B. Commission to hold a public hearing relative to a Certificate of Appropriateness Application #CA12-26 for property located at 626 Ball Street, legally described as Block 1, Lot 1, Nash Farmstead Addition and take any necessary action. C. Commission to hold a public hearing relative to a Certificate of Appropriateness Application #CA12-20 for property located at 512 West College Street, legally described as Block 5-7, lot 5B, City of Grapevine and take any necessary action. Lee Derr Vice-Chairman Ashley Anderson Commissioner Justin Powers Commissioner Sean Shope Commissioner Margaret Telford Commissioner Ted Ware Commissioner Shane Wilbanks City Council Liaison Monica Hotelling P&Z Liaison Constituting a quorum with the following Commissioner(s) absent: The following city staff present: David Klempin Historic Preservation Officer Mary Bush Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Burl Gilliam called the Public Hearing to order at 6:00 p.m. WORK SESSION David Klempin passed around the most recent staff approved Certificates of Appropriateness for the Commission to Review. A. Approved Certificate of Appropriateness as follows: #CA12-21 for property located at 603 South Main Street, Suite #304; #CA12-22 for property located at 611 South Main Street, Suite 200; #CA12-24 for property located at 231 Austin Street; #CA12-25 for property located at 818 South Main Street, Suite 200. May 23 2012 O:HPC\Minutes\2012 1 HPC 05.23.12 Klempin gave his approval of the elevations presented by the owner, noting the proposal of the same profile as the original building. Chairman Gilliam called for discussion of the demolition. The owner, Adam Baker, stated as he and his contractor, Cody Hammock, evaluated the damage they saw the roof collapsing more each day to becoming a safety issue. Mr. Baker told all, the April fire damage had lost business and resulted in 11 employees losing their jobs. He thanked David Klempin for meeting with him the morning following the fire, saying his goal in rebuilding was to be seen as an old building but with a "spruce up". He proposed to use the old brick-scored siding salvaged on the front two spaces to pay homage to the original structure and show the history of what had happened. Mr. Baker told the Commission he preferred to not landmark the property. He had purchased due to liking the downtown area as a setting for his business; but he would not have bought it if landmarked at the time of his purchase. Chairman Gilliam explained to Mr. Baker, landmarking assures the Commission to keep building within the guidelines of the Township. Vice-Chairman R. Lee Derr further explained when a demolition permit comes before the Historic Preservation Commission (HPC) there must be a Historic Overlay from HPC in place to continue to work with David and the City within the guidelines. Chairman Gilliam stated landmarking is the only way to have discussion on a project in the Township. Ted Ware said landmarking and the City's input would be needed to move the project along quickly. Ashley Anderson reinforced the landmarking was in place to protect the value of his own property and those around him. Adam replied he still did not see the benefit of the landmarking. Ted told him HPC is your best friend to protect your property value, to protect owners from making mistakes and to protect and preserve the integrity of the Township. Cody Hammock questioned the Historic Overlay stating nearby businesses who were not landmarked could pull a remodel permit and do whatever they wanted. City Council Liaison Shane Wilbanks explained Grapevine is very interested in preserving history; this body (HPC) is charged with the decision of approving or not approving to protect Grapevine's history. This is where the Historic Overlay is needed and the only way to ensure the rules are followed is to Landmark. Chairman Gilliam called for other comments and with no further discussion he called for a motion to close the public hearing. Margaret Telford made the motion to close the hearing. Justin Powers seconded the motion which prevailed in the following vote: Ayes: All Nays: None May 23 2012 O:HPC\Minutes\2012 3 HPC 05.23.12 #CA12-26 ITEM I BACKGROUND: The Grapevine Heritage Foundation at its May 15, 2012 meeting approved period appropriate gates and locations of the gate entries for the perimeter fence. The style of the gate is a boarded gate with woven wire backing and the locations are as per the plans attached with this agenda packet. The locations include two pedestrian gates and one service gate for the perimeter fence and the existing south facing picket gate of the Farmhouse yard. The service gate is in two sections making up a required 24' wide opening to allow for fire trucks and service vehicles to access the Farm. Staff recommends approval of Certificate of Appropriateness of#CA12-26 for: Item 1. The locations of two pedestrian gates: 1) the north perimeter entry gate one-half way between Ball Street and Homestead Lane and 2) the south perimeter gate to be directly across from the aforementioned north entry, a straight line from north to south and 3) and one 24 foot wide service gate on the west boundary for the perimeter fence; the existing south perimeter picket fence gate would continue to be utilized as an entrance to the Farmhouse yard. Chairman Gilliam called for discussion of#CA12-26. Sean Shope inquired about the posts shape and construction. Ashley Anderson asked about signs, if painted what color? David said the #CA12-26 for the gates was only in regard to the locations. Justin Powers asked about the proposed location of the College Street gate entrance saying it should be closer to Ball Street. David said that location was researched and chosen to be exactly half-way between Cannon Elementary School and the Ball Street parks. Dr. Curtis Ratliff, Chairman of the Grapevine Heritage Foundation, 220 Blevins Street, said the location was out of concern for safety to keep the entrance half-way down to steer away from the busy traffic on Ball Street. Justin asked again about adding another gate entry located at Ball Street. Shane Wilbanks asked about placing a gate at each end of the Farm on College Street. David answered if the gate were near Ball and College Streets, it would have visitors walking through the plowed agricultural areas. David said the gate locations were also chosen for the entrances to give visitors the best first impression of the Farm experience as they step in. Justin said he still wanted two gates on College Street. Chairman Gilliam called for other comments and with no further discussion he called for a motion to close the public hearing. Margaret Telford made the motion to close the hearing. Ted Ware seconded the motion which prevailed in the following vote: Ayes: All Nays: None May 23 2012 O:HPC\Minutes\2012 5 HPC 05.23.12 Chairman Burl Gilliam opened the Public Hearing of#CA12-20 for the property located at 512 West College Street, legally described as Block 5-7, Lot 5B, City of Grapevine and take any necessary action. Chairman Gilliam called on David Klempin to present the case. David Klempin recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA12-20 for the property located at 512 West College Street, legally described as Block 5-7, Lot 5B, City of Grapevine to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Construct a new 3-car garage and workshop on existing foundation; with the condition that the elevation be redrawn to satisfy code requirements and that all exterior doors, windows, materials, finishes and paint colors be approved under a separate Certificate of Appropriateness. BACKGROUND: Certificate of Appropriateness application #CA12-20 was submitted on April 30, 2012 by the owner, Howard Walfield, to construct a new 3-car garage and workshop for his home. The foundation for the garage was previously approved with the house addition plan last year. The plans for the garage building would also contain a workshop on the first floor and space for a future media room on the second floor. The architect has worked to tie the new garage in with the existing house in style and materials. The proposed garage building follows the Design Guidelines established for the College Street Residential Historic District. Staff learned from the Development Services Department, the mean height of the building as measured to the top of the dormers exceeds that permitted by code. This could be corrected by lowering the height of the dormers and redrawing of the elevations to satisfy the requirements of the building department. David recommended the Commission approve the "concept" of the garage but the height issue would have to be worked out with the city's building department. Staff recommends approval of Certificate of Appropriateness #CA12-20 for the concept of the garage with the condition that the elevations be redrawn to satisfy code requirements and that all exterior doors, windows materials finishes and paint colors be approved under a separate Certificate of Appropriateness. Margaret Telford said this property was originally approved for a basic Craftsman style home, now with a 3,000 square foot mansion behind she cannot see the need for a second-story on the garage. Chairman Gilliam called Mr. Howard Walfield to come forward to speak. Howard provided the Commission with the plans as he told them he had asked his architect to make the garage "flow" to be consistent with the main house to feel it was built at the same time.
