HomeMy WebLinkAbout1993-02-16STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint Public Hearing with the City Council, on this the 16th day of February, 1993, in the City Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Ron Cook Larry Oliver Catherine Martin Curtis Young Marvin Balvin Darlene Freed Steve Stamos Chairman Vice Chairman Member Member Member Member Member constituting a quorum, and the following city staff: H. T. (Tommy) Hardy Greg Wheeler Ray Collins Teresa Wallace Larry Frassinelli David Nighswonger Director of Community Development Building Official Planner Planning Secretary Senior Civil Engineer Civil Engineer Mayor William D. Tate called the Joint Public Hearing to order at 7:35 P.M. Chairman Ron Cook called the Planning & Zoning Commission to order at 7:55 P.M. INVOCATION: Commission Member Steve Stamos offered the invocation. CONDITIONAL USE APPLICATION 92-25 WILLIAMSON WICKMAN: First on the Agenda for the Commission to consider and make a recommendation to the City Council was Conditional Use Application CU92-25 filed by Williamson Wickman. In the public hearing, Community Development Director, Tommy Hardy, advised that Will Wickman had asked that the application be tabled. No questions were brought by Commission members. Mayor Tate asked if any guests were present to address the case. With no guests to speak, and no written response, the public hearing was closed. In the Commission's deliberation session, a motion by Curtis Young, and a second by Marvin Balvin was to recommend tabling action on the request with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Stamos, Freed Nays: None ZONE CHANGE APPLICATION 93-02 SPG REAL ESTATE SERVICE. Next on the agenda for the Commission to consider and make a recommendation to the City Council was the zone change request filed by SPG Real Estate Services. Tommy Hardy introduced Allen English to answer questions regarding the concept plan and alignment of the road through the development. With no guests to speak and no written response, the public hearing was closed. In the Commission's deliberation session, discussion ensued over the road through the development and the need to have it align with the existing road right-of-way of Tanglewood Drive south of Mustang Drive. Screening was also considered essential to the development. A motion by Marvin Balvin was to accept the zone change as requested with screening on the north, east, and south sides. The motion did not receive a second and the motion died. A motion by Steve Stamos was to deny the case based on the following: the roadway needs to meet existing right-of-way, and the concept plan shows community commercial use when the applicants are speaking about possible multi -family development. The motion did not receive a second and the motion died. After further discussion regarding the viability of the alignment of the road with the existing right-of-way, Curtis Young made a motion, with a second by Darlene Freed, to table the zone change request with the following direction: to increase the road right-of-way requirements to meet the recommendation of staff, to provide documentation to insure alignment of right-of-way through the proposed SPG, Inc. development will align with Tanglewood Drive right-of-way, and to provide a minimum of 8' screening buffer on the west side, and along the mobile home park on the east side of the property, with the prevailing vote as follows: Ayes: Martin, Young, Freed Nays: Stamos, Balvin Abstain: Cook, Oliver 2 Next on the agenda for the Commission to consider and make a recommendation was the replat request for Lot 1, Block 1, Dallas Road Addition. Larry Frassinelli, Senior Civil Engineer, presented Mr. Ron Young of Barton Ash Associates to answer any questions. Mr. Young responded to questions by Marvin Balvin and Jerry Pittman regarding the nature of the rental business and the use of the adjacent property. With no guests to speak to the request, and no letters of response, the public hearing was closed. In the Commission's deliberation session, Larry Oliver addressed Mr. Ron Young requesting the possibility of screening the mobile home park on the east side from their development. Marvin Balvin made a motion, with a second by Curtis Young, to accept the replat as presented with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, Stamos Nays: None APPROVAL OF MINUTES OF THE PLANNING & ZONING COMMISSION MOBILE WORKSHOP MEETING OF JANUARY 16 1993: A motion by Steve Stamos, and a second by Cathy Martin, was to approve the minutes of the January 16, 1993 Planning and Zoning Commission Mobile Workshop Meeting, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Balvin, Freed and Stamos Nays: None Abstain: Young APPROVAL OF MINUTES OF THE PLANNING & ZONING MEETING OF JANUARY 19 1993: A motion by Larry Oliver, and a second by Marvin Balvin, was to approve the minutes of the January 19, 1993 Planning and Zoning Meeting, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos Nays: None APPROVAL OF MINUTES OF THE PLANNING & ZONING COMMISSION TRI -ANNUAL WORKSHOP MEETING OF JANUARY 26 1993• 3 A motion by Curtis Young, and a second by Steve Stamos, was to approve the minutes of January 26, 1993 Planning and Zoning Commission Tri -Annual Workshop Meeting, with the prevailing vote as follows: Ayes: Cook, Oliver, Young, Balvin, Freed, and Stamos Nays: None Abstain: Martin MISCELLANEOUS REPORTS The Commission received a report from the Ad Hoc Committee on Radio and Television Antennas from Greg Wheeler stating that the committee plans to have the final draft of the ordinance ready for presentation at the April 20, 1993 meeting. With no further business for the Commission to consider, a motion by Larry Oliver and a second by Steve Stamos was to adjourn the meeting at 9:00 PM, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS TH&�---W-�DAY OF MARCH, 1993.
