The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday
evening, September 11, 2017 6:00 P.M. in the Planning and Zoning Conference Room,
2nd Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the
following members present to wit:
Debbie Holt Chairman
Ken White Vice-Chairman
George Dalton Member
John Sheppard Member
constituting a quorum with Secretary Tracy Dierolf and Alternate D. Todd Parrish
absent. Also present was City Council Representative Sharron Spencer and the
following City Staff:

CALL TO ORDER
Chairman Holt called the Briefing Session of the Board of Zoning Adjustment to order at
approximately 6:02 P.M.
NEW BUSINESS
Mr. Triplett briefed the Board of Zoning Adjustment regarding the items scheduled to be
heard in the regular public hearing.
ADJOURNMENT
With no further discussion, Ken White made a motion to adjourn. George Dalton
seconded the motion which prevailed by the following vote:
Ayes: Holt, White, Dalton, Sheppard
Nays: None
Absent: Dierolf, Parrish
The Briefing Session was adjourned at approximately 6:24 P.M.

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular
session, Monday evening, September 11, 2017 at 6:15 P.M., in the Council Chambers,
2nd Floor, 200 South Main Street, Grapevine, Texas with the following members
present:
Debbie Holt Chairman
Ken White Vice-Chairman
George Dalton Member
John Sheppard Member
constituting a quorum with Secretary Tracy Dierolf and Alternate D. Todd Parrish

CALL TO ORDER
Chairman Holt called the Public Hearing Session of the Board of Zoning Adjustment to
order at approximately 6:17 P.M.
PUBLIC HEARING
BOARD OF ZONING ADJUSTMENT CASE BZA17-09, COREY WALDROP, 1315
PINE STREET
The first item for the Board of Zoning Adjustment to consider was BZA17-09 submitted
by Corey Waldrop for property located at 1315 Pine Street Platted as Lot 3, Block 5,
Sky Harbor Addition.
Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming
use. The applicant requested a special exception allowing the existing residential
structure to remain as developed along with an expansion as shown on the plot plan.
Mr. Triplett explained that Staff found a special condition existed for the special
exception request. Specifically, the subject site was an existing developed lot, and the
existing structure was built in 1954 predating the City's first zoning ordinance adopted in
1955. The site was noncompliant with the current Zoning Ordinance (82-73) relative to
the required six-foot (6) side yard setback adjacent to the north and south property line
for the existing dwelling.
Mr. Triplett stated that the proposed expansion adjacent to the south property line and
the remodel adjacent to the north property line did not increase the level of non-
conformity of the subject site.
With no questions for Mr. Triplett, Trent Capps of 1071 Lake Carolyn Parkway Apt.
3019, Irving, Texas, took the Oath of Truth; he gave a brief presentation to the Board
and requested favorable consideration of his request and offered to answer any
questions of the Board.
Ken White asked Mr. Capps who started the work on the house. Mr. Capps stated that
the contractor had subbed the demo work out. George Dalton also asked Mr. Capps if
any structures had been constructed. Mr. Capps stated that nothing had been
constructed.
With no further questions for Mr. Capps, and no additional speakers, Ken White made a
motion to close the public hearing. John Sheppard seconded the motion which prevailed
by the following vote:
Ayes: Holt, White, Dalton, Sheppard
Nays: None
Absent: Dierolf, Parrish
Ken White made a motion that a special condition existed for the requested special

BOARD OF ZONING ADJUSTMENT CASE BZA17-10, KOSSE MAYKUS, 317 E.
FRANKLIN STREET
The next item for the Board of Zoning Adjustment to consider was BZA17-10 submitted
by Kosse Maykus for property located at 317 E. Franklin Street, platted as west 55 feet
of Lot 10 and 12 feet of closed alley, Block 33, City of Grapevine
Section 43.E.3., "Nonconforming Uses and Structures allows the Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming
use. The applicant requested the existing residential structure to remain as developed
along with an expansion as shown on the plot plan.

Mr. Triplett explained that Staff found a special condition existed for the special
exception request. Specifically, the subject site was an existing developed lot, and the
existing structure was built in 1944 predating the City's first zoning ordinance adopted in
1955. The existing dwelling did not comply with the current Zoning Ordinance (82-73)
relative to the required 30-foot front yard setback adjacent to East Franklin Street.
Mr. Triplett stated that the applicant intended to expand the existing residence from
approximately 1,143 square feet by adding an 842 square foot addition to the rear of the
subject site which included an expanded living area and an unenclosed covered patio.
On March 22, 2017, the Grapevine Historic Preservation Commission approved
CA17-26 to renovate the existing dwelling, including an expansion and a detached
garage.
With no questions for Mr. Triplett, Kosse Maykus of 421 Smith Street, Grapevine,
Texas, took the Oath of Truth; he gave a brief presentation to the Board and requested
favorable consideration of his request and offered to answer any questions of the
Board.
With no questions for Mr. Maykus, John Schober of 7600 Hunt Drive, North Richland
Hills, Texas, took the Oath of Truth; he stated that he owned the property across the
street at 314 E. Franklin Street, and was in favor of the project.
With no questions for Mr. Schober, Adam Troeger of 326 East Worth Street, Grapevine,
Texas, took the Oath of Truth; he stated that he owned the property directly behind the
subject lot at 326 East Worth Street, and was in favor of the project.
With no questions for Mr. Troeger and no additional speakers, Ken White made a
motion to close the public hearing. John Sheppard seconded the motion which prevailed
by the following vote:
Ayes: Holt, White, Dalton, Sheppard
Nays: None
Absent: Dierolf, Parrish

Session. John Sheppard seconded the motion.
