HomeMy WebLinkAbout1993-08-31STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission Special Workshop Meeting of the City of Grapevine, Texas, met Tuesday evening, August 31, 1993, at 6:00 P.M., in the Training Room #104, Police Building, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Ron Cook Larry Oliver Catherine Martin Curtis Young Marvin Balvin Steve Stamos Sharron Spencer Chairman Vice Chairman Member Member Member Member City Council Representative with member Darlene Freed absent, constituting a quorum, and the following city staff: H. T. (Tommy) Hardy Director of Community Development Marcy Ratcliff Planner Teresa Wallace Planning Secretary After dinner, Chairman, Ron Cook called the meeting to order at 6:30 p.m. NEW BUSINESS: REVIEW SECTION 20-44 DRIVEWAY PLACEMENT STANDARDS Stan Laster, Assistant Director of Public Works, addressed the exceptions in the Driveway Placement Standards discussed at the August 24, 1993 workshop. Using overhead projected exhibits, he explained to Commission members current guidelines and criteria for drive cuts and distances between driveway placement for corner lots. Focus was placed on master planning of undeveloped commercial and industrial tracts to limit the number of drivecuts on to public streets, using internal circulation on each tract to cut down traffic congestion. Chairman Ron Cook asked Jerry Hodge, Director of Public Works to review the comments of the meeting and bring a revision back to the Planning and Zoning Commission for approval. Jerry Hodge stated the revision would be back to them at the October meeting. 1 OLD BUSINESS REVIEW STATE HIGHWAY 121 CORRIDOR STUDY Chairman Ron Cook asked Tommy Hardy, Director of Community Development, to give the Commission a review and address any new developments on the Corridor Study since the last workshop. Tommy Hardy, Director of Community Development, spoke to the Commission regarding the recent local option election that approved wine sales in Grapevine. A proposed Winery Zoning District was being drafted by the Community Development Department that could possibly serve as an excellent buffering tool between Commercial Districts and Single Family Residential Districts. Chairman Ron Cook suggested that perhaps a new category should be created to include a winery land use on the land use map legend, colored purple, to show where existing property had been purchased on State Highway 121 to be used as grape vineyards by Tom Greaves and Jerry Delaney. City Council Representative, Sharron Spencer, suggested that a new zoning category should also be created for wineries that would allow low intensity commercial permitted uses that usually surround a winery. in discussing the vineyards, Ron Cook offered there were four options to allow buffering for vineyard development on the land use map that would includt; Commercial Districts, a Winery District, R-20 Single Family Residential (to buffer themselves) and a combination of R-20 and Winery use. Chairman Ron Cook suggested review and discussion of the land use map, as previously colored, to reflect the opinions of the Mayor and City Council at the joint workshop held in June. Commission members agreed that no further changes need be made to the entire east side of State Highway 121 from Glade Road to State Highway 360. In discussing the west side of State Highway 121, it was decided the only areas that need further review were the two tracts of land, beginning south of Western Oaks Drive and following south to the northwest corner of Hall -Johnson Road, and then west to Heritage Avenue. Members discussed the depth of the commercial designation shown on the land use map and agreed that it was more than the amount needed to attract commercial development that would be compatible with the existing single family development already in place. Marvin Balvin moved, with a second by Curtis Young, to designate a maximum depth be established for commercial development of 400 feet beginning at the southwest 2 corner of Western Oaks Drive following south down the service road to Hall -Johnson Road, and a maximum depth of 300 feet of low intensity commercial be established beginning at a line from the southwest corner of the cemetery, west of the corner of Hall -Johnson Road, following west to Heritage Avenue, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Young, Balvin and Stamos Nays: None Absent: Freed MISCELLANEOUS: Ron Cook instructed staff to present the draft for a Winery District to the Commission at the next Tri -Annual Workshop set for September 14, 1993 at 6:00 P.M. With no further business to consider, a motion by Steve Stamos, with a second by Curtis Young was to adjourn the meeting at 8:30 P.M., with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Nays: None Absent: Freed Young, Balvin, and Stamos PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS, ON THIS THEA/,QDAY OF SEPTEMBER, 1993.
