, wine and mixed drinks). Addressed as 1212 William D. Tate Avenue, Lease Spaces 9 and 10 of Parcel E. the Towne Center Addition are adjacent to the Wal Mart Center. Then Mr. Bill Westphal, representing the applicant, described plans for the restaurant, describing the location of the alcoholic service area; and noted that Mr. Samir Francis was his partner for the restaurant. There was no one in the audience to speak and no correspondence relative to the case. ORDINANCE 82-73, SECTION 60, SIGN STANDARDS RELATIVE TO ALLOWING BILLBOARDS The Commission, at the March 28, 1989, Planning and Zoning Quarterly Workshop had tabled the item to consider setting a public hearing for amending Grapevine Zoning Ordinance, Section 60, for Staff to prepare a map and pictures of all existing billboards in Grapevine. Marcy Ratcliff, reviewed the map and pictures. Commissioner's consensus was that they would prefer not to recommend setting a public hearing at this time to consider this item. Commissioner John Price noted that the Convention. and Visitor's Bureau had located a sign at State Highway 121, on the north -bound side and outside of the Grapevine City Limits to utilize to advertise for Grapevine activities. There being little further discussion, Commissioner Robert Hinson's motion was to recommend that City Staff refrain from scheduling a public hearing to amend Section 60. John Price seconded the motion which prevailed by the following vote: Ayes: Cook, Martin, Atchley, Hinson and Price Nays: None Absent: Oliver and Meyer The next order of business was for the Planning and Zoning Commission to consider the consent agenda items, which were deemed to need little or no discussion and were acted upon as one business item.
