Approved Certificates of Appropriateness as follows: #CA12-01 for property located at 300 Turner Road; #CA12-02 for property located at 309 West College Street; #CA12-03 for property located at 414 East Texas Street; #CA12-04 for property located at 417 South Main Street. III. PUBLIC HEARING A. Commission to hold a public hearing relative to a Certificate of Appropriateness application #CA12-05 for property located at 231 Austin Street, legally described as Block 105, lot 2A, City of Grapevine and take any necessary action. B. Commission to hold a public hearing relative to a Certificate of Appropriateness application #CA12-07 for property located at 520 South Main Street, legally described as Block 4, Lot 2 & 3B, City of Grapevine and take any necessary action. Lee Derr called the Public Hearing to order at 6:00 p.m. WORK SESSION David Klempin passed around the most recent staff approved Certificates of Appropriateness for the Commission to Review. A. Approved Certificates of Appropriateness as follows: #CA12-01 for property located at 300 Turner Road; #CA12-02 for property located at 309 West College Street; #CA12-03 for property located at 414 East Texas Street; #CA12-04 for property located at 417 South Main Street February 22, 2012 O:HPC\Minutes\2012 1 HPC 02.22.12 PUBLIC HEARING Vice-Chairman R. Lee Derr opened the Public Hearing for CA12-05 for the property at 231 Austin Street. The property is owned by Thomas A. and Diane D. Omalley. Vice-Chairman Derr asked David Klempin to present the case. David Klempin recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA12-05 for the property located at 231 Austin Street, legally described as Block 105, Lot 2A, College Heights Addition, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1. Construct new 1 Y2 story period-style house with attached 2-car garage following the design guidelines established for the property, with the conditions that all exterior materials, windows, doors and paint colors be approved under a separate Certificate of Appropriateness. Certificate of Appropriateness application #CA12-05 was submitted on February 7, 2012 by the owner Tom Omalley for the construction of a new 1 1/2 story house. The house includes an attached 2-car garage. The house is designed in the Minimal Traditional style that was popular in the 1940s in Grapevine. The plans have been prepared following the design guidelines established for the property. The house will serve as the primary residence for the Omalley family. This lot which is legally described as Block 105, Lot 2A was originally a portion of Block 105, lots 1, 2 and 3 of the College Heights Addition of the City of Grapevine. The lots were owned by the Tillery and Smith families and represented the culmination of the hard work of several generations of related and extended families of Grapevine. The large families associated with this property were an important part of the social and cultural fabric of Grapevine's past. Staff recommended approval of #CA12-05 for construction of the new house with the conditions that all exterior materials, windows, doors and paint colors be approved under a separate Certificate of Appropriateness. Chairman Derr called on the Omalleys to speak. Mr. Omalley told all David had done a great job of presenting; David responded complimenting their attention to the images presented. Mr. Omalley stated they have received permission from the city to use the alley to access a rear entry garage. Ted Ware asked who was responsible for the maintenance of the alley; David said the homeowners were responsible. Mr. Omalley said he is working with the new homeowners next door to continue paving February 22, 2012 O:HPC\Minutes\2012 2 HPC 02.22.12 behind their properties to remove the alley's mud hole and slope new paving for proper water run-off. Vice-Chairman Derr inquired as to the front elevation's distance from the street. David replied the Omalley home will sit further back than the home known as the Hugo Gardea House. David added he had explained the wood doors and windows and this was acceptable to the Omalleys. Vice-Chairman Derr asked about the south side view with regard to sensitivity to neighbors. Mr. Omalley explained this wall was a garage with no windows, therefore no privacy loss to neighbors, David agreed with him. Sean Shope asked the Omalley's decision on the stone to be used. Mr. Omalley replied they are looking at a stacked stone at this time. David said the color of the stone will come back on a separate Certificate of Appropriateness. Vice-Chairman Derr asked if there were any other stone houses on the street. David said stone would have been appropriate for the 1940's era. Mr. Omalley said they were flexible if stone was a problem. David said as the Township develops, another local area design of the time period could be considered by the Commissioners. Justin Powers asked the roof pitch, Mr. Omalley responded the pitch is 9:12. Justin recommended a change in porch size and ornamentation. Mr. Omalley answered Justin, he was within zoning requirements and had actually dropped below the requirements. Sean Shope asked Justin what problem he saw; Justin replied house looks "off'. Chairman Derr asked the Omalley's what their time frame was with the architect. Mr. Omalley said the architect will have the plans next week. Ashley Anderson asked the square footage of the home; the Omalleys answered 2300 square feet. Margaret Telford asked about using wood on the front, David explained the Omalleys were totally opposed to the use of wood. Mr. Omalley stated they were trying to get away from the "sided box" look. Sean said usually the preservation commissioners group does not recommend stone, but he did like the look of the home; he questioned if they should address the current guidelines. David said the owner would not build without a stone front and now the applicant (Omalleys) is bringing forward to the Commission for permission. Vice-Chairman Derr questioned if planning to use real or artificial stone; Mr. Omalley answered it would be real stone-but it would be cut stone. David explained the concept presented was stone on the front elevation with James Hardie board on the sides. He added the 1940's Faye Chambers House was stone, Sean said the look of limestone could be seen on the home at 626 Church Street and an example of darker stone at the home at Northwest Highway and Dooley Street. Mr. Omalley said he could accept a different stone. Ted Ware said an example of several infill homes around town where a poor choice of stone had been made or had been made with a stone/brick combination. These homes have an individual look but appear piecemeal in the neighborhood and do not blend in with other homes. February 22, 2012 O:HPC\Minutes\2012 3 HPC 02.22.12 Vice-Chairman Derr stated concern with the height, questioning if they had considered clipping the corners or "dutching" it,? David asked Mr. Omalley to consider an eight foot ceiling height on the upper story; Mr. Omalley responded that would result in losing closet space and questioned previous discussions, David reminded him this was a commissioner's decision. Vice-Chairman Derr called for other comments and with no further discussion he called for a motion to close the public hearing. Margaret Telford made the motion to close the hearing. Ashley Anderson seconded the motion which prevailed in the following vote: Ayes: All Nays: None Vice-Chairman Derr called for a motion or further discussion. Sean stated he was struggling with the west elevation to change or to change the guidelines. Vice- Chairman Derr asked if an option for the Omalleys to work with an architect familiar with this neighborhood. Mr. Omalley questioned "where it says Can't". David explained the proper order was to have this discussion before planning with an architect. Mr. Omalley said walls had always been made by stacking stone; Ted agreed, but not here in Grapevine. Ted Ware made a motion with condition all materials, stone, windows and doors would be approved by a Certificate of Appropriateness. Margaret Telford seconded the motion which prevailed in a vote of: Ayes: 5 Nays: 1 (Justin Powers) Vice-Chairman R. Lee Derr opened the Public Hearing for CA12-07 for the property at 520 South Main Street. The property is owned by BIATWIC LLC/Tony Bologna. Vice-Chairman Derr asked David Klempin to present the case. David said staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA12-07 for the property located at 520 South Main Street legally described as Block 4, Lots 2 & 3B, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Revise storefront bays on front of building in Suite 201 & 202 to include fold- away doors that can be opened in pleasant weather for the tenant, a family owned hamburger restaurant; February 22, 2012 O:HPC\Minutes\2012 4 HPC 02.22.12 with the condition that the final door selection be staff approved under a separate Certificate of Appropriateness. Certificate of Appropriateness application #CA12-07 was submitted on February 7, 2012 by the Applicant/Owner Tony Bologna for a revision to the previously approved store front design for the addition to building at 520 South Main Street. The proposed French doors with glass lights would be installed to the left and right of the existing sets of tenant entry doors in the storefront in Suite 201 and 202. The tenant is a popular family-owned Hamburger Restaurant that was established in Dallas in 1986. The doors would be opened in pleasant weather to allow breezes to flow through the restaurant. Doors of this type are a part of the tenant's hamburger restaurant concept and they are in-use at their locations in Dallas and Fort Worth. Staff recommends approval of #CA12-07 for revision to the tenant space store front with the conditions that the doors be staff approved under a separate Certificate of Appropriateness. Justin questioned the elevation on bottom, to use doors with wood on bottom and glass on top. Ted Ware said the proposed change might improve the look to break-up as P.W. McCallum did on the new building at 636 South Main. He stated he had no problem with the proposal. David told the commissioners, he could have staff approved this, but felt this would be a significant impact on design and should be presented to the Historic Preservation Commissioners. Margaret Telford made a motion to approve CA12-07 with condition, to be approved by staff. Ashley Anderson seconded the motion which prevailed in a vote of: Ayes: All Nays: None MINUTES Vice-Chairman Derr called to consider the minutes. Ted Ware made the motion to accept the January 25, 2012 minutes as written.
