CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas,
met in regular session, Tuesday Evening, January 21, 1992 at 7:30
p.m., in the Conference Room, Room # 204, 307 West Dallas Road,
Grapevine, Texas, with the following members present to wit:

Chairman, Ron Cook called the meeting to order at 7:30 p.m.
NEW BUSINESS
DEED RESTRICTIONS FOR HIDDEN LAKE ESTATES PHASE I AND II SUBMITTED
BY MR. DON HERZOG.
First the Commission was to consider, and make recommendation to
the City Council the Deed Restrictions for Hidden Lake Estates
Phase I and II, submitted by Mr. Don Herzog.
After a brief discussion by members and staff a motion by Cathy
Martin, and second by Darlene Freed was to recommend the City
Council approve the request with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Meyer, Freed, Young and Stamos
Nayes: None
Absent: None

TREE REMOVAL PERMIT TR92-01 SUBMITTED BY DAVID WEEKLEY HOMES FOR A
LOT LOCATED AT 1914 WATERFORD DRIVE (LOT 21R, BLOCK 4, SAYBROOKE
ADDITION).
Next for the Commission to consider was Tree Removal Permit TR92-
01, submitted by David Weekley Homes.
Representative for David Weekley Homes, Mr. Rusty Saur, stated he
would like to remove eleven or twelve trees from the back of the
lot, outside the building area, because of the severe drop in the
back yard, which would have to be filled, and he did not want to
replace any trees.
Planner, Raylene Collins stated that Staff feels it would be
possible to save trees by welling around them and that the
developer of the subdivision had removed trees in other areas of
the subdivision but felt builders could build in this area without
removing trees. Mrs. Collins also stated that Staff suggested the
builder replace any trees that are removed.
A motion by Steve Stamos, and second by Cathy Martin was to deny
the request for tree removal.
Senior Civil Engineer, Larry Frassinelli stated that Mr. Saur
should resubmit a more overall site plan showing not only this lot,
but the rest of the block.
After much discussion, Mr. Stamos withdrew his motion for denial,
and Mrs. Martin withdrew her second.
A motion by Curtis Young and second by Darlene Freed was to approve
the tree removal with the stipulation that the builder replace the
trees on a 1 to 1 ratio of all inches removed on this lot and that
the replacement inches would not include the trees required for
TR90-01.
Ayes: Cook, Oliver, Martin, Meyer, Freed, Young and Stamos
Nayes: None

FINAL PLAT OF BEAR RUN ADDITION
Next for the Commission to consider and make recommendation to the
City Council was the Final Plat of Bear Run Addition.
The property is located on the east side of State Highway 121,
south of State Highway 360 and north of the Saybrook Addition,
Glade Crossing IV Addition and Glade Crossing III Addition.
Director of Parks and Recreation Mark Mailes advised that open
space of 2.888 acres had been donated.

After a brief discussion, a motion by Ery Meyer and a second by
Curtis Young was to approve the Final Plat of Bear Run, with the
prevailing vote as follows.
Ayes: Cook, Oliver, Martin, Meyer, Freed, Young and Stamos
Nayes: None
Absent: None
PRELIMINARY PLATOFWINDSOR FOREST ADDITION:
Next for the Commission to consider and make recommendation to the
City council was the Preliminary Plat of Windsor Forest Addition.
The property is located on the south side of Parr Lane, east of
Parr Road and west of Heritage Avenue.
After a brief discussion, a motion by Darlene Freed and a second by
Ery Meyer was to approve the Preliminary Plat of Windsor Forest
Addition with the prevailing vote as follows.
Ayes: Cook, Oliver, Martin, Meyer, Freed, Young and Stamos
Nayes: None
Absent: None
APPROVAL OF MINUTES OF DECEMBER 17 1992
Motion by Ery Meyer, a second by Curtis Young to approve the
December 17, 1992 minutes as amended.
Ayes: Cook, Oliver, Meyer, Freed, Young and Stamos
Nayes: None
Absent: None
Abstained: Martin
ADJOURNMENT:
With no further business for the Commission to consider, a motion
by Larry Oliver and second by Cathy Martin was to adjourn the
meeting at 8:30 P.M., with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Meyer, Freed, Young and Stamos
Nayes: None
