CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint
Public Hearing with the City Council, on this the 20th day of April, 1993, in the City
Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the
following members present to wit:

Ron Cook called the Planning & Zoning Commission to order at 8:25 P.M.

CODE OF ORDINANCES, CHAPTER 7 BUILDINGS & CONSTRUCTION•
First on the Agenda for the Commission to consider and make a recommendation to
the City Council was Grapevine Code of Ordinances, Chapter 7, Buildings and
Construction by the addition of Article XII Radio and Television Antennas. In the
public hearing, Director of Community Development, Tommy Hardy presented the

proposed changes to Comprehensive Zoning Ordinance No. 82-73, as amended,
Appendix "D" of the Grapevine Code of Ordinances, Section 13 "13-20", Section 14
"R-12.5", Section 15 "R-7.5" Single Family District Regulations, Section 16 "R-5.0"
Zero Lot Line District Regulations, Section 17"R-3.5" Two -Family District
Regulations, Section 18 "R -MH" Mobil Home District Regulations, Section 10 "R-TH"
Townhouse District Regulations, Section 21 "R -MF -1" Multi -Family District
Regulations, Section 22 "R -MF -2" Multi -Family District Regulations, and Section 22A
"R-MODH" Modular Home District Regulations relative to Communication Equipment
Regulations.
Mayor Tate asked for questions from Planning and Zoning and the Council. With no
response, Mayor Tate asked if any guests were present to address the case. With no
guests to speak, and no written response, the public hearing was closed.
In the Commission's deliberation session, a motion was made by Marvin Balvin, with
a second by Curtis Young, to approve the request for the proposed amendments to
the Comprehensive Zoning Ordinance No. 82-73, as amended, Appendix "D" of the
Grapevine Code of Ordinances. The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Stamos, Freed
Nays: None
Next for the Commission to consider and make a recommendation to the City Council
was the Conditional Use Application filed by Will Wickman to allow the possession,
storage and on premise consumption of alcoholic beverages (beer, wine, and mixed
drinks) in conjunction with a restaurant. In the public hearing, Community
Development Director, Tommy Hardy, introduced Mr. Raymond Truett to address any
questions relative to the request. There were no questions from the Planning and
Zoning Commission or the City Council, No guests were present to speak to the
application. With no response or letters of petition the public hearing was closed.
In the commissions's deliberation session, Larry Oliver made a motion, with a second
by Cathy Martin, to approve the request with a waiver to Section 47.E.2. in
accordance with Section 47.F. The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos
Nays: None
CONDITIONAL USE APPLICATION CU9.3-01 - FIRST BAPTIST CHURCH:
Next on the agenda for the Commission to consider and make a recommendation to
the City Council was the Conditional Use request filed by the First Baptist Church of
Grapevine. Tommy Hardy advised the applicant is requesting to amend to approved
site plan of G.R.A.C.E (Grapevine Relief and Community Exchange) to reduce the size
of the use allowing a non-profit institution to occupy a residence in a "R-7.5" Single
Family District. Mr. Hardy introduced Joe Lipscomb, representative of the First
Baptist Church of Grapevine, to address any questions.
Questions followed from the Planning & Zoning Commission regarding the removal of
houses of possible historic value, and mature trees to allow for a parking lot as an
accessory use to the church. Also addressed were concerns about screening and
landscape buffering of the parking lot from the surrounding property owners.
Members of the Council inquired as to other possible locations on the north or west
of the church that would be more accommodating as a parking lot that would not be
disruptive to the existing neighborhood. In response, Mr. Lipscomb related that the
church would be willing to assist in moving the Koonce House to another site if
anyone were interested in buying and restoring the property to preserve it's historic
nature. Mr. Lipscomb also noted that the church was looking into other solutions to
its parking problems.
Resident Jenny Jones, 603 South Worth Street, spoke in opposition to the proposed
parking lot. P. W. McCallum, Chairman of the Historic Preservation Commission,
spoke in opposition to the demolition of existing houses which once comprised the
Original Town of Grapevine to provide space for a parking lot. With no letters or
petitions the public hearing was closed.
In the Commission's deliberation session, members discussed the Conditional Use
request to reduce the size of G.R.A.C.E. by amending the current site plan to allow
for space for parking as an accessory use the First Baptist Church. Concerns were
discussed in allowing a parking lot to be built if it would be disruptive to the
neighborhood. Commission members addressed the need for additional parking for
the church, but disagreed with the location. Members were in agreement they would
like to see the Koonce house preserved if possible.
A motion by Curtis Young, with a second by Marvin Balvin, was to deny the request.
Director of Community Development, requested the members consider tabling action
on the request to allow further consideration. Marcy Ratcliff advised the members
that the Conditional Use Request was to amend the current site plan of G.R.A.C.E.,
and the parking lot is an accessory use of the church. Commission members voted
to deny the request with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos
Nays: None

REPLAT APPLICATION - LOT 1 R, BLOCK 37, ORIGINAL TOWN OF GRAPEVINE
After discussion by the member of the Commission, Curtis Young moved to deny the
request to replat Lot 1 R, Block 37, Original Town of Grapevine because it would allow
multiple houses on a single lot. Darlene Freed seconded the motion with the
prevailing vote as follows:
Ayes: None
Nays: Cook, Oliver, Martin, Young, Balvin, Freed and Stamos
in the public hearing, Tommy Hardy, Director of Community Development, informed
the City Council and Planning and Zoning Commission the applicants for Z92-19 Hall -
Johnson Partners, Ltd., and Z93-01 Baja Development Corporation requested their
respective cases be tabled to May 18, 1993.
With no questions from the Planning and Zoning Commission, or the City Council, the
Council voted 7-0 to table action until May 18, 1993.
Mayor Tate advised the guests present to note the May 18, 1993 date as no further
notice would be sent informing them of the date and time. He further advised the
guests if they had an interest in the two zoning cases they should come back to the
May 18, 1993 hearing to make their position known.
ZONE CHANGE REQUEST Z93-03 GRAPEVINE --COLLEY-VILLE I.S.D.
In the public hearing, Tommy Hardy presented Zone Change application Z93-03 from
the Grapevine-Colleyville I.S.D. requesting approximately 13.687 acres be rezoned
from "R-7.5" Single Family Residential to "GU" Governmental Use, also requesting
replatting of the lot for the construction of an elementary school. Jim Lancaster was
introduced to answer any questions for the school board.
In response to the questions, Mr. Lancaster related the school would be located on
the south end of the site fronting on Hall -Johnson Road.
With no questions from the council and no guests to speak to the case Mayor Tate
asked if any responses or petitions were received. Linda Huff read a letter from
Timothy and Alice Bergmann of 728 Weddle Drive in opposition to the proposed
rezoning.

With no further questions, or responses, the public hearing was closed.
In the Commission's deliberations, questions were raised concerning the lack of a site
plan or concept plan required on the property. In answer to the question it was noted
that a governmental use does not require a site plan or concept plan. Further
discussions revealed the police department and fire department had approved the
plans.
Marvin Balvin, with a second by Steve Stamos, moved that the zone change request
be approved with the prevailing vote as follows:
Ayes: Martin, Young, Balvin, Freed, and Stamos
Nays: None
Abstain: Cook, Oliver
Zone Change Request Z93-04 114 & Main Partners L.P.
Next, Director of Community Development, Tommy Hardy presented zone change
request Z93-04 covering approximately 70 1/2 acres located at 801 State Highway
114 West from "PID" Planned Industrial Development to "CC" Community
Commercial. Jeff Grogan, Architect for the project, spoke to the request and the
concept for the proposed use of the property. Questions were addressed concerning
the access from State Highway 114 and commitments from possible tenants.
With no questions from the council, no guests to speak, and one letter of support the
public hearing was closed.
In the Commission's deliberation session, members discussed the concept plan
proposed. Questions were directed to Tommy Pigg regarding the road through the
development. Robert Penn of Bio Sport Development answered questions regarding
the proposed driving range.
Marvin Balvin, with a second by Curtis Young, made a motion to approve the request
with the prevailing vote as follows:
Ayes Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos

REPLAT OF LOT 12, BLOCK 4 W. C. LUCAS ADDITION
Larry Frassinelli presented the replat application of Mr. Ronnie English to subdivide a
single lot into two lots to provide for two residences.
With questions from the Planning and Zoning Commission or the City Council, and no
guests to speak, or letters or petitions addressing the request the public hearing was
closed.
In the Commission's deliberation session Larry Oliver made a motion, with a second
by Cathy Martin, to approve the request to replat the property. The prevailing vote
was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos
Nays: None
PRELIMINARY PLAT - BELFORT ADDITION
Next for the Commission to consider and make a recommendation was the plat
request for the Beifort Addition.
Darlene Freed, with a second by Cathy Martin, was to table the request with the
prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos
Nays: None
CONSIDERATION OF MINUTES OF FEBRUARY 16, 1993
Next for the Commission to consider were the minutes of February 16, 1993.
Marvin Balvin, with a second by Cathy Martin, made a motion to accept the minutes
with no corrections, The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos
Nays: None
CONSIDERATION OF MINUTES OF MARCH 23, 1993
Next for the Commission to consider were the minutes of March 23, 1993.
Cathy Martin, with a second by Darlene Freed, was to approve the minutes with no
corrections. The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Balvin, Freed, and Stamos
Nays: None
MISCELLANEOUS
Marcy Ratcliff, City Planner, reminded the Commission members that a tri -annual

workshop would be held May 25th. Recommendations for discussion at the
workshop were parking lots in residential areas; drive cuts, and distances between
drive cuts.
The Commission t tatively set a time for a workshop to be held concerning the State
Highway 121 Corri r Study in May.
