January 25, 2012 O:HPC\Minutes\2012 1 HPC 01.25.12 PUBLIC HEARING HISTORIC LANDMARK SUB-DISTRICT OVERLAY #HL12-01 Chairman Gilliam opened the Public Hearing for#HL12-01 property at 527 South Dooley Street, legally described as A 1029 Tr 2M, 21940, Block 117 Lts 5 & S6' of 6, City of Grapevine and asked David Klempin to present the case. Staff recommends the Historic Preservation Commission approve the proposed Historic Landmark Subdistrict overlay to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for following properties addressed as: 527 South Dooley Street, legally described as A 1029 Tr 2M, 21940, Blk 117 Lts 5 & S6' of 6, City of Grapevine. David Klempin updated the group on the background of this property. Judy Jacobs was born in this Cape Cod; she still has the original plans which David has seen. William Floyd Deacon was the eldest son of William Douglas and Edna Deacon. William Douglas Deacon, together with Kirby Buckner, established the feed mill that became B & D Mills, an important industry in Grapevine. William Floyd Deacon (1910-1995) grew up on the family farm near Euless (the house was later moved to 204 S. Dooley Street c. 2002 when the family donated the building to the City of Grapevine). He attended college at North Texas State in Denton where he majored in Business. It was there that he met Helen Kent (1907-2000). Helen received a degree in Home Economics from North Texas State and taught school until the two were married in 1932 in her hometown of Corsicana, Texas. Because of the Depression, they both could not teach so Mrs. Deacon quit her job. Mr. Deacon coached football for eight years in Graham, Texas before returning to Grapevine and joining his father in the milling business. The William Floyd and Helen Deacon House is significant for its association with a figure important to the political and commercial life of Grapevine. It is also an excellent local example of a Colonial Revival style house built in Grapevine in the years just before the beginning of World War II. The style was not commonly built in the town after 1935 and like those that were built during this period, the Deacon House is a side-gabled version. Another example of a late version can be found just to the north at 513 S. Dooley, built in 1941 by the Wm. Cameron & Company Lumber Yard. The wooden garage has been reconstructed due to the condition for grant. The house must now be landmarked at this time for this grant and as the present owners are selling. The Chairman then called for any comment and with no further discussion he called to close the public hearing. Margaret Telford made the motion to close the hearing. Ted Ware seconded the motion which prevailed in the following vote: Ayes: All Nays: None Margaret Telford made a motion to approve #HL12-01. Ashley Anderson seconded the motion. Chairman Gilliam called for the vote, which prevailed as: Ayes: All Nays: None HISTORIC LANDMARK SUB-DISTRICT OVERLAY #12-02 Chairman Gilliam called to move to the Public Hearing #HL12-02 for the property at , 521 Estill Street, legally described as Lot 6, Block 100, College Heights Addition, City of Grapevine. He asked David Klempin to give the background and recommendation. Staff recommends the Historic Preservation Commission approve the proposed Historic Landmark Subdistrict overlay to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for following properties addressed as: 521 Estill Street, legally described as Lot 6, Block 100, College Heights Addition, City of Grapevine. David Klempin explained the owners were applying for a grant for rental property with 50% matching (rather than the two-thirds matching for homeowners). The C. L. and Vera Fay Chambers House was constructed c. 1959 in the College Heights Addition of Grapevine, Texas. It is believed to be the smallest house in the Township, containing approximately 680 square feet. It is a contemporary version (post 1940) of a traditional folk style; the Side Gable. The house is a basic rectangle with a shed-roofed carport (likely not original) attached on the west elevation and enclosed on its west and rear (north) elevations. The C. L. and Vera Fay Chambers House is representative of post-World War II housing constructed in Grapevine that was built to serve two purposes. The construction of the house not only provided additional housing in Grapevine's core during a period of rapid development but also provided additional income for the home's builder. At the time of the home's construction, the Chambers were living in nearby Irving, Texas. Chairman Gilliam asked for any further questions or discussion. Ted Ware made a motion to close the public hearing with Margaret Telford seconding the motion which prevailed in the following vote: Ayes: All Nays: None Sean Shope made a motion to approve #HL12-02. Margaret Telford seconded that motion which prevailed in a vote of: Ayes: All Nays: None MINUTES Chairman Gilliam called to consider the minutes. Margaret Telford made the motion to accept the November 16, 2011 minutes as written. Ted Ware seconded the motion, which prevailed by the following vote: Ayes: All Nays: None ADJOURNMENT With no further discussion, Sean Shope made a motion to adjourn the meeting.
