HomeMy WebLinkAbout1978-08-30.r - STATE OF TEXAS I COUNTY OF TARRANT I CITY OF GRAPEVINE I The Board of Zoning Adjustments met on this the 30th day of August, 1978 with the following persons in attendance: Jesse Woods James Buckner Jerry Spencer Charles Cox CALL TO ORDER Acting Vice -Chairman Member Member Member The meeting was called to order by Acting Vice -Chairman Jesse Woods. ELECTION - VICE-CHAIRMAN Member Jerry Spencer made a motion to nominate Jesse Woods as Vice -Chairman of the Board. The motion was seconded by Member Charles Cox and prevailed by the following vote: Ayes: Buckner, Spencer and Cox Nays: None Abstain: Jesse Woods Absent: A. J. Harper, Tommy Zimmerer PROCEDURAL GUIDELINES The next order of business was for the Board of Zoning Adjust- ments to consider adopting a set of procedural guidelines. Vice -Chairman Jesse Woods reviewed the Zoning Board of Adjust- ment Guidelines manual as prepared by North Central Texas Council of Governments'and suggested that it be revised to conform with our city ordinance, and then adopted by the Board. He further stated that proper procedure should begin with a denied building permit which would then be forwarded to the secretary to be processed for Board consideration. Mr. Woods then advised that following Board action the entire file (or a copy thereof) should be provided the Building Inspecttion Department for future reference. The general concensus was that the other Board members were in agreement with Mr. Woods' suggestions. After a lengthy dicussion, Member Jerry Spencer made a motion to authorize the City Secretary to confer with the City Attor- ney in reviewing the manual and consider it for adoption at the next meeting. The motion was seconded by James Buckner and prevailed by the following vote: Ayes: Woods, Buckner, Spencer and Cox Nays: None Absent: Harper and Zimmerer APPLICATION FORM The next order of business was for the Board to consider a new application form to request a hearing before the Board. Vice -Chairman Jesse Woods provided members with a sample applica- tion form and a letter he had prepared for the purpose of ad- vising an applicant of proper procedure for a hearing before the board. Member Jerry Spencer made a motion to readopt the letter contingent upon the title being changed from "To: Applicant for an appeal before the Board of Zoning Adjustments" to "To: Applicant for a building permit requiring a variance." It was then suggested that a paragraph be added to the letter explaining the 90 day time limit following approval of the applicat6on. Mr. Spencer withdrew his prior motion. After a short discussion relative to the application form,, Member Spencer made a motion to instruct the City Secretary to revise the letter and application form as per previous discussion and present both for consideration at the next meeting. The motion was seconded by Member James Buckner and prevailed by the following vote: Ayes: Woods, Spencer, Buckner and Cox Nays: None Absent: Harper and Zimmerer Member Charlie Cox then made a motion to schedule the next board meeting for September 27, 1978. The motion was seconded by Member Jerry Spencer and prevailed by the follow- ing vote: Ayes: Woods, Spencer, Cox and Buckner Nays: None Absent: Zimmerer and Harper There being no further business to come before the Board, Member James Buckner made a motion to adjourn.
