application #CA12-11 for property located at 1331 West Wall Street, legally described
as Block 1, Dellwood Acres Addition, City of Grapevine and take any necessary action.
B. Commission to hold a public hearing relative to a Certificate of Appropriateness
application #CA12-12 for property located at 309 West College Street, legally described
as Block 24, Lot 1, City of Grapevine and take any necessary action.

The Historic Preservation Commission for the City of Grapevine, Texas, met in
Public Hearing on Wednesday, March 28, 2012 at 6:00 p.m. in the Wallis Hotel
Boardroom, One Liberty Park Plaza, Grapevine, Texas, with the following
members present to wit:

CALL TO ORDER AND WELCOME
Chairman Burl Gilliam called the Public Hearing to order at 6:00 p.m.
WORK SESSION
David Klempin passed around the most recent staff approved Certificates of
Appropriateness for the Commission to Review.
#CA12-08 for property located at 405 East Texas Street
#CA12-09 for property located at 414 East Texas Street
#CA12-10 for property located at 924 East Worth Street.

PUBLIC HEARING
Chairman Burl Gilliam opened the Public Hearing for CA12-11 for the property at
1331 West Wall Street. The property is owned by Jim and Martin O'Conner.
Chairman Gilliam asked David Klempin to present the case.
Certificate of Appropriateness application #CA12-11 was submitted on March 16,
2012 by the applicants Jim and Martin O'Conner for the historic H. H. Yancy
Farmhouse. Plans for the site include subdividing the existing historic H. H.
Yancy Farmhouse property, rezone the southern portion of the property to create
two R-7.5 single family lots for the construction of two new homes, create two PO
professional office lots, one which would contain the historic H. H. Yancy
Farmhouse and to restore the exterior of the H. H. Yancy Farmhouse and
adaptively reuse its interior to serve as professional office space.
The Yancy farmhouse was constructed in 1897 for the H. H. Yancy family. Mrs.
Yancy was the daughter of T. J. and Elizabeth Nash. Some of the house details
and features resemble those found at the Nash Farmhouse. This property has
remained unoccupied since 2004. In 2006 this site was considered for relocation
of the Lucas Funeral Home. That proposal was later defeated due to community
opposition from residents of the adjacent neighborhood.
David Klempin noted Jim and Martin O'Conner were custom home builders with
the ability to do this project and had brought forward excellent plans. David
noted the plans show a lot of open space, allowing the property to still appear as
a farmstead. He added the name Yancy Farmstead Offices would preserve the
importance of the property. (H. H. Yancy had married one of the Nash daughters.
Originally the farm extended all the way to College Street as it joined the Nash
Farm.)
Staff recommends approval of #CA12-11 for the project as submitted following
the City of Grapevine's Design Guidelines established for the property with
conditions that all plans, materials, doors windows and paint colors be approved
under separate Certificate of Appropriateness.
Staff recommends the Historic Preservation Commission approve with
conditions Certificate of Appropriateness #CA12-11 for the property located at
1331 West Wall Street, legally described as Block 1, Dellwood Acres Addition to
the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine
Code of Ordinances), as amended for the following items:
1. Subdivide the existing historic H. H. Yancy Farmhouse property and
rezone the southern portion of the property to create two R-7.5 single

with the condition that all plans, materials, doors windows and paint colors be
approved under a separate CA.
Chairman Gilliam called on Jim and Martin O'Conner to speak. Jim O'Conner spoke
on keeping the property's historic motif to be seen very clearly. He said potentially
there would be two relative small office buildings for a doctor or accountant. The
second property would have a similar historic look by using a picket fence or windmill.
He said it would take some work to restore to original historic look. The two rear lots
are proposed for similar size homes as now in the area, with one facing on to Pebble
Brook Drive.
Vice-Chair Lee Derr asked if the property was landmarked with a historic overlay to
be able to use crushed granite or other angular materials that could provide better
drainage. Lee and Ted Ware agreed the historic look is preferred for appearance
and drainage.
Mrs. Marshall, a neighbor of the proposed property, asked where the driveway would
be in an effort to clear out the now current blind spot for traffic. Jim answered yes,
the thick scrub brush would be cleaned out with a sidewalk to connect with the
existing walkway.
Chairman Gilliam asked for further questions. Sean Shope asked if the property
would have a historic marker and noted that it should. Ted Ware stated he was
happy to see this property come forward, only the preliminary hearing, but good to
see it come forward.
Chairman Gilliam called for other comments and with no further discussion he called
for a motion to close the public hearing. Margaret Telford made the motion to close
the hearing. Lee Derr seconded the motion which prevailed in the following vote:
Ayes: Gilliam, Derr, Anderson, Shope and Ware
Nays: None

Chairman Gilliam called for a motion or further discussion. Lee inquired to Lot 3,
plans or elevations will have to be submitted; but the proposed will need to blend in
with the Pebble Brook Drive neighborhood. He continued the current backyards
fencing and walks to maximize, but not infringe upon privacy. Sean added the historic
marker was necessary to recognize the Yancy family home; Margaret Telford and
Ted Ware agreed saying at our expense (not the applicant's expense) adding it also
should have the Grapevine Historical Society medallion.

Margaret Telford made a motion to approve #CA12-11 with separate CA's to sub-
divide and rezone the south lots, with all materials, stone, windows and doors would
be approved by a Certificate of Appropriateness. Ted Ware seconded the motion
which prevailed in the following vote:
Ayes: Gilliam, Derr, Anderson, Shope and Ware
Nays: None

Chairman Gilliam opened the Public Hearing for CA12-12 for the property at 309
West College Street, owned by Wayne and Lynda Boydston. Legally described as
Block 24, Lot 1, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G
— Grapevine Code of Ordinances). Chairman Gilliam called on David Klempin to
present the case.
David Klempin said the Certificate of Appropriateness application #CA12-12 was
submitted on March 16, 2012 by the applicant Mike Wright of Wright Architects for the
construction of a new two-car garage and wood deck in the rear yard and conversion
of the existing one-car garage at the side of the house into a port cochere to provide
access to the rear yard from College Street. The J. C. "Jake" and Faye Long
Greener House was constructed for Grapevine's first fire chief. The house is
important for its association with a person of significance to Grapevine's history and
as an excellent example of a Ranch style house constructed in Grapevine in the first
decade after the end of World War ll. The plans have been prepared by the architect
M. J. Wright following the design guidelines established for the property.
Staff recommends approval of #CA12-12 for construction of the garage conversion,
new two-car garage and deck with the conditions that all exterior materials, windows,
doors and paint colors be approved under a separate Certificate of Appropriateness.
The applicant Mike Wright and the Project Manager David Gomez were present to
discuss the problem of parking with no legal parking and no more spaces. With the
conversion of the existing one-car garage at the side of the house into a port cochere
to provide access to the rear yard with new construction of a two-car garage and
access from College Street. David Klempin noted the garage was now three feet
from the boundary line, saying it must be five feet from boundary. David said the new
garage had a nice proportional relationship with the main house and neighboring
homes.
Chairman Gilliam asked for other comments and called for a motion to close the
public hearing. Sean Shope made the motion to close the hearing. Margaret Telford
seconded the motion which prevailed in the following vote:

MINUTES
Chairman Gilliam called to consider the minutes. Sean Shope asked for the
correction to the February 22 minutes, #CA12-07 BIATWIC LLC/Tony Bologna,
Sean had formally announced his abstaining from the vote. Margaret Telford made
the motion to accept the February 22, 2012 minutes as written as corrected. Ashley
Anderson seconded the motion, which prevailed by the following vote:
Ayes: Gilliam, Derr, Anderson, Shope and Ware
Nays: None
Absent: Justin Powers

With no further discussion, Margaret Telford made a motion to adjourn the meeting.
