SUBJECT: AWARD OF ENGINEERING SERVICES CONTRACT — KUBOTA
DRIVE ROADWAY AND PEDESTRIAN LIGHTING
RECOMMENDATION:
City Council to consider
• Awarding an engineering services contract with Maldonado Burkett, Inc. in the
amount of $95,000.00 for design of roadway and pedestrian lighting along Kubota
Drive and Grapevine Mills Boulevard North.
• Adopting an ordinance amending the FY17 Capital Budget in an amount of
$95,000.00 for engineering services.
• Authorizing staff to execute said contract and take and necessary action.
FUNDING:
Funds will be available upon approval of the attached appropriation ordinance in account
178-78383-011. This appropriation will come from the 4B Capital Improvements Fund.
BACKGROUND:
Maldonado Burkett, Inc. was selected based on project experience, technical approach,
and their work with the City of Frisco on development of LED lighting standards for both
roadways and pedestrian walkways. The new lighting poles and LED fixtures will match
those used on Grapevine Bluffs apartments.
The project has three phases:
• Design package and construction administration for pedestrian and roadway
lighting along Kubota Drive and Grapevine Mills Boulevard North to SH 121.
• Design package and construction administration for converting the existing
roadway lighting along Grapevine Mills Boulevard North from FM 2499 to SH 121.
• Preparation of material specifications will be used for future roadway illumination
projects.
Staff recommends approval.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS;APPROPRIATING $95,000.00 IN THE
178 CAPITAL PROJECTS STREETS FUND FOR KUBOTA
DRIVE DESIGN AND ENGINEERING SERVICES,
APPROPRIATING $95,000.00 IN THE 4B CAPITAL
IMPROVEMENTS FUND AND TRANSFERING $95,000.00
FROM THE 4B CAPITAL IMPROVEMENTS FUND TO THE
178 CAPITAL PROJECTS STREETS FUND, DECLARING
AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to appropriate funds
for engineering services for the design of roadway and pedestrian lighting along Kubota
Drive and Grapevine Mills Boulevard North with Maldonado Burkett, Inc., and
WHEREAS, funding of $95,000.00 is available in the 4B Capital Improvements
Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference, as if copied in their entirety.
Section 2. That the City Council hereby appropriates $95,000.00 in the 4B
Capital Improvements Fund and transfers the amount from the 4B Capital Improvements
Fund to the Capital Projects Streets Fund.
Section 3. That the City Council hereby appropriates $95,000.00 in the Capital
Projects Streets Fund.
Section 4. That the fact that the present ordinance and regulations of the City
of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
