HomeMy WebLinkAbout1992-04-21STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint Public Hearing with the City Council, on this the 21st day of April 1992, in the City Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Ron Cook Larry Oliver Ery Meyer Darlene Freed Curtis Young Cathy Martin Chairman Vice Chairman Member Member Member Member constituting a quorum, with member Steve Stamos, absent, and the following City Staff: H.T.(Tommy) Hardy Greg Wheeler Marcy Ratcliff Ray Collins Carol Baron Larry Frassinelli Patrick Diviney CALL TO ORDER Director of Community Development Building official Planner Planner Secretary Sr. Civil Engineer Civil Engineer Mayor Pro -Tem Ted Ware called the joint meeting to order at 7:45 P.M., and Chairman, Ron Cook called the Commission's session to order at 8:00 P.M. INVOCATION Commission Member, Larry Oliver offered the Invocation. PRESENTATION• 1. Mayor Pro -Tem Ted Ware introduced Whitney and Meredith Ritter, of the Texas Girls Choir. The girls accepted a proclamation declaring Texas Girls Choir day to be May 2, 1992. 2. Mayor Pro -Tem, Ted Ware presented certificates of Appreciation to the 1992 Capital Improvements Bond Committee, from the City of Grapevine. JOINT PUBLIC HEARING: il REPLAY OF LOTS -R AND 7B -R, BLOCK 5 OF THE RIDGECREST ADDITION: First on the Agenda for the Commission to consider and make recommendation to the City Council was the request to replat lots 7A -R and 7B -R, Block 5 of the Ridgecrest Addition. In the public hearing, Planner, Larry Frassinelli advised that the .1644 acre lot zoned R-3.5, Two -Family District Regulations is located north of College Street, south of Wall Street and west of Dogwood Drive on Evergreen Court. Mr. Frassinelli then introduced Mr. Tim Lancaster to answer any questions. The Council asked why the lots needed to be replattedl Mr. Lancaster stated he wanted to build townhouses on the lots and already has customers who want to buy the townhouses. He stated that the quality of work will be the same as his past work, and that the townhouses will have firewalls. With no other questions from the Commission or Council, no guests to speak and no letters or petitions, the public hearing was then closed. In the Commission's deliberation session, with no discussion or comments/ Commission member Cathy Martin's motion and Larry Oliver's second was to recommend approval of Zoning Application Z92-01, with the prevailing vote as follows: Ayes: Cook, Oliver, Meyer, Martin, Young and Freed Nayes: None Absent: Stamos REPLAT OF LOT 18,R -BLOCK-3, PLACID PENNINSULA: At this point, Mayor Pro -Tem, Ted Ware noted that the replat of Lot 18R, Block 3, Placid Penninsula was withdrawn. END OF JOINT PUBLIC HEARING ZONE CHANGE APPLICATION 92-01. SUBMITTED BY MATTHEW GOODWIN: Next for the Planning and Zoning Commission to consider and make recommendation to the City Council was Zone Change Application 92- 01, submitted by Mr. Matthew Goodwin, of Goodwin and Marshall, Inc. The property is located at 3210 Parr Lane, east of Parr Park, north of the O'Dell Subdivision, west of Western Oaks Subdivision and contains 6.38 acres. The property has 369 feet of frontage on Parr Lane. In the March 24, 1992 meeting, the Commission tabled the request to rezone the property to R-12.5 Single Family. The adjacent property owners in the Western Oaks Addition expressed concern with Mr. O� Goodwin's plans since they had not seen the proposed lot layout. Their main concern was with the size of the proposed lots adjacent to their 11R-2011 lots. The Commission had suggested that the applicant look at the size of the proposed lots adjacent to Western Oaks and talk with the adjacent property owners in Western Oaks. The applicant in response to the suggestions from the Commission sent letters to the adjacent homeowners explaining the proposed' rezoning, and lot sizes and there had been no response. Staff stated, they had no response from anyone. The letter also stated that Zone Change 92-01 was tabled on the April 21, 1992 Planning and Zoning Commission meeting. There was some concern because the date in the letter showed the wrong meeting date, it should have been shown tabled as March 24, 1992, but Commission Members noted that if anyone had wanted to respond they could have done so by now. At this point, a motion by Curtis Young and a second by Darlene Freed was to recommend that Z92-01 be approved, with the prevailing vote. Ayes: Cook, Oliver, Meyer, Young and Freed Nayes: None Absent: Stamos Abstain: Martin PRELIMINARY PLAT OF WINDSOR FOREST EAST SUBMITTED BY GOODWI : MATTHEW Next for the Commission to consider and make recommendation the City Council was the Preliminary Plat of Windsor Forest East, submitted by Mr. Matthew Goodwin. Senior Civil Engineer, Larry Frassinelli stated that the property is located on the south side of Parr Lane, east of Parr Road and west of Heritage Avenue. The existing zoning is R-201 Single Family Residential, the proposed zoning (Z92-01) is R-12.5, Single Family Residential. The property consists of 6.381 acres, , with 15 In a brief discussion, the Commission members expressed concern about drainage, and streets for the proposed sub -division. A motion by Curtis Young with a second by Ery Meyer was to recommend approval for the Preliminary Plat of Windsor Forest East, with the prevailing vote as follows: K Ms. Ratcliff also stated the Texas Midwest Chapter of the American Planning Association is having a Planning & Zoning Workshop on June 29th, at the Brookside Convention Center. ADJOURNMENT• With no further business for the Commission to consider, a motion by Larry Oliver and second by Cathy Martin was to adjourn the meeting at 8:30 P.M., with the prevailing vote as follows: Ayes: Cook, Oliver, Meyer, Martin, Young, and Freed Nays: None Absent: Stamos PASSED AND APPROVED BY THE PLANNING AND CITY OF GRAPEVINE, TEXAS, ON THIS THE _ 1992.
