The Planning and Zoning Commission and the City Council of the City of Grapevine,
Texas, Joint Workshop Meeting, Tuesday evening, June 8, 1993, at 7:30 p.m., in the
Police Department Training Room #104, Police Building, 307 West Dallas Road,
Grapevine, Texas, with the following members present to wit:

Mayor Tate called the meeting to order at 7:30 p.m.
Larry Oliver offered the invocation.
NEW BUSINESS:
REVIEW STATE HIGHWAY 121 CORRIDOR STUDY

Chairman Ron Cook gave the City Council members an overall view of the previous
workshops on the State Highway 121 Corridor Study. Using wall maps prepared in
color code, Ron Cook illustrated the proposed changes by the Planning & Zoning
Commission to the land use map in previous workshops.
Chairman Ron Cook suggested review and discussion of each tract along either side
of State Highway '121 to finalize the draft land use plan prior to recommending
adoption into the land use plan at a public hearing.
With the assistance of Tommy Hardy, Director of Community Development, Ron Cook
described the proposed changes illustrating the current land use plan and the present
zoning maps. Further clarification was requested by Mayor Tate on the Delaney tract
proposed as future development of a winery with accessory uses including retail
establishments. It was suggested that the subject property be designated as low
intensity commercial.
Members discussed creating a special zoning district to govern wineries and accessory
uses to wineries. Staff was instructed to establish verbiage for a proposed
amendment to the zoning ordinance creating a winery district.
Attention centered around the undeveloped tracts beginning at the Colleyville city limit
line north to Western Oal<s Drive on the west frontage of State Highway 121. Staff
was directed to designate the undeveloped tract south of Hall Johnson Road west
from State Highway 121 to Heritage Avenue as commercial. Further, staff was
directed to designate the undeveloped tracts north of Hall Johnson Road north to
Western Oaks Drive as commercial.
There was a consensus of opinion from the City Council on the remaining portion of
the proposed land use map as derived by the Planning and Zoning Commission, Staff
was directed to make the changes as directed and set the study to public hearing on
June 15, 1993. Mayor Tate also directed staff to notify homeowners in the area of
the public hearing.
With no further business to consider the Planning and Zoning Commission adjourned
from the joint workshop at 8:15 PM.
