HomeMy WebLinkAbout1993-01-19STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint Public Hearing with the City Council, on this the 19th day of January, 1993, in the City Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Ron Cook Larry Oliver Catherine Martin Curtis Young Marvin Balvin Darlene Freed Steve Stamos Chairman Vice Chairman Member Member Member Member Member constituting a quorum, and the following city staff: H. T. (Tommy) Hardy Greg Wheeler Ray Collins Teresa Wallace Larry Frazzinelli David Nighswonger CALL TO ORDER: Director of Community Development Building Official Planner Planning Secretary Senior Civil Engineer Civil Engineer Mayor, William D. Tate called the Joint Public Hearing to order at 7:55 P.M. Ron Cook, called the Planning & Zoning Commission to order at 8:05 P.M. INVOCATION: Commission Member Larry Oliver offered the invocation. JOINT PUBLIC HEARING: First on the Agenda for the Commission to consider, and make a recommendation to the City Council was replat of lots 211 & 3R, Block 2, Clearview Park Addition. In the public hearing City Engineer, Larry Frazzinelli presented the replat request located south of Lancaster Drive and west of Hudgins Drive. Mayor Tate asked if any guests were present to address the case. With no response, the public hearing was closed. 1 In the Commission's deliberation session a motion by Cathy Martin, and a second by Steve Stamos was to recommend approval of the replat with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Stamos, Freed Nays: None REPLAT OF GLADE MEADOWS SUBDIVISION: Next on the agenda for the Commission to consider, and make a recommendation to the City Council was the replat of Glade Meadows Subdivision. Larry Frazzinelli presented the replat application request filed by G Development, Inc. for the Glade Meadows Subdivision located north of Glade Road between Mulberry Boulevard and Baze Road. With no guests to speak and no written response, the public hearing was closed. In the Commission's deliberation session a motion by Marvin Balvin, and a second by Darlene Freed was to recommend approval of the replat with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Stamos, Freed Nays: None CONCEPTUAL PLAN FOR TOWNE CENTER ADDITION NO. 2 Tommy Hardy, Director of Community Development, introduced Mike Bailey of Cencor Realty to present their conceptual layout of the Towne Center Addition No. 2. and answer any questions from the commission. Mike Bailey introduced Charles Hodges, Project Engineer who took questions regarding the detention ponds on the property explaining their impact on the storm drainage. Interest was expressed in the amount of parking shown for the number of pad sites available as possible restaurants and retail stores on the project. Traffic circulation was also addressed within the center. CONCEPTUAL PLAN FOR THE CROSSROADS OF D.FW ADDITION Director of Community Development, Tommy Hardy, introduced Jim Mason and Ulys Lane to address any question in regard to the CrossRoads of DFW Addition. Commissioners expressed concerns about the drive cuts for each pad site fronting on State Highway 114 and William D. Tate Avenue. It was explained that the drive cuts had been submitted to the Texas Highway Department at the beginning of the project, and that most major retail users require individual drive cuts in this type of development. The Commissioners requested that traffic be directed internally where possible to CrossRoads Drive, and consider having less drive cuts on William D. Tate. N MISCELLANEOUS REPORTS The Commission received a report from the Ad Hoc Committee on Radio and Television Antennas stating that they were close to an agreement on height and location of antenna poles for operators. A motion by Steve Stamos, and a second by Curtis Young, to approve the minutes of the December 8, 1992 Planning and Zoning Meeting, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos Nays: None APPROVAL OF MINUTES OF THE PLANNING & ZONING MEETING OF DECEMBER 15 1992: A motion by Marvin Balvin, and a second by Darlene Freed, to approve the minutes of December 15, 1992 Planning and Zoning Meeting, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos Nays: None ADJOURNMENT: With no further business for the Commission to consider a motion by Marvin Balvin and a second by Darlene Freed was to adjourn the meeting at 8:45 PM , with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos Nays: None 3 PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE DAY OF FEBRUARY, 1993.
