HomeMy WebLinkAbout1993-01-26STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission Tri -Annual Workshop Meeting of the City of Grapevine, Texas, met Tuesday evening, January 26, 1993 at 6:30 p.m., in the Conference Room #204, Police Building, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Ron Cook Larry Oliver Curtis Young Marvin Balvin Steve Stamos Darlene Freed Sharron Spencer Will Wickman Chairman Vice Chairman Member Member Member Member City Council Representative City Council Member constituting a quorum, member Cathy Martin was absent, and the following city staff: H. T. (Tommy) Hardy Ray Collins Teresa Wallace CALL TO ORDER: Director of Community Development Planner Planning Secretary After dinner, the Planning and Zoning Commission reconvened in room #205 where Chairman Ron Cook called the meeting to order at 7:10 P.M. to further consider the State Highway 121 Corridor Study. NEW BUSINESS: In an opening statement, Chairman Ron Cook commented to those in attendance, homeowners and developers, that the purpose of tonight's workshop meeting was to address the land use map for future development along State Highway 121. Also, he noted that changes to the zoning map were not anticipated and would not be addressed in the meeting. Director of Community Development, Tommy Hardy, presented three large colored maps showing the current adopted land use, current zoning, and proposed land use in the study area. In response to homeowners questions regarding the need for change, Tommy Hardy stated that the Master Plan adopted in 1984 has not been consistent with the zone change requests in the past, and focus was presently being 1 directed to see if the Master Plan was correct, or if changes were necessary in order to give developers direction on the land use in the study area. Many of the homeowners in attendance expressed concerns over property values with multifamily uses adjoining single family areas in which they lived. Another concern expressed was the proximity of commercial land use across the street from a school. Developers, Dick LeBlanc of Hall -Johnson Partnership, Inc. representing the tract north of Hall -Johnson Road, and Don Grantges of Baja Development representing the tract south of Western Oaks Drive were given the opportunity to discuss their plans to develop their adjoining property. Commissioners requested they work together to present a plan that will address transitioning of land uses to buffer currently developed single family residential in the area. Joe Moore, Interim Director of Parks and Recreation, spoke regarding the importance of the Big Bear Creek flood plain as a watershed and wildlife area for the City of Grapevine. He discussed the green belt areas on the map as possible uses for parks and nature trails. Commission directed staff to redefine the flood plain area of Big Bear Creek and shade those areas on the land use map in green showing the Memorial Baptist Church property and the tract across the freeway at the intersection of State Highway 121 East and State Highway 360. Beginning at a point on the west side of State Highway 121 at Mustang Drive moving south to Glade Road turning north to the east side of the study area, Commission members addressed each tract to consider any proposed changes they deemed CommissionMENEM The •• staff to further redefines • •areas: 1. Lightner tract at State Highway 121 and Timberline Drive as Commercial 2. Indicate the developable area in Big Bear Creek flood plain area within Memorial Baptist Church property and property behind Los Robles Estates. 3. Indicate the vacant area between Western Oaks Drive and Hall -Johnson Road fronting on William D. Tate to identify low density residential primarily west of a line established at the west property line of the cemetery property with the line narrowing as it gets to Western Oaks Drive. 4. Indicate north and south nodes of Western Oaks Drive as low intensity commercial. 5. Indicate industrial/commercial tract planning area at William D. Tate at State Highway 360 as all open space except for the Henry C. Beck property. 2 Chairman Ron Cook called for a report from the Ad Hoc Radio and Television Antenna Committee. Marvin Balvin indicated that the final report was not ready at this time but that they would be making a recommendation soon. ADJOURNMENT: With no further business for the Commission to consider a motion by Larry Oliver and a second by Marvin Balvin was to adjourn the meeting, with the prevailing vote as follows: Ayes: Cook, Oliver, Nays: None Absent: Martin Young, Freed, Balvin, Stamos PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS, ON THIS THE /4'',L.
