SUBJECT: AWARD OF ANNUAL CONTRACT RENEWAL OF BID 291-2007
FOR VARIOUS AGGREGATE MATERIALS
RECOMMENDATION:
City Council to consider an annual contract renewal to TXI, Inc., Hanson Aggregates,
U.S.Silica, Big Sandy Sand, and Top Way Properties for various aggregate materials.
Annual expenditures will be limited to the budgeted amount for this service.
FUNDING SOURCE:
Funds will be limited to the budgeted amount for the following accounts:
325-48899-415-06-0008 (Lease Fund/ Cap. Equip. Plan/ Infrast./ New Streets)
210-42205-340-2 (Lake Enterprise Fund/ Grounds Maintenance/ Course Maintenance)
100-42205-312-3 (General Fund/ Parks Maintenance/ Chemical Supplies)
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star Telegram on June 17, 2007 and June 24, 2007. The bid was opened
publicly on June 29, 2007.
The purpose of this bid was to establish annual fixed pricing for various types of
aggregate materials required on an as-needed basis by the Street Division and Parks
Department. Bids were sent to 11 contractors. Four contractors responded.
This bid requested fixed annual pricing (delivered and picked up) for 26 types of
aggregate material. Of the four vendors that responded to the bid, three offered pricing
as requested for both a delivered and picked up price. One vendor offered only delivered
pricing and that vendor was only low on two of the 26 items.
To insure the availability of supply, Staff recommended awarding primary contracts to
the lowest bids received for each item where both a delivered and picked up price was
bid. In addition, Staff recommended awarding secondary contracts to the vendors that
were second low bid.
Council initially approved contracts with TXI, Inc., Hanson Aggregates and Top Way
Properties on July 17, 2007. The contracts were for an initial one-year period with
options to renew for four additional one-year periods. If renewed, this would be the third
one-year renewal period.
All vendors have provided this service in the past with satisfactory results and agreed to
renew the contract at no additional change in pricing.
Staff recommends renewal of contracts to TXI, Inc., Hanson Aggregates, U.S. Silica, Big
Sandy Sand, TXI Coppell, and Top Way Properties for various aggregate materials that
each were low bid on as primary suppliers.
