Gv� David Klempint Manager, Heritage Programs & Preservation September 20, 2017 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Grapevine Heritage Foundation Advisory Board met at 5:00 p.m. on Wednesday, September 20, 2017 in the Grapevine Convention & Visitors Bureau 2nd Floor Boardroom, 636 South Main Street, Grapevine, Texas 76051 for their regular scheduled monthly meeting. CALL TO ORDER Chairman Curtis Ratliff called the meeting to order at 5 p.m. II. CITIZEN COMMENTS There were no citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. 1 20 September 2017 September 20, 2017 II1. APPROVAL OF MINUTES Melva Stanfield made the motion to accept the minutes as written from the July 19, 2017 meeting. Becky Hummer seconded the motion, which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Franks, Hummer, Jensen and Perkins Nays: None Absent: (Stinson) OLD BUSINESS Vice Chairman Melva Stanfield reported Nash Farm volunteers were needed for the October 13 Barn Dance and October 14, 2017 Fall Round-Up!, she passed around a sign-up sheet for the board to volunteer for positions of servers for the box suppers; attendants for the S'mores and homemade pies baked in a glass dish. Volunteers are needed for the Fall Round-Up! as usual, this year will take on a County Fair theme with several new items as well as new organization and placement of old favorites. The Carnival Midway and competitions will include a Cake Walk, Rubber Chicken Throwing Contest, Bucket Brigade Races and more. She reminded the board of the great success of last year's Barn Dance with all ages attending and the great caller for the dance as she passed around the sign-up sheets. Chairman Ratliff called for any questions or comments; Council Liaison Mike Lease said he had an Emergency Medical Technician (EMT) scheduled to fill the position discussed last spring. Dr. Ratliff thanked him and called on Janet Perkins to present the membership report. Janet reported the GHF speakers board presented at Rotary, signing on three new members with one at the $500 level. Membership is now at 209 members and $850 was received in donations. Treasurer Balla Wright complimented the speakers committee on their success, saying "awesome job" and asked them to visit the Chamber meeting; Mike Lease agreed adding the AMBUCs meeting to the list. Treasurer Balla Wright reported sponsorships were sold out except for the new Carnival Games, Foodways programs and the animal exhibits at $500 each. Treasurer Wright's as of today Sponsorship sales were $6,050; the board was impressed with the amount. Managing Director of Operations Paula Newman reported the Palace Arts Center had a good GrapeFest with two shows, a brass music quintet and a string quartet and cartoons running the remainder of the time with up to 250 attending some of the shows. The copper in the Lancaster is scheduled to be cleaned in October and the heavy maintenance jobs in process will be finished; the carpet on the second floor will be replaced. The roof was evaluated with infrared testing and scored sound enough for restoration. Council Liaison Mike Lease asked for an update of the Rail Area at East Hudgins Street. Managing Director Newman said DART property west of Dooley Street had been acquired by the Grapevine Vintage Railroad. They are now building one line and an inspection pit; coaches will be delivered and off-loaded on track to assemble cars with a target date for construction completion at this time of October 11, 2017. 48 inch drainage pipe is being laid and tied in. 2 20 September 2017 September 20, 2017 Chairman Ratliff gave a shout-out to board member Frances Jensen for her work in introducing the Foundation's First Friday Movie Series each month, saying he had had lots of good reports,. Frances thanked him and said she had followed in the steps of the respected Arthur Emerson who she would like to meet and visit with. Chairman Ratliff said he had regular contact with Mr. Emerson and invited Frances to join them for a Saturday morning breakfast. NEW BUSINESS The Election of Officers was done by nomination and with a private ballot. Melva Stanfield was unopposed and elected to continue in the office of Vice Chairman; Balla Wright was unopposed and elected again to continue in the office of Treasurer; and Janet Perkins was nominated and voted into the office of Secretary. Chairman Ratliff called for a motion to approve. Sue Franks moved to approve the proposed officers as voted; Becky Hummer seconded the motion which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Franks, Hummer, Jensen and Perkins Nays: None Absent: (Stinson) David Klempin presented the Annual Main Street Review for the Grapevine Heritage Foundation's Purpose. He read the Foundation's Vision Statement to promote Grapevine's unique quality of life; to build upon its reputation for authentic preservation projects and educational programs protecting the City's heritage; and to bring to life its history for citizens and visitors. The Mission Statement: The Grapevine Heritage Foundation advocates the protection of Grapevine's unique heritage through the Main Street Program's Four Point Approach® of organization, design, economic restructuring and promotion to achieve its goals. And Core Values of: 1. How we treat people; 2. How we lead our employees; 3. How we manage our resources; 4. How we make decisions; and 5. How we confront challenges. Chairman Ratliff called for a motion to approve the Foundation's statements as presented. Janet Perkins moved to approve as presented; Melva Stanfield seconded the motion which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Franks, Hummer, Jensen and Perkins Nays: None Absent: (Stinson) The National Trust for Historic Preservation Annual Conference's group were able to sign up for all sessions requested and are ready for the November 14 — 17, 2017 conference in Chicago, Illinois. The Italian CarFest was a success with 90 entries and 3,000 attendees; the Eleventh Annual Candlelight Tour of Homes is progressing with the final two homes named; and the McPherson House is progressing with the brick 3 20 September 2017 September 20, 2017 located for the chimneys and now waiting on brick mason quotes. Money magazine's October issue named Grapevine in its "Top 20 as highest Quality of Life". DISTRIBUTION OF LIAISON REPORTS Convention & Visitors Bureau (CVB) — Paula Newman reported on the CVB August 17, 2017 board meeting. The Convention & Leisure Sales team had 69 sales leads with 92,000 potential room nights with a potential economic impact of $56,000,000. 13 groups were booked for 39,600 room nights, for an economic impact of$15,000,000. The Visitors Information Center, depot and museums welcomed almost 11,800 guests. 132,000 brochures were distributed locally, statewide and nationally. Destination Services assisted 10 groups representing 7,400 attendees for an economic impact of $6,000,000. Shuttle ridership is up 6.4 percent year to date. The Convention Center, Palace Arts Center and Concourse together, hosted 51 events and signed 52 new events for an economic impact of$775,000. The Grapevine Vintage Railroad had 28 excursions for a total of 4,789 riders in July. The marketing team had eight print trade publication insertions; print consumer publications had 22 insertions representing 2,100,000 circulating impressions; and online advertising had 194,000 impressions. Historic Preservation Commission (HPC) — David Klempin said the Historic Blevins House at 2060 Continental Avenue in Southlake had been donated to the City. The Queen Anne architecture will be an asset to the Historic Township. The house will be placed in line with the Deacon House but will face on to Wall Street. Update — Vice Chairman Stanfield confirmed the Grapevine Heritage Foundation's Annual Meeting as Thursday, November 9, 2017 at 5:30 p.m. VI.
