CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met Tuesday
evening, October 20, 1992, at 6:30 p.m., in the Conference Room #204, Police
Building, 307 West Dallas Road, Grapevine, Texas, with the following members
present to wit:

Mayor, William D. Tate called for an emergency resolution to hold public hearing in
lieu of posting proper notice at City Hall. Mayor Tate called the Joint Public Hearing
to order at 7:45. Ron Cook, called the emergency session of the Planning & Zoning
Commission to order at 8:30 p.m.
INVOCATION:
Commission member Larry Oliver offered the invocation.
First on the Agenda for the Commission to consider, and make a recommendation to
the City Council was Zone Change Application 92-07, submitted by Thomas Crown
of CMPA, INC.
In the public hearing, City Planner, Marcy Ratcliff, stated the applicant is requesting
to rezone 215 W. College Street, currently zoned "R-TH" Townhouse, to "CBD"
Central Business District. Thomas Crown and John Burroughs were representing
CMPA, INC. No guests were present to speak to the case. City Secretary, Linda
Huff, read two letters of response on the case.
Ron Cook of The Planning and Zoning Commission questioned the square footage of
the property and stated that it might better be suited to zoning "PO" Professional
Office rather than "CBD". Marcy Ratcliff replied the lot size did not meet the
minimum district size of "PO" Professional Office.
With no one wishing to speak for or against Z92-07, the public hearing was closed.

comply with the wishes of the neighbors by putting up a six foot privacy fence.
A motion by Curtis Young, and a second by Marvin Balvin, was to recommend
approval of the request for Zone Change Application Z92-07 with a requirement to
install a screening fence along the side and rear property line.

Next for the Commission to consider and make a recommendation to the City Council

In the public hearing, City Planner, Marcy Ratcliff, advised that the applicant is
requesting a conditional use permit to allow for possession, storage, retail sale and on -
premise and off -premise consumption of alcoholic beverages (mixed beverages, wine
and beer) at all terminals; 2E, 2W, 3E, and 4E of Dallas/Fort Worth International
Airport which is currently zoned "GU" Governmental Use District.
With no questions or guests to speak and no letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, there were question regarding patrons ability
to move about the terminal areas with alcoholic beverages.
A motion by Cathy Martin and a second by Darlene Freed was to approve CU92-13
as submitted, and the waiver to specific requirements of Section 47.E.2. pursuant to

Section 47.F of Ordinance No. 82-73, as amended, with the prevailing vote as
follows:
Ayes: Cook, Oliver, Martin, Balvin, and Freed
Nays: None
Abstention: Young

HISTORIC LANDMARK DESIGNATION APPLICATION 92-03 SUBMITTED BY THE
GRAPEVINE HISTORIC PRESERVATION COMMISSION:
Next for the Commission to consider and make recommendation to the City Council,
was the Historic Landmark District Application 92-03, submitted by the Grapevine
Historic Preservation Commission.
In the Public Hearing, Director of Community Development, Tommy Hardy, advised
the properties to be considered as a Historic Landmark Overlay District are located in
the entire 100, 200, 300 (except for the Palace Theater), and east 400 Blocks of
South Main Street.
After presentation by Ron Emrich, Director of the Grapevine Heritage Foundation,
guests Pat Crenshaw, Marion Brekken, Maria Stewart, Brad Fisher, Lynn Phillips,
Robin Owens, Isaac Gregory spoke in favor of the Historic Landmark District. Craig
Johnson spoke in opposition. Linda Huff read three letters opposing the district.
In the Commission's deliberation session, Ron Emrich, Heritage Foundation Director,
discussed criteria standards regarding architectural design and restoration of existing
buildings and any proposed new construction.
Following brief deliberations, a motion by Darlene Freed, with a second by Curtis
Young, was to approve the Historic Landmark Designation application as submitted,
with prevailing vote as follows:

Cook, Oliver, Martin, Young, Balvin and Freed
Nays:
None
Absent:
Stamos
FINAL PLAT OF LOT 1, BLOCK 1 WESTCHESTER PLACE
Next for the Commission to consider was the final plat of Lot 1, Block 1, Westchester
Place.
Civil Engineer, Patrick Diviney, stated there were no changes from preliminary plat as
submitted.

With a motion by Curtis Young and a second by Darlene Freed to approve plat as
submitted the prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin and Freed
Nays: None

FINAL PLAT OF LOTS 1-1 1,....BLOCK...-1, GREEN MEADOW ESTATES
Next for the Commission to consider was the final plat of Lots 1-11, Block 1, Green
Meadow Estates.
Civil Engineer, Patrick Diviney, stated there was a new owner on the property, but
there were no other changes.
Cathy Martin made the motion, with a second by Curtis Young, to approve the plat
as submitted. The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin and Freed
Nays: None

In the Public Hearing, Director of Community Development, Tommy Hardy presented
the proposed amendments relative to a winery in Section 12, Definitions, Section 25,
"CC" Community Commercial, Section 29, "HCO" Hotel Corporate Office, and Section
31, "Ll" Light Industrial District Regulations of the Grapevine Comprehensive Zoning
Ordinance 82-73, as amended, Appendix "D" of the Grapevine City Code.
Isaac Gregory spoke in favor of a winery use for the districts as submitted.
In the Commission's deliberation session, members further discussed amendments
proposed for a winery. Tommy Hardy explained that a winery would be a Conditional
Use in all of the sections discussed and would need to be approved by the
Commission at the time of application. Discussion ensued on the merits of whether
a winery was an appropriate use to be listed in the "HCO" Hotel Corporate Office
District.
Curtis Young made the motion with a second by Marvin Balvin to approve the

amendments to the Zoning Ordinance 82-73, Section 12, Definitions, Section 25,
Community Commercial and Section 31, Light Industrial, relative to wineries. The
prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, and Freed
Nays: None
Absent: Stamos
It was further moved by Curtis Young to approve the amendments to Ordinance 82-
73, Section 29 "HCO" Hotel Corporate Office, with a second by Marvin Balvin and the
prevailing vote to deny was:
Ayes: Young, Balvin, Freed
Nays: Cook, Martin, Oliver

PROPOSED AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 AS
AMENDED, APPENDIX D RELATIVE TO PERSONAL CARE FACILITIES•
City Planner, Marcy Ratcliff, explained staff had proposed specific amendments as
directed at the September 29th workshop to Section 12, Definitions, Section 21, R-
MF -1 Multi -Family, Section 22, R -MF -2 Multi -Family, Section 24, Neighborhood
Commercial Section 27, Professional Office, and Section 56 Off -Street Parking
requirements relative to Personal Care Facilities.
Mr. J. C. Jones, who requested amendments regarding Personal Care Facilities, made
suggested amendments to Staff's original proposed amendments. The draft
amendments dated October 20, 1992 reflect Mr. Jones suggestions specifically in
Section 12, Definitions, Section 21, R -MF -1 Multi -Family, and Section 22, R -MF -2
Multi -Family for design requirements identical to day care centers.
After discussion by the members of the Commission regarding these changes it was
moved by Cathy Martin, with a second by Darlene Freed, to authorize staff to set a
public hearing for the proposed amendments on November 17, 1992. The prevailing
vote was as follows:

MISCELLANEOUS REPORTS
The next workshop meeting of the Planning and Zoning Commission will be held on
Tuesday, January 26. 1993.

Marcy Ratcliff reported there will be a short course on Planning and Zoning for Public
Officials on Tuesday, November 17, 1992 in Richardson, Texas for interested
members.
APPROVAL OF MINUTES OF THE PLANNING AND. ZONING MEETING OF SEPTEMBER
18, 1992 AND APPROVAL OF THE MINUTES OF THE PLANNING AND ZONING
WORKSHOP OF SEPTEMBER 29, 1992..
A motion by Marvin Balvin with a second by Curtis Young was to approve the minutes
of the September 18, 1992 meeting as amended with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, and Freed
Nays: None
Absent: Stamos
A motion by Cathy Martin and a second by Darlene Freed was to approve the minutes
of the September 29, 1992 workshop meeting as written with the prevailing vote as
follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, and Freed
Nays: None

With no further business for the Commission to consider a motion by Larry Oliver and
a second by Cathy Martin was to adjourn the meeting at 9:30 PM , with the prevailing
vote as follows:
