The Planning and Zoning Commission of the City of Grapevine, Texas, met in Regular Joint Public Hearing Session, on this the 17th day of October, 1989, at 7:30 PM in the City Council Chambers, Municipal Court Room, #205, 307 West Dallas Road, with the following Commissioners present, to wit: Ron Cook Chairman Cathy Martin Member Ervin Meyer Member Robert Hinson Member not constituting a quorum, with Vice Chairman Larry Oliver and Member Larry Atchley absent. Commissioner John Price resigned. In attendance were the following members of the City Staff: H. T. (Tommy) Hardy Director of Community Development Marcy Ratcliff Planner Greg Wheeler Assistant Building Official There being no quorum of the planning and Zoning Commission present, the City Council tabled any action on the following items until a new public hearing date, November 7, 1989: ITEM #1 ZONING APPLICATION 89-10-JAVATfM CORPORATION Zoning Application 89-10 was filed by Javatex Corporation requesting rezoning of 39.9297 acres from "R-3.5", Two -Family District Regulations to "R-7.5", Single -Family District Regulations. The tract is located north of the "V" of State Highway 114 frontage road where it intersects with Northwest Highway, west of the Scaggs Center and east of the Southlake boundary. ITEM #2 CONDITIONAL USE APPLICATION 89-14, WAI= HOUSE, INC. Conditional Use Application 89-14, filed by Waffle House, Inc. is for amending the Hayley Addition Planned Commercial Site Plan to add the Waffle House Restaurant and a forty foot (401) pole sign. The 13.514 acre tract zoned "HC", Highway Commercial, is Lot 3R3, Block 1, Hayley Addition and is on the northeast corner of State Highway 114 and the William D. Tate intersection. ITEM #3 PROPOSED AMR4EMENTS TO GRAPEVINE COMPREHENSIVE ZONING ORDINANCE 82-73, SECTIONS 12, DEFINITIONS, 25, "CC", COMMUNITY COMMERCIAL, 31, "LI'l LIGHT INDUSTRIAL, 48,CONDITICNAL USES, 49, SPECIAL USES, 53, LANDSCAPING REGULATIONS AND 60, SIGN STANDARDS NOTE: The "By -Laws of the Planning and Zoning Commission require five (5) members present to constitute a quorum; therefore no action was taken on any items, with only four (4) members present.
