The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint
Public Hearing with the City Council, on this the 15th day of June, 1993, in the City
Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the
following members present to wit:

Mayor William D. Tate called the Joint Public Hearing to order at 7:40 P.M. Chairman
Ron Cook called the Planning & Zoning Commission to order at 11:30 P.M.
INVOCATION:
Planning and Zoning Commission member Curtis Young offered the invocation.
JOINT PUBLIC HEARING:
Mayor Tate began by apologizing to the large number in attendance having to stand
in the hallway due to lack of seating in the City Council Chambers. Mayor Tate
introduced the members of the Planning & Zoning Commission prior to having the oath
of office administered by City Secretary, Linda Huff to Commission members Larry
Oliver and Catherine Martin, both having recently been reappointed to the Planning &
Zoning Commission, City of Grapevine, Texas.

In an opening statement regarding the public hearing process, Mayor Tate described
to the large number of residents present the manner in which the process takes place
giving each guests an opportunity to address the proposals in which they may have
an interest. He asked that statements be brief and non -repetitive giving every one an
opportunity to voice concerns on the issues at hand.
WILLIAM D. TATE/STATE HIGHWAY 121 CORRIDOR STUDY:
Before introducing Community Development Director, Tommy Hardy, Mayor Tate
began by explaining the need for the William D. Tate/State Highway 121 Corridor
Study confirming that land uses in the area had not been addressed since the rezoning
of 1984. Recent requests for development in the area had been inconsistent with the
current land use plan and zoning map, focusing the need to study existing
development trends and develop a land use plan that would take us into the future.
Mayor Tate explained the William D. TAte/State Highway 121 Corridor Study was
commissioned in November of 1992. An independent planning consultant was hired
to initiate the study of the corridor and a public hearing was held in December, 1992.
The Planning & Zoning Commission met in numerous workshops addressing the
guidelines of the current land use, zoning, and needs for the future. After a
consensus of opinion was derived from the Commission, a joint workshop with
Council was held prior to setting the issue to public hearing. Tonight's meeting is the
second public hearing held on the Corridor Study allowing the residents in the area an
opportunity to express their opinions on the future of the area.
Mayor Tate also addressed the extremist materials circulated in the south end of the
city regarding the Corridor Study and subsequent zone change request cases to be
considered on tonight's agenda, Mayor Tate asked that guests keep an open mind
and listen to the facts presented by Council and the Staff regarding the analysis of the
Corridor Study.
Tommy Hardy, Director of Community Development, related the current Master Plan
was adopted in 1974 to cover a twenty year planning period from 1974 to 1994.
The original document was designed to be reviewed and updated as necessary. Major
updates to the plan were made in December of 1981 and February of 1987, Mr.
Hardy explained that a Master Plan does not place zoning on property. The Master
Plan of the City of Grapevine is used as a guide for the City to make land use
decisions for rezoning in the future.
Further, he commented there had been four workshops on the William D. Tate/State
Highway 121 Corridor Study, one having been a mobil workshop where Commission
members drove over the study area and discussed each undeveloped tract of land
lining the Corridor from Mustang Drive to Glade Road, Mayor Tate requested Tommy
Hardy point out the proposed land use changes on the large wall maps used to
illustrate the current zoning map, present land use plan, and proposed land use plan.

Dissenting comments from residents in the Western Oaks and Yorkshire Meadows
Additions addressing the large amount of land to be designated as commercial on the
proposed land use plan relative to their subdivisions were heard from the following:

With nothing further the public hearing was closed.
In the Commission's deliberation session, members discussed that the number of
comments regarding the proposed land use plan warranted further study. Chairman
Ron Cook made a motion to table the William D. Tate/State Highway 121 Corridor
Study, with a second by Catherine Martin, to allow time for further review of the plan,
the prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Freed and Stamos
Nays: None

ZONE CHANGE REQUEST Z92-10 HALL -JOHNSON PARTNERSHIP LTD & Z93-01
AMRESCO INC
Next on the Agenda for the Commission to consider and make a recommendation to
the City Council was Zone Change Request Z92-10 Hall -Johnson Partnership, Ltd.,
and Z93-01 Amresco, Inc. In the public hearing, Community Development Director,
Tommy Hardy explained Amresco, Inc. was requesting to withdraw the 11.78
multifamily zoning from their request. Dick LeBlanc was introduced to speak to Zone
Change Request Z92-10 and answer any questions from the Council. Questions were
addressed from Planning and Zoning and the Council covering the size and quantity
of lots, average size and price of homes to be developed. Dick LeBlanc acknowledged
he and the other developer were working together with the homeowners in the
Western Oaks Addition to propose comparable housing conforming to the existing
development. Lynn Meyer was then introduced to speak to Zone Change Request
Z93-01. He addressed questions from the Planning & Zoning Commission and the
Council regarding lot sizes, a connecting street, and appropriate buffering from
adjacent Commercial zoning. Mayor Tate asked if there were any guest who wished

to address the two zone change requests.
The following residents spoke in favor of the requests.

City Secretary, Linda Huff, reported there were ten letters supporting the zone change
requests and three letters in opposition. With nothing further, the public hearing was
closed.
In the Commission's deliberation session, Larry Oliver moved, with a second by
Catherine Martin, to table request Z92-10 and Z93-01 to address questions resulting
from the public hearing relating to the William D. Tate/State Highway 121 Corridor
Study proposed land use plan. The prevailing vote was as follows:
Ayes: Cook Oliver, Martin, Young, Stamos, and Freed
Nays: None
Absent: Balvin
ZONE CHANGE REQUEST Z93-05 - JAMES DEWEY:
Next for the Commission to consider and make a recommendation to the City Council
was the Zone Change Request Z93-05 to rezone 2.36 acres from "R-20" Single
Family Residential to "R-12.5" Single Family Residential.
In the public hearing, Director of Community Development, Tommy Hardy, introduced
Mr. James Dewey to address any questions relative to the request. Questions from
the Planning and Zoning Commission addressed multiple drive cuts on Parr Road.
With no guests to speak to the request, and no letters of response, the public hearing
was closed.
In the Commissions's deliberation session, members discussed the number of drive
cuts onto Parr Road and how they might impact traffic. Larry Oliver made a motion,
with a second by Steve Stamos, to approve the zone change request with the
prevailing vote as follows:

ZONE CHANGE REQUEST Z93-06 - CARTER & BURGESS:
Next on the agenda for the Commission to consider and make a recommendation to
the City Council was the Zone Change request filed by Carter & Burgess to rezone
15.19 acres from "R-3.5" Two Family District and .22 acres from Commercial to "R-
5.0" Zero Lot Line District,
Tommy Hardy, Director of Community Development, advised the applicant is
requesting to table his application allowing additional time to verify the location of the
noise zone corridor from Freeze & Nichols, an independent consultant. Concerns were
addressed regarding the type and size of houses to be developed. It was noted the
applicant would be coordinating drive cuts with the Public Works Department. With
no further questions from the Council or the Planning and Zoning Commission, Mayor
Tate asked for comments from guests.
David Crawford, 2708 Harmon Drive, and Mr. Bill Bimmerman, 2054 Wedgewood
Drive were concerned about the price of the houses to be developed and how it might
impact their property values.
With no other guests to speak, and no letters or petitions, the public hearing was
closed.
In the Commission's deliberation session, Curtis Young made a motion, with a second
by Catherine Martin to table the applicants request until a determination of the airport
noise zone could be ascertained. The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Stamos, and Freed
Nays: None

CONDITIONAL USE REQUEST CU93-05 - LUBY'S - TOWN CENTER ADDITION:
Next for the Commission to consider and make a recommendation was Conditional
Use Request CU93-05 filed by Luby's Cafeteria to amend the approved site plan for
the Town Center Planned Commercial Center to allow the relocation of Luby's on
State Highway 114, and to revise the 40 foot and 20 foot pole signs for the Target
store, with a waiver to specific requirements of Section 47.E.2. pursuant to Section
47.F. of Ordinance 82-73. Tommy Hardy, Director of Community Development,
introduced Larry Cates to address any questions on the changes.

With no questions from the Commission or the City Council, Mayor Tate asked for
response from any guests wanting to speak to the case. With no guests present to
speak to the case, or any written response, the public hearing was closed.
In the Commission's deliberation session Curtis Young made a motion to approve the
Conditional Use request to amend the approved site plan with a waiver to specific
requirements of Section 47.E,2, pursuant to Section 47.F. Darlene Freed seconded
the motion and the prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Stamos, and Freed
Nays: None
Absent: Balvin
REPLAT LOT 2, BLOCK 1, MCCLELLAND ADDITION
Civil Engineer, David Nighswonger, introduced the request of Jim & Emma Burger to
replat their property to build a new home. Mr. Burger was present to address any
questions.
With no guests to speak and no letters of response the public hearing was closed.
In the Commission's deliberation session, Larry Oliver made a motion with a second
by Catherine Martin to approve the request, The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Stamos and Freed
Nays: None

PRELIMINARY PLAT - THATCHER WOODS ADDITION:
Next for the Commission to consider and make a recommendation was the preliminary
plat of the Thatcher Woods Addition, David Nighswonger, Civil Engineer, stated that
the applicant was requesting to have action tabled on the request to allow time to
complete requirements of the plat process.
Catherine Martin made a motion, with a second by Curtis Young, to table the request,
with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Young, Freed, and Stamos
Nays: None
Absent: Balvin

Next for the Commission to consider and make a recommendation was the plat
request for the Belfort Addition.
Curtis Young made a motion, with a second by Steve Stamos, to table the request of
the Belfort Addition plat submitted in conjunction with zone change request Z93-01
which was tabled, with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin,
Nays: None

TREE REMOVAL PERMIT TR93-01 GRAPEVINE-COLLEYVILLE ISD
Next for the Commission to consider was the tree removal request from the
Grapevine-Colleyville ISD to allow trees to be removed in the parking and playground
areas prior to issuance of a building permit.
Darlene Freed moved to approve the permit, with a second by Curtis Young, and the
prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Freed, and Stamos
Nays: None
Absent: Balvin
APPENDIXREVIEW PROPOSED AMENDMENTS TO GRAPEVINE CODE OF ORDINANCES,.
Next for the Commission to consider and make a recommendation to the City Council
were proposed amendments relative to screening, accessory church parking, buffer
yard requirements between single-family and commercial districts.
Larry Oliver moved, with a second by Catherine Martin, to table discussion on the
proposed amendments to the Grapevine Code of Ordinances, Appendix D. The
prevailing vote was as follows:
Ayes: Cook, Oliver, Martin,
Nays: None

Next for the Commission to consider were the minutes of May 18, 1993.
Curtis Young, with a second by Darlene Freed, made a motion to accept the minutes
as amended. The prevailing vote was as follows:
Ayes: Cook, Oliver, Martin, Young, Stamos, and Freed
Nays: None
Absent: Balvin
ADJOURNMENT:
With no further business for the Commission to consider, a motion by Larry Oliver and
a second by Cathy Martin was to adjourn the meeting at 12:35 PM, with the
prevailing vote as follows:

Nays: None
