HomeMy WebLinkAbout1989-11-06STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Special Workshop Session, on this the 6th day of November, 1989, at 7:00 PM in the Conference Room, #204, 307 West Dallas Road, with the following Commissioners present, to wit: Ron Cook Larry Atchley Ervin Meyer Robert Hinson Chairman Member Member Member not constituting a quorum, with Vice Chairman Larry Oliver and Member Cathy Martin absent, Sharron Spencer, Councilwoman was also present, and the following members of the City Staff: NOTE: Mark Watson H.T.(Tommy)Hardy Marcy Ratcliff Joy Carroll Greg Wheeler Adrienne Leonard City Manager Director of Community Development Planner Administrative Aide Assistant Building Official Assistant City Attorney The "By -Laws of the Planning and Zoning Commission require five (5) members present to constitute a quorum; therefore no action was taken on any items, with only four (4) members present. There being no quorum of the Planning and Zoning Commission present, the meeting was not called to order; however, City Manager Mark Watson briefed those present on the purpose of the pending public hearing, November 21, 1989, for the purpose of rezoning the Dallas -Fort Worth International Airport from the present "DFW", Dallas -Fort Worth International Airport District Regulations to "GU", Governmental Use District Regulations. The discussion outlined the proposed amendment to Section 38, "GU", Governmental Use Zoning District Regulations. Mr. Watson advised that the Environmental Impact Statement was scheduled to be issued between Christmas and January 1, 1989. Grapevine's response to the statement would be required within thirty (30) days of its release; therefore, due to the time constraints involved, the City Council had designated Cutler and Stanfield, specializing in Environmental Law, to advise the City relative to options for opposing the Airports plans for runway expansion. Following the release of the initial EIS, a public hearing will gather further information before a final Environmental Impact Statement is released. City Manager Watson noted that the role of the Planning and Zoning Commission would be as in other planning matters, to recommend to the City Council, after considering proposed amendments to the comprehensive zoning ordinance. A copy of the "Draft Amendments to Section 38, "GU", Governmental Use Zoning Regulations" was submitted to the Cumuissioners present. Staff noted that the document was not close to final form. The City Attorneys, Adrienne Leonard, Assistant City Attorney, advised, were in the process of working through the document to submit another "draft" copy prior to the November 21, 1989, public hearing date. In summary, the proposed airport rezoning and ordinance amendments would give the Grapevine City Council the ability to require submittal of development plans for drainage, platting, building, including runways, etc. The Council would have the ability to waive any requirements of the airport or other uses in the "GU" zoning district and would not supersede requirements of any environmental or aviation agencies already regulating airport development or operations. P&Z Minutes -11-6-89 Page 2 After conferring with City Staff, Chairman Ron Cook requested a special session be scheduled for the Planning and Zoning Commission to discuss the subject proposed amendments to Grapevine Zoning Ordinance 82-73, at 7 PM, prior to the public hearing November 21, 1989.
