HomeMy WebLinkAbout1992-12-08STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission Workshop Meeting of the City of Grapevine, Texas, met Tuesday evening, December 8, 1992, at 6:30 p.m., in the Conference Room #204, Police Building, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Ron Cook Catherine Martin Curtis Young Marvin Balvin Steve Stamos Darlene Freed Sharron Spencer Will Wickman Chairman Member Member Member Member Member City Council Representative City Council Member constituting a quorum, and the following city staff: H. T. (Tommy) Hardy Marcy Ratcliff Ray Collins Teresa Wallace CALL TO ORDER: Director of Community Development Planner Planner Secretary After dinner, Chairman, Ron Cook called for a motion to hold an emergency meeting in lieu of proper posting of agenda notice. With a motion by Cathy Martin and a second by Curtis Young to approve an emergency meeting to consider the findings of the State Highway 121 Corridor Study by Dan Boutwell of Planning Resources Group, Inc., the prevailing vote was as follows: Ayes: Cook, Martin, Young, Balvin, Freed, and Stamos Nays: None Ron Cook, Chairman, called the meeting to order at 6:30 p.m. NEW BUSINESS: Tommy Hardy, Director of Community Development, introduced Mr. Dan Boutwell of Planning Resources Group, Inc. to explain the draft of the State Highway 121 Corridor 1 Land Use Study. Mr. Boutwell began with an overview of the State Highway 121 land use as currently zoned. He explained to Commission Members the approach he used in determining his proposals for the corridor. In the study he showed present zoning, existing land use, noise impact from the airport, and compatibility. Mr. Boutwell explained commercial development usually occurred at major intersections of thoroughfares, referring to Glade Road, Hall - Johnson Road and State Highway 121 called nodes from high intensity commercial uses to single family residential and use multi -family districts as buffers. Larry Oliver arrived during the presentation by Dan Boutwell approximately at 7:00 PM. After the presentation from Dan Boutwell, Director of Community Development, Tommy Hardy asked members of the Commission for feed back on what land uses were most appropriate for the properties within the Corridor Study. The Planning and Zoning Commission had received a draft copy of the State Highway 121 Corridor Land Use Study on December 3, 1992 to review the Study prior to the Workshop. The major discussion focused on Figure 7, Proposed Land Use Plan. Curtis Young led the discussion with comments from the Commission regarding lack of initial input from Commission Members prior to the study. Tommy Hardy, Community Development Director, relayed to the Commission Members that the City Council had many concerns on the best use of the land in the State Highway 121 Corridor Area and had requested that a study be commissioned for the future development of the area. Group discussion led to the following revisions from the Commission on Figure 7, Proposed Land Use Plan. Site numbers taken from Figure 6, Ownership Map. SITE NO. REVISED CHANGES 1 This tract to remain Low Density Residential. 2 This tract to become Low Density Residential. 3 This tract to become Commercial. 4. Dan Boutwell was instructed to make the revisions to the proposed land use map made by the Commission and return to Staff before the Public Hearing on December 15, 1992. Although no action was anticipated, a presentation by Dan Boutwell would be made at the hearing as planned. Steve Stamos left the meeting at 7:50 p.m. Further consideration of the Corridor Study prompted Commission Members to question the need for additional studies on the northern corridor of State Highway 121 3 and the recently opened extension of State Highway 360. It was decided by the Commission to place the Corridor Study on the January 26, 1993 workshop agenda for further consideration or revisions and make a recommendation to City Council for the February 16, 1993 meeting. During deliberations regarding miscellaneous items, Marcy Ratcliff, City Planner, suggested that the Commission might also consider discussing the Commission's abilities in reviewing plats and concept plans of large commercial tracts. With no further business for the Commission to consider a motion by Larry Oliver and a second by Marvin Balvin was to adjourn the meeting, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Freed, Balvin Nays: None Absent: Stamos PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS, ON THIS THE Y/_,,._DAY OF JANUARY, 1993.
