Public Hearing on Wednesday, June 27, 2012 at 6:00 p.m. in the Grapevine

As the current chairman, Burl Gilliam asked Vice-Chairman Lee R. Derr to take
the floor.
Vice-Chairman Lee R. Derr called for nominations to be made for the position of
chairman of the Historic Preservation Commission. Margaret Telford put forth a
motion to nominate Burl Gilliam. Ashley Anderson seconded the motion which
prevailed in a vote of:

WORK SESSION
David Klempin passed around the most recent staff approved Certificates of
Appropriateness for the Commission to Review.

PUBLIC HEARING
Chairman Burl Gilliam opened the Public Hearing of#CA12-20 relative to the
continuation of the case for the property located at 512 West College Street,
legally described as Block 5-7, Lot 513, Grapevine, City of Grapevine to take any
necessary action. Chairman Gilliam called on David Klempin to present the
case.

David Klempin said staff recommends the Historic Preservation Commission
approve with conditions Certificate of Appropriateness #CA12-20 for the
property located at 512 West College Street, legally described as Block 5-7, Lot
513, Grapevine, City of, Grapevine to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances) Certificate of
Appropriateness #CA12-20 was submitted by Howard Walfield, the owner to
construct a new 3-car garage and workshop for his home. The foundation for the
garage was previously approved with the house addition plan last year. The
plans for the garage building would also contain a workshop on the first floor and
space for a future media room on the second floor. The architect has worked to
tie the new garage in with the existing house in style and materials.
David Klempin asked the Commission to look at the elevations in their agenda
packets as he explained the questions previously regarding the proper height of
the structure as calculated by the building codes. A new drawing was provided
per the commission's request at the prior meeting. The drawing showed the east
and west elevations of the new garage in context with the elevations of the
house. Howard Walfield had met with Scott Williams, Director of Building
Inspections, Ron Stombaugh, Planning & Development Manager and Don Ellis of
Development Services to achieve acceptable modifications to meet code.
The proposed garage building follows the Design Guidelines established for the
College Street Residential Historic District. Staff recommends the Historic
Preservation Commission approve #CA12-20 with the following conditions:
To construct the new 3-car garage and workshop on existing foundation;
with the condition that the elevation satisfy code requirements of the
Development Services Department and all exterior doors, windows,
materials, finishes and paint colors be approved under a separate
Certificate of Appropriateness.
Ashley Anderson made the motion to close the public hearing. Margaret Telford
seconded the motion which prevailed in the following vote:

Landmark application for the property located at 708 East Texas Street, legally

described as Block 107, Lot 9, College Heights Addition, City of Grapevine. He
called on David Klempin to present the case.
David Klempin said staff recommends the Historic Preservation Commission
approve the proposed Historic Landmark Subdistrict overlay to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended.
On June 14, 2012 the owner of the property submitted an application for historic
landmark designation for the property at 708 East Texas Street. The vacant lot is
located at the south east corner of East Texas Street and Wood Street in the
College Heights Addition to the City of Grapevine that was established in 1907.
This lot remained vacant until the 1960's when the Gideon family of Grapevine
moved an old farm house from the west side of Grapevine to the lot. The house
c. 1870, had previously been moved to west Grapevine from land where Lake
Grapevine is located today. The Gideon's remodeled the house to serve as their
family home. The three-room, T—shaped house featured a 13 x 18 foot kitchen
that projected to the rear of the house, and was 732 square feet in size. The
kitchen was flanked by side porches which over the years were converted to
serve as a bedroom and bathroom. The Gideon's owned and occupied the house
for about 20 years. It later became rental property. In 2011 the current property
owner donated the house to the City of Grapevine and is now on hold at 409
East Hudgins Street.
The vacant corner lot is 50 feet wide by 140 feet deep and has an additional side
easement of approximately 9 Y2 feet to the curb line along the Wood Street side
of the property giving the vacant lot a spacious appearance.
Staff recommends approval of the Historic Overlay #HL12-04 to record the
history of the property and for the Historic Preservation Commission to have
input in future development of the property.

to be located at 708 East Texas Street, legally described as Block 107, Lot 9,

College Heights Addition, City of Grapevine. Joe Teakell is the owner of the
property and Jeremy Williams is the applicant for #CA12-29. Chairman Gilliam
called on David Klempin to present the case.
David Klempin said staff recommends the Historic Preservation Commission
approve with conditions Certificate of Appropriateness #CA12-29 for the
property located at 708 East Texas Street, legally described as Block 107, Lot 9,
College Heights Addition, City of Grapevine to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances),
as amended for the following items:
To construct a new period-style 1 Y2 story house with three-car garage as
per attached plans following the design guidelines established for the
property, with the conditions #HL12-04 be approved for the property and
all exterior materials, windows, doors and paint colors are to be approved
under a separate Certificate of Appropriateness.
Certificate of Appropriateness application #CA12-29 was submitted on June 13,
2012 by the applicant Jeremy Williams for the construction of a new 1 Y2-story
period-style house. The house has a unique side entry design allowing for a
private enclosed backyard space and garage access on Texas Street. The
house contains living areas and the master bedroom on the first floor and
children's bedrooms and in-law suite on the second floor. The house is designed
in the bungalow-style that was popular in the 1920s in Grapevine. The plans
have been prepared following the design guidelines established for the property.
The house will serve as the primary residence for the Williams family.
The site for this house is a vacant lot at the southeast corner of East Texas
Street and Wood Street in the College Heights Addition to the City of Grapevine
established in 1907. This lot remained vacant until the 1960's when the Gideon

the lot. The Gideon's remodeled the house to serve as their family home. In
2011 the current property owner donated the house to the City of Grapevine.

David said the new construction is a large sized house as needed for Jeremy and
Beth Williams, their three children who are home schooled and mother-in-law.
The front area of the property will be used for vehicle access allowing the rear
area for family garden space, with the main entry on the side of the house. David
noted this would be a great improvement for the long lot with an easement on
each side.
Chairman Gilliam called on Jeremy Williams to speak. Mr. Williams said as an
architect he has admired Grapevine's historic district and his family has lived in
Grapevine for the past eight years. Vick Cox asked if the property with the main

entry on the side would retain the Texas Street address, Ted Ware said the
postal service will determine the address. Margaret Telford asked about the
green space with David answering the proposed location would be needed for
children and of better use for the family.
Margaret Telford made the motion to close the public hearing. Ted Ware
seconded the motion which prevailed in the following vote:

Chairman Gilliam opened the Public Hearing for #CA12-30 for property located
at 120 South Main Street, #50, legally described as Block A, Lot 1, City of
Grapevine to take any necessary action. Chairman Gilliam called on David
Klempin to present the case.
David Klempin said staff recommends the Historic Preservation Commission
approve with conditions Certificate of Appropriateness #CA12-30 for the
property located at 120 South Main Street, legally described as Block A, Lot 1,
City of Grapevine to the Grapevine Historic Preservation Ordinance 91-73
(Appendix G — Grapevine Code of Ordinances), as amended for the following
items:
Install new outdoor dining area in rear of property to include a fenced
enclosure with gates, brick paving, and metal roof cover as per attached
plans with the condition that all exterior materials, components and paint
colors be staff approved under a separate Certificate of Appropriateness.
Certificate of Appropriateness application #CA12-30 was submitted on June 13,
2012 by Nate Cantrell, the building owner, to construct a new outdoor dining area
in the rear yard of the property to serve the Tap-In Grill & Pub. The attached
plans indicate construction of a fenced and gated enclosure, installation of brick
paving, and a metal roof cover. The exterior materials and details presented in
the plans follow the Design Guidelines established for Grapevine's Main Street
Commercial Historic District.
The dining area would extend across the area behind the Tap-In Grill and the
existing Grapevine Cigar tenant space. The parking area would be reconfigured

to allow for the dining area to be created without a loss of parking spaces for the
building.
Staff recommends approval of Certificate of Appropriateness #CA12-30 for the
new outdoor dining area with conditions that all exterior materials, components
and paint colors be staff approved under a separate Certificate of
Appropriateness.
Ted Ware asked the recommendation be changed from "with conditions" to read
"pending City Council approval" as the Commission will make their
recommendation and send on to City Council.

seconded the motion which prevailed in the following vote:

Monica Hotelling questioned the televisions mounted in the proposed outside
area as the Planning & Zoning Board carefully monitors outside speakers.

Chairman Gilliam opened the Public Hearing for #CA12-31 for the property
located at 105-107, 113-119, South Main Street. Chairman Gilliam called on
David Klempin to present the case. David said staff recommends the Historic
Preservation Commission approve with conditions Certificate of Appropriateness
#CA12-31 for the property located at 105-107 South Main Street, legally
described as A 946 Tr 7, 7A, 7B, 7C, 7D & 8, City of Grapevine, to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended for the following items:
Demolish the existing concrete block structures and replace them with a
new mixed-use retail office structure with the condition that the details of
the elevations, individual storefronts, materials, windows, doors and paint
colors be approved by the Commission on a separate Certificate of
Appropriateness.
Certificate of Appropriateness application #CA12-31 was submitted on June 13,
2012 by the applicant Fred Meyer to demolish the existing structures and replace
them with a new mixed-use retail/office structure as per the attached plans. The
property is located within the Main Street Commercial Historic District and is
currently landmarked. The existing painted concrete block buildings were

developed over a period of time in the 1970s in a piece-meal manner by the
previous owner. They feature metal mansard-style roofs that were popular in the
70's. Storefront windows and doors are simple aluminum units mounted into the
block walls. The buildings are non-contributing to the historic district and are in
fair condition.
The new structure would appear as several period-style buildings to reflect the
context of small scale retail buildings that are found along Main Street. Retail
tenant spaces are located on the ground floor with offices spaces above served
by an elevator. The building facade next to the Grapevine Subs is one-story in
height to help transition to the two-story buildings. An open air passage and
second floor balcony bisect the building structure along Main and Jenkins
Streets. Parking is located along Jenkins Street at the rear of the structure.
Chairman Gilliam called on the architect, Fred Meyer, to address the
commission. Mr. Meyer explained the site plan presented was for the orientation
of the buildings. The site plan showed the buildings divided down the center as
two separate buildings with all parking in the rear, similar to their current
Westwood Center in the 600 block of South Main Street. The front fagade would
look like three to four different buildings.
David Klempin showed the elevations as proposed. The feeling of the
commissioners was the rear elevation was considered monolithic with the
suggestion the facades from the front be continued on the rear (backside). The
outdoor seating was also questioned.
Chairman Gilliam asked if the site was large enough to accommodate two
buildings. Vice-Chairman Derr questioned a proposed retail site with reduced
parking, Monica Hotelling said the Planning & Zoning Commission could make
that decision. Chairman Gilliam called on Fred Meyer to address the questions.
Mr. Meyer said Gary Hazlewood had presented his concepts to the City Council
and they were very interested; the buildings were split-through to get people
parking in and out. Ted Ware questioned the aesthetics of the back of the
building; Vick Cox added the rear view was an entry to the City, and it needed to
be as attractive as possible. Fred Meyer said this was a concern for Gary
Hazlewood and this concern was open for the City's input, perhaps a welcome
sign or a parapet for Christmas displays.
Chairman Gilliam called for more discussion. The Commissioners agreed the
proposed concept was too sketchy to consider at this point. It is not possible to
tear down or demolish a structure until they provide more detail as to being a
period appropriate design for replacement on this site. Mr. Meyer was asked to
return with more specific plans to show the Commission; therefore #CA12-31
should be considered as tabled until the details were available for presentation.
Ashley Anderson made a motion to table the #CA12-31 to the July 2012 meeting
of the Commission. Margaret Telford seconded the motion which prevailed in a
